Up to this point, most of the targets in the Resolution of the 15th Provincial Party Congress, term 2020-2025 have been achieved and exceeded the set plan. This is an important basis for Quang Ninh to continue building a new development strategy with solid steps.
Position of key economic zone
Quang Ninh implements the Resolution of the 15th Provincial Party Congress in conjunction with the implementation of the Resolution of the 13th National Party Congress in the context of favorable conditions from the foundation of innovation and development of previous terms intertwined with many new difficulties and challenges that have emerged, are more complicated and severe than forecast, especially in the context of actively participating in the prevention and control of the Covid-19 pandemic, while having to seriously overcome shortcomings through inspection, examination and supervision.
In that context, the Provincial Party Committee and the Provincial Party Standing Committee have closely followed the leadership and direction of the Central Government to repel the Covid-19 pandemic, maintain a safe and flexible locality, and completely and effectively control the epidemic according to the motto "3 before, 4 on-site", from afar, from early, from the grassroots; both caring for and protecting people's health and lives, and maintaining political - economic - social stability. In particular, the province has strongly innovated the thinking of sustainable development, green and inclusive growth; actively transformed the development method from "brown" to "green"; proactively, creatively, and resolutely restructured the economy in accordance with the new context, especially in the fields of industry, services, public investment, and promoted economic restructuring in a positive, sustainable, and right direction.
In economic development, the province focuses on proposing many synchronous, drastic, feasible solutions, bringing about clear and comprehensive results in all fields to thoroughly grasp and effectively implement the viewpoint of "taking development based on internal resources as decisive, strategic, fundamental, long-term and external resources as important and breakthrough; taking growth model innovation, economic restructuring, green economic development, market demand, emerging industries and increasing labor productivity as orientations".
The province focuses on economic development associated with environmental protection, concentrating efforts on developing service industries, high-tech processing and manufacturing industries, smart industries, environmentally friendly and with high added value; effectively utilizing and promoting abundant natural resources to improve the quality and efficiency of the economy and people's lives, contributing to the formation of 6 typical values of Quang Ninh "Beautiful nature, unique culture, civilized society, transparent administration, developed economy, happy people".
With the directions and solutions implemented, up to now, 16/19 main targets of the Resolution of the 15th Provincial Party Congress have achieved and exceeded the set plan. The average growth rate of gross domestic product in the province in the period of 2021-2023 increased by 10.47%, higher than the average annual growth rate according to the resolution (in 2021, it increased by 10.12%; in 2022, it increased by 10.26%; in 2023, it increased by 11.03% and is expected to increase by over 10% by the end of 2024); the average gross domestic product per capita in the following year is higher than the previous year (in 2021, it reached 7,337 USD; in 2022, it reached 8,291 USD; in 2023, it reached 9,615 USD); Economic structure develops in the right direction, by the end of 2023, the agriculture - forestry - fishery sector will reach 4.7%, the industry - construction sector will reach 51.9%, the service and product tax sector will reach 43.4%.
Along with that, total social investment capital in the 2021-2023 period increased by an average of over 10%/year; the average social labor productivity growth rate was 14.2%/year; State budget revenue in the 2021-2023 period reached 163,118 billion VND, equal to 114% of the central budget estimate, equal to 104% of the provincial budget estimate, reaching 55% compared to the 5-year financial plan 2021-2025, an average increase of 5%/year.
In the 2021-2023 period, the province will maintain its leading position in the country in terms of the Provincial Competitiveness Index (PCI), the Public Administration Reform Index (Par Index), the Satisfaction Index of People and Organizations with the Services of State Administrative Agencies (SIPAS) and the Public Administration Performance Index (PAPI). 98/98 communes have met the new rural standards, 2 years ahead of the target set by the Provincial Party Congress Resolution; 13/13 district-level localities have met the new rural standards, 1 year ahead of the target set by the resolution.
With the results achieved up to now, Quang Ninh has been in the group of 5 provinces and centrally-run cities with the best economic management quality in the country for 11 consecutive years (2013-2022), rising and becoming one of the leading provinces in the innovation and creativity of the Northern Delta, a growth pole of the Northern region.
