Right in the middle of the road to the Dien Chau District Martyrs' Cemetery, there is a newly built structure, blocking most of the way, but the local authorities have yet to find a way to completely handle it.

In early December 2024, at the Dien Chau District Martyrs' Cemetery (Nghe An Province), Giao Thong Newspaper reporters noted that the cemetery was built spaciously and cleanly. The road connecting National Highway 7A to the cemetery, about 500m long, has been mostly paved with asphalt concrete and planted with trees on both sides.

However, in the middle of the road (the section where the concrete road has not been constructed) there is a newly built structure, blocking most of the entrance to the cemetery. Inside the three brick walls about 2m high, there are also a lot of rocks and a container.
People living near the martyrs cemetery said that this project was built by two households in Dien Thanh commune in mid-November 2024. As soon as it was built, many people protested because the location had been planned by the government to be a road to the cemetery.
The authorities of Dien Thanh commune, Dien Chau district were also present and made a record to suspend the construction, but these two households refused to hand over the site.
Residents added that before being encroached upon for construction, this location was an empty lot where truck drivers stopped to eat and rest.
A leader of Dien Phuc commune confirmed that the road leading to the district martyrs cemetery in Dien Thanh commune has not been constructed due to lack of compensation and site clearance. The location is currently blocked by two constructions belonging to two households in Dien Chau town who have not agreed to hand over the site.
"The martyrs' cemetery is a solemn place, leaving it dirty for a long time will be very offensive, I hope that households will join and share with the local government," said the leader of Dien Phuc commune.
14 years not resolved
Through investigation, the two plots of land mentioned above belong to the households of Mr. Ngo Xuan Huy and Ms. Hoang Thi Loan (both residing in Dien Chau town, Dien Chau district). Each plot of land has an area of 165m2 (including 105m2 of residential land, 60m2 of garden land), located next to National Highway 7A and adjacent to the entrance to the district martyrs cemetery.

In 2011, the People's Committee of Dien Chau district issued a decision to reclaim land for the project of building a martyrs' temple in the district, including expanding and building an entrance road with a road width of 22.5m.
However, this content was not notified to the two households whose land was recovered, namely Ms. Loan and Mr. Huy. After the two households petitioned, on November 13, 2019, the People's Committee of Dien Chau district issued a decision to cancel the content of recovering the two plots of land above.
Up to now, the two plots of land have not been decided to be recovered by the competent authority (because the previous land recovery decisions have been canceled). However, when Mr. Huy and Ms. Loan were preparing to build the project, Dien Thanh commune suspended it on the grounds that it was within the planning scope of the road to the Dien Chau District Martyrs Cemetery.
After many years of no resolution, on November 14, Mr. Huy and Ms. Loan's household proceeded to build on the two plots of land mentioned above and was suspended by the People's Committee of Dien Thanh commune on the grounds that they were against the planning, requiring the current status to be maintained pending compensation and site clearance procedures.
After that, Mr. Huy's family agreed, received compensation and handed over the land to the local government. However, Ms. Loan did not agree and kept the fence surrounding her land.
Ms. Loan said that although her family had repeatedly petitioned the competent authorities and the People's Committee of Nghe An province had given instructions, after 14 years, Dien Chau district still had not resolved the issue. Therefore, her family recently built a surrounding wall.
The government is in a dilemma.
According to Ms. Loan, up to now, Dien Chau district has only officially worked with the family four times. Of these, two times worked with the lawyer's representative but could not reach a conclusion, one time worked with the family and had a conclusion, and one time met with the people. The remaining times, the district called to discuss and inform.

"Recently, in early December 2024, the district also called the family to discuss. However, we did not agree with this way of working and asked whether we should do formal work or respond in writing. Our land has two frontages and is located in the center of the district, so it is very profitable. The family's wish is to be compensated with a plot of land or money of equivalent value," said Ms. Loan.
A leader of Dien Thanh commune said that Ms. Loan's family's demands were too high, while the state had specific regulations on compensation. The land planned for the road to the district's martyr cemetery and the adjacent urban area were also compensated and cleared by the district People's Committee, not handed over to the enterprise to clear the land themselves. The local government must comply with the provisions of the law.
Responding to the press, Mr. Le Manh Hien, Vice Chairman of Dien Chau District People's Committee, said that for Ms. Hoang Thi Loan's household, the district will continue to propagate, mobilize, and implement procedures for land recovery, compensation and site clearance to build a road to the district's martyrs' temple.
