The Provincial People's Council's issuance of a Resolution regulating the training support regime for Lao students studying at training facilities in Ha Tinh province creates better conditions for teaching and learning, contributing to strengthening the good friendship between the two countries.

At the 17th session, the 18th Provincial People's Council passed Resolution 118/2023/NQ-HDND on regulations on training support for Lao students studying at training institutions in Ha Tinh province, period 2023 - 2025. The Resolution stipulates many important contents to support Lao students to have better learning conditions at educational institutions in the province.

Notably, the initial one-time support for training facilities to purchase necessary items for Lao students, such as: blankets, mosquito nets, sinks, clothes... to use throughout the course; the support level is 1 million VND/person/course. Support for living expenses including food, daily travel and other living expenses; the support level is 2.5 million VND/person/month for Lao students who are pupils and students and 3 million VND/person/month for Lao students who are officials working at State agencies in Lao localities sent to study.

The resolution also stipulates that travel expenses support includes the cost of going to Vietnam to enroll in school and returning home after graduation (2 trips/course); the support level is 1 million VND/person/trip. Tuition support with the support level equal to the tuition fee according to the regulations at the training institution where Lao students register to study.

In addition, the resolution also specifically stipulates support for dormitory accommodation costs; support for purchasing health insurance cards and health check-up costs; support for giving gifts to Lao students on holidays and Tet...

According to statistics, the province currently has 718 Lao students studying at educational institutions in the area such as: Ha Tinh Medical College, Ha Tinh University and Ha Tinh Vietnam - Germany Technical College. The resolution passed by the Provincial People's Council has brought great excitement to Lao students studying in Ha Tinh.

Resolution 118/2023/NQ-HDND will create conditions for training institutions to take care of holidays and Tet for Lao students.

Chintana Vongchanthalangsy - class K13, Faculty of Business Administration (Ha Tinh University) shared: "Through the teachers, we learned that Ha Tinh province has just issued a new policy to support Lao students with more support content and higher support levels. This is a great encouragement for us during our time studying in Ha Tinh".

Sharing the same excitement, male student Xayavong Nalongsit - class K13, Faculty of Information Technology (Ha Tinh University) said: "On behalf of Lao students studying in Ha Tinh, I would like to thank the province for their timely and great attention and support. This support policy is a motivation for us to study with peace of mind, and when we graduate and return to our homeland, we will work well and contribute to fostering the good relationship between Laos and Vietnam."

Resolution 118/2023/NQ-HDND will help training institutions have funding to upgrade facilities for teaching and learning.

Dr. Tran Xuan Hoan - Principal of Ha Tinh Medical College emphasized: “The issuance of Resolution 118/2023/NQ-HDND has shown the province's special attention to training human resources for Laos, especially the three twinned provinces with Ha Tinh. In Resolution 118/2023/NQ-HDND, many new support policies have been issued and the support levels have also been increased, which will help students feel secure in their studies. The resolution also helps the school have more financial conditions to invest in facilities and equipment to further improve the quality of training. I am confident that with the timely issuance of the resolution, in the coming time, there will be more Lao students coming to study in the province, further strengthening the good relationship between the two countries”.
