On the "red address" land of ATK Dinh Hoa district (Thai Nguyen), National Assembly Chairman Vuong Dinh Hue and National Assembly leaders have been inspiring and directing the Party Committee, government, and people of all ethnic groups in the area to join hands, promote internal strength, and at the same time mobilize resources towards the former Safe Zone. Today, Dinh Hoa has become a new rural district.
New day at De Pass, Hong Mountain
From Thai Nguyen city to the center of the old resistance capital to De Pass area, Hong mountain where the famous Uncle Ho Memorial House is located, the roads passing through the communes and villages are now spacious, paved with asphalt and concrete all the way to the front gates of people's houses on both sides of the road.
De Pass, Hong Mountain is a famous place, located in Phu Dinh Commune, Dinh Hoa District, bordering Tan Trao Commune (Son Duong District, Tuyen Quang). This is the place of "The Golden Buddha Temple" as General Vo Nguyen Giap said, because at the foot of De Pass is the headquarters of the Presidential Palace during the resistance war against French colonialism.
Right here, more than 2 years ago, in mid-November 2021, comrade Vuong Dinh Hue and the delegation attended the "Great National Unity" Festival with the people of all ethnic groups in Dinh Hoa district. Faced with the difficult situation of the locality, the National Assembly Chairman directed all levels, sectors and localities to pay attention and focus resources to support the construction of Dinh Hoa district to meet new rural standards by 2023 to show gratitude to the people of the capital who fought in the resistance war in the past.
Through discussions with district leaders, it is known that: Two years ago, when setting the goal of making Dinh Hoa a new rural district by 2023, the Standing Committee, the Standing Committee of the District Party Committee and district leaders were both happy and worried. Happy because this is a great opportunity to develop the local socio-economy and infrastructure; worried because the district's starting point is still low, resources are limited...
Not long after, on February 18, 2022, at the National Assembly House, during the meeting of the National Assembly Standing Committee, chaired by the National Assembly Chairman, the central agencies, departments, ministries, branches, Thai Nguyen province and Dinh Hoa district met and discussed thoroughly with units and enterprises, reaching a high consensus on the work of supporting Dinh Hoa district to soon achieve new rural standards. After the meeting, receiving the instructions of the National Assembly Chairman, the leaders of Thai Nguyen province held many meetings with departments, departments, branches and Dinh Hoa district to specify the programs and implementation contents.
Dinh Hoa is a mountainous district of the province, 50 km northwest of Thai Nguyen city center, with nearly 107,000 people living together in solidarity, of which ethnic minorities account for more than 73%. The district Party Committee has more than 8,000 party members operating in 40 grassroots party organizations. Before 2022, Dinh Hoa was a poor district, 11 communes in the district met the new rural standards for the period 2015-2020, but many criteria have not been met according to the new rural criteria for the period 2021-2025; no commune has met the advanced new rural standards. Meanwhile, 3 communes in area III have extremely difficult conditions, 10 communes in area II and 42 hamlets are extremely difficult.

Secretary of Thai Nguyen Provincial Party Committee Nguyen Thanh Hai and local leaders said: In order to promptly and effectively carry out the tasks assigned by the Chairman of the National Assembly, Thai Nguyen province has issued a Decision to establish a Steering Committee on this content, with a Vice Chairman of the Provincial People's Committee as the head of the committee, the Secretary of the District Party Committee as the Standing Deputy Head; the comrades: Director of the Department of Planning and Investment, Director of the Department of Agriculture and Rural Development as Deputy Heads of the Steering Committee. The Project Steering Committee has developed working regulations, assigning specific members of the Steering Committee to be in charge of fields and localities.
With the close direction and high responsibility of the Party and State leaders; the support of the province, businesses, the determination of the political system, people of all ethnic groups and the methodical and scientific approach, Dinh Hoa strives to complete and achieve the criteria of a new rural district.
Reported data shows: After 2 years of implementing the Project, the material and spiritual life of rural people has been improved, the average income in 2023 in rural areas is estimated at more than 48 million VND/person/year; the multidimensional poverty rate of the whole district has decreased to 9.98% (down 21.34% compared to 2021). Invested in building an additional 50 km of inter-commune roads and 50 km of inter-hamlet roads, alley roads, and intra-field roads; upgraded, repaired, and built 70 new irrigation works; built 20 km of new canals, increasing the number of irrigation works in the area to 225 to serve people in irrigation and convenient cultivation.
Improving and enhancing people's lives is the ultimate goal of new rural construction.
In the field of education, mobilizing budget capital and sponsors, the district has invested in 173 more classrooms, 97 functional rooms, ensuring 100% of schools and classrooms are solidified. Cultural institutions have been invested in and built to meet standards, meeting the cultural, artistic, and sports needs of the people. Up to now, the district has invested in building 9 commune-level cultural houses; 151 hamlet and residential group cultural houses, all hamlets and residential groups have cultural houses...
