On the afternoon of May 23, the National Assembly discussed in the hall the results of monitoring the settlement of voters' petitions sent to the 6th Session of the 15th National Assembly. Some delegates were concerned about the fact that voters' petitions sent to ministries and branches, although they had been received and considered for settlement by the ministries and branches, had not yet had results for a long time, or had not met requirements.

Delegate Chu Thi Hong Thai (Lang Son delegation) reflected that there were some recommendations from voters about the shortage of teachers but they have not been completely resolved.
According to the delegate, the current reality is that there is a shortage of teachers but the staffing must still be reduced by 10% according to the roadmap. "The lack of teachers compared to the assigned quota affects the assignment of teaching at schools, leading to some teachers having to teach in areas other than their majors" - delegate Thai reflected, at the same time recommending that the Government continue to research solutions to resolve this situation.
The Ministry of Education and Training (MOET) has issued Circular 20, providing guidance on job positions, staff structure by professional title, and quotas for the number of employees in general education institutions and public specialized schools. However, some new problems have arisen during the implementation process. Therefore, delegates suggested that the MOET study and consider appropriate amendments.
Responding to this issue, Minister of Education and Training Nguyen Kim Son said that after the 6th Session, the Ministry had thoughtfully responded to more than 200 opinions and recommendations from voters. Regarding some issues that voters were not satisfied with, the Ministry is researching and continuing to resolve them.
There are currently two issues that the Ministry is continuing to address. Firstly, Decree 116 of the Government, which regulates the policy of supporting students in particularly disadvantaged areas, has had some shortcomings during its implementation. Therefore, the Ministry is drafting a replacement for this Decree, and is submitting it to the Government Office for final review before submitting it to the Government Standing Committee for promulgation.
Second is the shortage of teachers. Recently, the Ministry has had many solutions to solve this situation, including signing contracts for teachers. However, there are still problems and difficulties due to lack of resources. For example, salaries and incomes for teachers signing contracts are still low, not motivating workers. Many localities are still hesitant to sign contracts with teachers according to Decree 111. In the near future, the Ministry will review and make recommendations to continue to consider related contents with the Ministry of Home Affairs.
The Minister also affirmed that the spirit will be extremely urgent, the highest principle is to serve reality and solve practical problems according to the requirements of life and the aspirations of voters.