Clear goals for the new phase
The achievements in implementing the Resolution of the 15th Provincial Party Congress up to now have created a solid foundation for the province to build a new development strategy for the 2025-2030 term. Currently, implementing the direction of the Provincial Party Committee, the Editorial Team of the 16th Provincial Party Congress Documents, term 2025-2030 is promoting the intelligence of each member, researching, compiling, and completing the detailed draft of the political report, submitting it for comments to the Provincial Party Executive Committee and the Provincial Party Standing Committee.
One of the important contents mentioned by the Editorial Board is to determine the viewpoint and orientation for the development of Quang Ninh until 2030, with a vision for development until 2045. Accordingly, the development orientation of Quang Ninh in the new term closely follows the spirit of Decision No. 80-QD/TTg (dated February 11, 2023) of the Prime Minister on approving the Planning of Quang Ninh province for the period 2021-2030, with a vision to 2050; orientation at the 10th Conference of the 13th Party Central Committee; the recent direction and orientation of General Secretary To Lam, especially the spirit of "locality decides, locality does, locality takes responsibility" to continue to maintain an annual economic growth rate of over double digits.
To achieve this development goal, all levels and sectors of the province need to promptly assess, recognize and summarize thematic resolutions and key programs implementing the resolution of the 15th Provincial Party Congress, as a basis for building and orienting the province in a suitable direction, promoting the potential, strengths and efficiency of resources; at the same time, identify breakthroughs, a number of key projects and programs to be implemented in the coming term.
In the past term, Quang Ninh has successfully implemented the strategic breakthroughs set out in the Resolution of the 15th Provincial Party Congress. This needs to continue to be promoted in the coming term, with the following breakthroughs that need to be noted for implementation, such as: Focusing on improving the quality of cadres at all levels, especially key cadres at all levels; focusing on attracting and promoting talents; encouraging, protecting and honoring those who dare to think, dare to do, dare to break through, develop and dare to take responsibility for the benefit of the people and the country; continuing to perfect the synchronous and modern socio-economic infrastructure; developing the marine economy and digital economy; developing a culture rich in Quang Ninh identity, associated with building and developing the cultural industry.
Along with the identified breakthroughs, all levels, sectors and the Document Editorial Team also need to outline key priority tasks for implementation. In particular, it is important to pay attention to building and rectifying the Party and a clean and strong political system; improving the leadership capacity and fighting strength of Party committees, Party organizations and cadres and Party members; building an honest, serving government that is truly “of the people, by the people, for the people”, operating effectively and efficiently; building a contingent of civil servants and public employees with sufficient qualities, capacity and prestige to meet the requirements of tasks in the new situation; promoting the implementation of three strategic breakthroughs, developing the economy - society rapidly and sustainably, strongly innovating the growth model, restructuring the economy, transforming the development method from “brown” to “green”; closely combining industrial development with services and agriculture in a modern, smart, environmentally friendly direction, adapting to climate change; Closely combine rapid and sustainable economic development with cultural and human development, building a culture rich in Quang Ninh identity; firmly ensure national defense - security, order and social safety.
Comrade Vu Dai Thang, Member of the Party Central Committee, Secretary of the Provincial Party Committee, in a working session with the Editorial Board of the 16th Provincial Party Congress Documents, said: In the coming term, Quang Ninh must closely follow the orientation of the Provincial Planning for the period 2021-2030, with a vision to 2050, to research and find a breakthrough direction according to the specific characteristics of the locality in implementation, ensuring compliance with the trend of digital transformation, green transformation and major orientations that have been identified. In particular, attention should be paid to developing and improving the quality of the seaport system, completing the system of domestic and international railway lines, and high-tech industrial parks.
From the results achieved in the process of innovation with the country and the projects being built, Quang Ninh is aiming to become a typical, rich, civilized, modern, happy city directly under the Central Government of the whole country, practically celebrating the 100th anniversary of the founding of the Party, creating a solid foundation by 2045, becoming one of the locomotives promoting the national economy.