Recently, when working in the locality, the National Assembly Chairman visited representatives of veteran revolutionary cadres, directly inspected the construction of the majestic 5-storey Dinh Hoa District General Hospital, with a total investment of nearly 55 billion VND, with a scale of 150 beds. Each floor corresponds to a different functional area, meeting all the requirements for inpatient examination and treatment, including the departments: Resuscitation - Emergency, Pediatrics, Obstetrics, Surgery, Surgery area and online consultation room equipped with a system of modern, synchronous medical equipment.
Emphasizing that improving people's lives is the ultimate goal of new rural construction. The process of building new rural areas has a starting point but no ending point. The National Assembly Chairman suggested that in the coming time, Dinh Hoa district continue to focus investment resources on building advanced new rural communes and model new rural areas.

Creating an attractive and favorable investment environment
On behalf of the leaders of the Party, the State, and the National Assembly Standing Committee, the consistent directive message of National Assembly Chairman Vuong Dinh Hue at many localities, agencies, and units visited and worked before the New Year and on the first working day, emphasized: 2024 is a "pivotal" year, a "sprint" year, which will create a solid foundation to "accelerate" and achieve success in successfully implementing the resolutions of Party Congresses at all levels, the Resolution of the 13th National Party Congress; at the same time, deploying the work of preparing for Party Congresses at all levels, term 2025-2030, towards the 14th National Party Congress.
The National Assembly Chairman requested that all levels, sectors and localities, based on practical life at the grassroots level, need to thoroughly listen to the thoughts and aspirations of the people and the business community; thereby clearly identifying and fully assessing the advantages and challenges, as a basis for proposing timely response scenarios and solutions, actively contributing to the National Assembly in the work of law-making, supervision and decision-making on important issues.
The Party, National Assembly and Government of Vietnam always focus on reforming the investment and business environment.
National Assembly Chairman Vuong Dinh Hue
During our working trip to Ba Ria-Vung Tau province, we visited the Southern Petrochemical Complex - a Thai FDI project with a total investment of more than 5 billion USD. Chairman and General Director of SCG Group Tham-ma-sak Seth-au-dom, General Director of Long Son Petrochemical Company Limited Ku-la-chet welcomed the National Assembly Chairman and members of the delegation. The Southern Petrochemical Complex started construction in February 2018 at Long Son Petroleum Industrial Park. Together with Dung Quat, Nghi Son, and Binh Son refineries, this is an important project in the country's oil and gas development strategy.
At the meetings, the Chairman of the National Assembly and leaders of the Vietnamese National Assembly all sent the message: The Party, National Assembly, and Government of Vietnam always focus on reforming the investment and business environment, perfecting institutions according to international standards, and creating the most favorable investment and business environment to attract foreign investors.
Specifically, Resolution No. 50-NQ/TW dated August 20, 2019 of the Politburo on orientations for perfecting institutions and policies, improving the quality and efficiency of foreign investment cooperation by 2030 has clearly stated that Vietnam's strategic priorities in attracting FDI in the coming period are future technology projects of large corporations; projects with high technology content, not affecting the environment...
Voters and people across the country believe that the spirit of dynamism, proactiveness, innovation and creativity that constantly brings good results at the National Assembly will bring a fresher, more dynamic, more creative and closer to real life wind to the system of local elected bodies.
The impressive highlight of the past year was highly appreciated by the business community and domestic and foreign investors: Vietnam's legal system on investment and enterprises was basically issued synchronously, fully and promptly; and has been and is being implemented and put into practice. Economic experts commented: The 15th National Assembly decided on many breakthrough and unprecedented policies that will create a wide spread, help stabilize the investment environment, encourage and attract strategic investors, multinational corporations and support domestic enterprises in a number of areas that need investment encouragement. In particular, the National Assembly has just passed the Land Law, the Law on Credit Institutions (amended) and many important laws and resolutions, aiming to further improve the investment environment.
Voters and people across the country believe that the spirit of dynamism, initiative, innovation and creativity that constantly brings good results at the National Assembly will bring a fresher, more dynamic, more creative and closer to real life to the system of local elected agencies. With a spirit of strong innovation in thinking, high responsibility, working day and night, the National Assembly, each National Assembly deputy, agencies and local elected representatives will continue to act, contribute to the common cause, continue to improve the quality and effectiveness of legislative work as well as decide on major policies to meet the requirements of national development.
That is the result of a process of close coordination, careful and thorough preparation, "early, from afar" with great efforts and determination of the National Assembly, the National Assembly Standing Committee, the Government... agencies of the National Assembly, National Assembly deputies, relevant agencies and organizations. The valuable lesson of the past is that the National Assembly mobilized all resources with a truly open-minded, listening, democratic spirit, making the most of the intelligence and contributions of experts, scientists, the business community, and the people in its organization and activities.
