Ms. Pham Thi Thanh Thuy: After more than 6 months of preparation and organization, the organization of the Fatherland Front congresses at commune and district levels in the whole province has been completed, in accordance with the motto of solidarity, democracy, innovation and development. It can be seen that the congresses have promoted the sense of responsibility and intelligence of the delegates. Documents and materials were prepared seriously, with quality, and widely collected opinions; all built the title of the political report and the motto of action of the congress; correctly assessed the situation of the local people; the results of implementing the action program closely followed the Congress Resolution for the term 2019-2024. The direction, goals, tasks and program of coordinated action for the term 2024-2029 have specific solutions, suitable for the requirements of the Front's tasks in the new term.
The congress personnel work has been paid attention to by Party committees at all levels, implemented in accordance with the process, ensuring the principles of the Party, the State, and the Charter of the Vietnam Fatherland Front; ensuring sufficient quantity, standards, and quality, in which the proportion of women and non-party members is higher than the previous term; the re-election rate is guaranteed compared to the beginning of the term; the new Provincial Fatherland Front Committee ensures inheritance and development; the number of new Provincial Fatherland Front Committees is guaranteed. The units have done a good job of propaganda before, during, and after the congress, creating a vibrant competitive atmosphere among the people.
It is expected that Thanh Hoa province will hold the 15th Provincial Congress of the Vietnam Fatherland Front for the 2024-2029 term in mid-July 2024. So how has the preparation work been carried out so far, Madam?
- Up to now, the Provincial Fatherland Front Committee has established the Congress Organizing Committee; Content Subcommittee; Personnel Subcommittee; Propaganda Subcommittee; Logistics and Congress Service Subcommittee. The organization of collecting comments on draft documents has been carried out by the Provincial Fatherland Front in many diverse and rich forms, ensuring democracy, with the wide participation of member organizations, current Front officials, Front officials in different periods, scientists, leaders and managers.
Regarding the work of preparing personnel for the Provincial Fatherland Front Committee, we have developed a Personnel Project for the Provincial Fatherland Front Committee for the 2024-2029 term. Personnel participating in the Provincial Fatherland Front Committee must be based on the position and role of the Vietnam Fatherland Front, on the practical activities of the Provincial Fatherland Front in the past term and on the requirements of the Front's tasks in the new situation; ensuring inheritance, development, improving the quality and effectiveness of the Provincial Fatherland Front Committee's activities, ensuring quantity and reasonable structure, and attaching importance to practicality, typicality and representativeness. The new point in the XV term's personnel work is to expand the composition of typical individuals, rejuvenate and strengthen the team representing ethnic groups, religions and experts; Ensure that the number of non-Party members participating in the Provincial Fatherland Front Committee, term XV, reaches 25-30%... so that the Front is truly a large political alliance and voluntary union, representing the great national unity bloc in the province.
It is known that the personnel work in the next term of the Thanh Hoa Provincial Fatherland Front Congress will receive special attention to meet the requirements and tasks of the Front's work in the current period. Could you tell us a little about this issue?
- Identifying cadres as the decisive factor for the effectiveness and quality of the Front's work, the Standing Committee of the Thanh Hoa Provincial Fatherland Front Committee has focused on building a truly innovative personnel project for the Provincial Fatherland Front Committee for the 2024-2029 term, ensuring a reasonable number and structure, and being a typical image, representing the great solidarity of the people in the locality.
Therefore, the effectiveness of the current Provincial Fatherland Front Committee has been reviewed and evaluated to build a truly high-quality personnel plan for the new term. In particular, it is necessary to build a team of specialized cadres of the Fatherland Front at all levels with good political qualities and ethics; leadership capacity, prestige, enthusiasm, responsibility and working experience. Priority is given to introducing to the new Fatherland Front Committee outstanding individuals, experts, prestigious and experienced people in various fields, social components, ethnic groups, religions; especially those with knowledge and skills in monitoring and social criticism...
Currently, the Provincial Fatherland Front Committee has consulted with organizations, agencies, units and typical individuals expected to participate in the Provincial Fatherland Front Committee, term XV, 2024-2029, to prepare to present at the congress the new term's truly typical personnel, representing the great national unity bloc in the province.
One of the most important issues that delegates and people in the province are most concerned about at present is the content of the political report to be presented at the congress. So, up to now, how has the draft congress document been prepared by the Thanh Hoa Provincial Fatherland Front Committee, Madam?
- In the draft political report presented at this congress, the Standing Committee of the Provincial Fatherland Front Committee paid special attention to building and affirming the core political role of the Fatherland Front in firmly consolidating the great national unity bloc, emphasizing listening to the thoughts and aspirations of the people; conducting supervision and criticism to protect the legitimate rights and interests of the people.
The draft documents of the 14th Provincial Fatherland Front Committee submitted to the 15th Congress of the Thanh Hoa Provincial Fatherland Front for the 2024-2029 term were discussed and commented on many times by the Standing Committee of the Provincial Fatherland Front Committee. The Standing Committee of the Provincial Fatherland Front Committee sent a draft political report to solicit comments from members of the Committee, Advisory Council, cadres, leaders of the Fatherland Front through the periods, and specialized cadres of the Fatherland Front from district to provincial levels; collected comments at the district-level Fatherland Front Congress; organized 6 conferences to contribute comments to the draft political report; then fully synthesized the comments, submitted to the Standing Committee for comments on issues that need to be absorbed, supplemented, edited and approved the draft documents before reporting to the Provincial Party Committee Standing Committee according to regulations.
In building the political report, focus on building the Action Program of the Vietnam Fatherland Front for the new term in a specific and practical manner, linked to the socio-economic development goals of the locality...
