Teachers' salaries when implementing salary reform is an issue that many delegates questioned Minister of Home Affairs Pham Thi Thanh Tra and Minister of Education and Training Nguyen Kim Son.
Preschool teacher salary is only 5 - 6 million VND/month
Delegate Nguyen Thi Tuyet Nga (Quang Binh delegation) said that Resolution 29 of the Central Committee on fundamental and comprehensive innovation in education and training requires that teachers' salaries be given the highest priority in the administrative and career salary scale system. The delegate asked the Minister of Home Affairs to inform whether this policy will be specified in the salary reform from July 1, 2024 and specific solutions on salary policies for teachers.
Responding to the National Assembly, Minister of Home Affairs Pham Thi Thanh Tra said that currently, the total income of teachers, including salary according to professional title and salary allowances, has improved compared to other professions. However, Ms. Tra admitted that compared to the specific nature of teachers, it is still low.
Ms. Tra affirmed that in the coming time, when implementing salary reform, the Ministry of Home Affairs will base on Resolution 27 on salary reform, especially thoroughly implementing Resolution 29 of the Central Committee, according to which, teachers' salaries are prioritized in the highest salary scale and table in the administrative career system. "This is consistent," Ms. Tra emphasized. Regarding implementation, the Minister of Home Affairs said that he will coordinate with the Ministry of Education and Training to review salary regulations, especially new salaries and allowances on the expected highest preferential allowance for teachers to submit to competent authorities for consideration and decision.
Disagreeing, Deputy Huynh Thi Phuc (Ba Ria-Vung Tau delegation) reflected that the salary of preschool and primary school teachers is very low while they have to work from morning to late at night, very hard. "I hope the Government and the Minister of Home Affairs will pay attention to soon having specific policies for preschool teachers to attract this force for education," the Deputy stated.
In addition, the Minister of Home Affairs said that the salary policy for preschool teachers, including preferential allowances for the profession, has recently received attention from the Party and the State. The salaries of teachers in general and preschool teachers in particular are more concerned than other civil servants. However, Ms. Tra admitted that the overall salary of teachers is still low despite the special nature of the job. "According to our calculations, the salary of preschool teachers is only 5 - 6 million VND/month," Ms. Tra said.
Recalling the salary reform project, the Minister of Home Affairs said that the salary regime will be reformed based on job positions and professional titles of civil servants according to Resolution 27 on salary reform. Accordingly, the basic salary in the salary table is the same, however, depending on the specific nature of the profession, there will be preferential allowances for professions such as health and education. Ms. Tra reaffirmed that in the spirit of Resolution 29, teachers' salaries will be guaranteed to be higher in the administrative and career salary system. The Ministry of Home Affairs and the Ministry of Education and Training will coordinate to develop the salary table for teachers in general and preschool teachers in particular, and at the same time seek public opinions.
Slow job placement, not guaranteed quality
Regarding salary reform, many deputies questioned the establishment of job positions in the entire political system as a condition for salary policy reform, but it has not been completed yet. Minister of Home Affairs Pham Thi Thanh Tra said that the list of job positions for the entire political system has been completed. Of which, administrative agencies have 686 positions, public service units have 615 positions and commune-level civil servants have 17 positions. Especially the list of 232 leadership positions in the system from the Central to the commune level.
However, the Minister of Home Affairs admitted that the development of the job position project has been underway since 2016 but so far it has not been completed, complete, or fundamental. Particularly in the administrative sector, Ms. Tra said that only 13/15 ministries have completed job positions. Ms. Tra also hopes that ministries and branches will soon complete the job position project of the state administrative system as soon as possible to implement the salary reform roadmap that the National Assembly decided at this session.
Debate with the Minister of Home Affairs, Deputy Dong Ngoc Ba (Binh Dinh delegation) said that the important issue is not the completion of job positions but the quality of the established job positions. He reflected the assessment of experts that the current job position system does not ensure quality. This leads to the fact that when streamlining the payroll, it does not ensure the improvement of the quality of the apparatus.
Responding to the delegate, the Minister of Home Affairs admitted that up to now, the construction of job positions has not met the quality as the delegate stated. "In the future, we will continue to review, improve and continue to improve the quality of job positions, meet the requirements of payroll management, implement salary reform and meet the requirements of restructuring the team of cadres, civil servants and public employees", Ms. Tra emphasized.
