On February 13, the Ho Chi Minh City People's Committee issued a report assessing the current situation and impact and proposed a specific policy to support tuition fees for preschool children under 5 years old and high school students in and outside public schools from 2025-2026.

Objective of building tuition support policy
Accordingly, from the 2025-2026 school year, implementing Article 15 of Decree 81 of the Government, public primary school students, 5-year-old preschool children and secondary school students are exempted from tuition fees. Thus, from the 2025-2026 school year onwards, only preschool children under 5 years old and high school students must pay tuition fees according to regulations.
In addition, based on the practice in Ho Chi Minh City from the 2021-2022 school year to the 2024-2025 school year, the Ho Chi Minh City People's Council has issued specific policies of the city to support tuition fees for students at all levels, specifically as follows:
- 2021-2022 school year: Support 100% of public tuition fees, total city budget support is 604.5 billion VND.
- 2022-2023 school year: Support the difference due to tuition fee adjustment, the total amount of support from the city budget is 1,518.8 billion VND.
- 2023-2024 school year: Support the difference due to adjusted tuition fees for preschool and high school and support 100% of tuition fees for secondary school with an estimated budget for implementing the policy of 1,847 billion VND. Of which, the budget for exempting tuition fees for secondary school students is 1,108 billion VND (public: 1,042 billion VND, non-public: 66 billion VND).
- 2024-2025 school year: Tuition support for public and non-public secondary school students and continuing secondary education students. The budget for tuition exemption for secondary school students is 237 billion VND.
Based on the practical socio-economic situation of the city, on the basis of continuing to inherit and promote the specific policy of tuition support for preschool children and high school students, which has received positive responses from public opinion in recent school years, the development of a specific policy of tuition support for preschool children under 5 years old, high school students studying at public and non-public educational institutions and high school continuing education students in the area from the 2025-2026 school year is a necessary requirement so that all students have the opportunity to participate in learning, which is a premise for building a learning society.

Proposing 3 solutions to support tuition fees
In the impact report, the Ho Chi Minh City People's Committee proposed solutions.
Solution 1 : Maintain the status quo: Apply tuition fees for preschool children under 5 years old and high school students in Resolution No. 12 of 2024 of the People's Council without any support policy.
Solution 2 : Issue a resolution of the City People's Council on a special policy to support tuition fees for preschool children under 5 years old, high school students studying at public and non-public educational institutions, and high school continuing education students from the 2025-2026 school year.
The level of support for high school students studying at public general education institutions that have not yet covered their regular expenses according to Resolution No. 12 on tuition fees for public preschool and general education from the 2024-2025 school year and subsequent school years in the area, specifically as follows:
Solution 3 : Issue a resolution of the City People's Council on a special policy to support tuition fees for high school students studying at public and non-public educational institutions and high school continuing education students from the 2025-2026 school year.
Evaluate the impact of each solution
At the same time, in this report, the City People's Committee clearly pointed out the impact of the solutions on subjects directly affected by the policy and other related subjects.
Solution 1 will have a negative impact because, up to now, 8 provinces and cities have announced 100% tuition exemption for students from kindergarten to grade 12 in public educational institutions for the 2024-2025 school year, including: Da Nang, Ba Ria - Vung Tau, Hai Phong, Quang Ninh, Khanh Hoa, Quang Nam, Vinh Phuc, Yen Bai.
According to the exemption roadmap in Decree No. 81, the solution of maintaining the status quo will not demonstrate the city's investment interest in education; the breakthrough in exemption policies, tuition support, ensuring education quality and learning opportunities for all people worthy of a large center of culture, education and training.
Solution 2 does not have a negative impact but has a positive impact, supplementing the legal basis for implementing tuition support for preschool children under 5 years old, high school students studying at public and non-public educational institutions, and high school continuing education students from the 2025-2026 school year.
At the same time, inheriting the tuition support policies that the city has implemented in recent school years, which have received support and consensus from society. The promulgated policy will be a very meaningful and practical gift for all students in the city, creating a mark to celebrate the 50th anniversary of National Reunification Day (April 30, 1975 - April 30, 2025), clearly demonstrating the city's investment in education, being the leading city in tuition exemption and support policies, ensuring the quality of education and learning opportunities for people; marking an important milestone in Ho Chi Minh City being the locality implementing tuition exemption for students at all levels, making a strong mark and creating a spillover effect to attract human resources from all over the country to reside and work in the city, creating resources for economic and social development.
The estimated resources to implement the tuition support policy for the 2025-2026 school year are 653 billion VND, in line with the city's budget resources.
Policy implementation does not generate administrative procedures.
Solution 3 has a positive impact, which is to supplement the legal basis to implement tuition support for high school students studying at public and non-public educational institutions and high school continuing education students from the 2025-2026 school year.
The estimated resources to implement the tuition support policy for the 2025-2026 school year are 338 billion VND, in line with the city's budget resources.
The negative impact of solution 3 is that when the policy is issued, the city will only have preschool children under 5 years old who have to pay tuition fees according to regulations. While preschool children under 5 years old are also a group that needs a lot of attention today, preschool children cannot take care of themselves when their parents go to work, especially for workers and laborers who are the main labor force concentrated in industrial parks, export processing zones, companies and manufacturing enterprises in the city with low income, the cost of childcare also accounts for a large part of the cost of living. This solution has the potential to cause public opinion about the fairness in the city's policy approach to school-age children.
From the above analysis, comments and assessments, the Ho Chi Minh City People's Committee proposes to choose solution 2, which is to issue a resolution of the City People's Council on a special policy to support tuition fees for preschool children under 5 years old, high school students studying at public and non-public educational institutions and high school continuing education students from the 2025-2026 school year.
