The phase 2 landfill project in Ta Phoi commune is being surveyed and cleared by the Lao Cai City People's Committee on an area of over 154 hectares. However, immediately after the announcement of land reclamation, the authorities discovered many cases of deliberate cultivation and construction within the project area. At one location, the local authorities made a record while the construction was illegal. Despite repeated announcements, requests to suspend and dismantle, the householder still did not comply.
Mr. Luong Ngoc Tien, Vice Chairman of Ta Phoi Commune People's Committee said: "When we discovered some cases of building tents and barns within the project boundary, we resolutely handled them by making records and issuing notices to remove and dismantle structures, trees and crops in the above area."

This is the reason why the site clearance progress of this project is slow, greatly affecting the operation of Ta Phoi Copper Factory.
Mr. Pham Manh Ha, Deputy Director of Ta Phoi Copper Joint Stock Company, is concerned: “The phase 1 dumping area is about to end, if it is not implemented on schedule, there is a risk of stopping the project. We request that the company be facilitated and supported, and regularly inspect and supervise the dismantling after the recovery.”
At the nearly 50-hectare site of the Apatite Ore Mining Project, Quarry 19. After clearing about 1/3 of the area, in early 2025, the People's Committee of Lao Cai City issued a notice to reclaim land from 26 households and 2 organizations in Coc San and Dong Tuyen communes to hand over the remaining site to the investor. However, before the time of the census, many new plants had grown in the project area.
Mr. Nguyen Van Thai, Deputy Director of Mining Branch 2, Apatit Vietnam Company Limited said: "The current situation at the mine site, people have farming work, people give many unreasonable reasons, making the site clearance work encounter many difficulties, greatly affecting the company's production, increasing costs. The machines and equipment do not work continuously, interrupting the supply of ore to the company".
Many unusual plants appeared in the Khai Truong 19 project area before the land acquisition time.
In Lao Cai city, there are currently over 100 projects behind schedule due to problems in statistics and compensation for site clearance. The city is making efforts to untie the knots for each project, focusing on identifying the origin and resolving land overlap. It is flexibly arranging resettlement to create consensus among people in the project area. The city will also resolutely handle cases showing signs of policy exploitation in planned areas.
Mr. Nguyen Van Nhat, Vice Chairman of Lao Cai City People's Committee affirmed: "The City People's Committee issued documents, immediately directing communes and units to carry out site clearance, strictly manage land funds, and make records when detecting. Commune and ward levels are currently working very closely to prevent people from illegally building. The people agree that the commune and ward levels will demolish the assets that have been created, and there will be no compensation for assets created after compensation for land recovery."
Lao Cai City is determined to remove obstacles in land clearance and handle profiteering in slow-progressing projects.
The early handover of clean land and the commissioning of mining projects are of great significance in solving the problem of raw material shortage for industrial factories. Thereby contributing to the overall economic growth target of the province this year.
