Currently, in Quang Ngai province, many public investment projects are being implemented but are behind schedule and unfinished for many years. A typical example is the Hai Ba Trung - Ngo Sy Lien road project, one of two components of the Chu Van An extended road project, invested by the People's Committee of Quang Ngai City, implemented since 2016, and scheduled to be completed in 2020. Of the total length of 876 m of the entire project, the Hai Ba Trung - Ngo Sy Lien section is 376.2 m long and the residential area has an area of 6.28 ha, with a total investment of more than 220 billion VND.
However, for nearly 8 years, the Hai Ba Trung - Ngo Sy Lien section has been in a state of unfinished construction, dusty in the sun and muddy in the rain, becoming a nightmare for traffic participants and people living along both sides of the road.
There are also other projects that are behind schedule, such as the main traffic route connecting the northern and southern centers of Van Tuong urban area on Truong Chinh Street; Tri Binh - Dung Quat Street, the residential area serving resettlement of area 2 of Tra River embankment... These prolonged projects cause frustration among the people.
Living in the Tra Treo River embankment project area 2 for nearly 30 years, Ms. Phung Thi Ly (residential group 6, Le Hong Phong ward) said that her house has deteriorated, the walls are cracked, and it leaks when it rains, but she cannot build or repair it because of the planning.
“The planning is suspended so we cannot get a red book. When we need money, we cannot borrow it. When we need medical treatment, we cannot borrow five or ten million. We cannot repair damaged houses. People's lives are very difficult.” - Ms. Ly was upset.
Chairman of Quang Ngai City People's Committee Tra Thanh Danh explained that the main cause of the above situation, in addition to problems with mechanisms such as unsynchronized legal regulations and policies, problems with compensation and site clearance, the process of a new project being very long and having too many procedures, is also the subjective factor of the people implementing the project.
"The capacity of some investors, project management boards, and contractors has not met requirements; some units are slow to implement related procedures due to the fear of making mistakes; investment preparation work of some projects has not ensured quality, thus affecting progress," said Mr. Danh.
According to the Chairman of the People's Committee of Quang Ngai City, the major remaining problem is that the specific compensation value for 1m2 of agricultural land and the resettlement land allocation are not at the same time. Resolving these issues will help speed up the progress of the projects.
Chairman of Quang Ngai Provincial People's Committee Dang Van Minh also explained that the delay in projects is due to historical reasons, mainly because compensation and site clearance have not been separated from the construction investment project. This is the biggest problem, the most difficult to solve and the slowest progress in construction. In addition, land management is also lax and not strict, so confirming the origin of land and the year of house construction is very difficult; the capacity of investors is still limited, weak and irresponsible.
“All old projects, which have existed for many years, are being focused on. However, the big problem is that because of the long period of time, legal policies have changed. Resolving difficulties while ensuring regulations and ensuring people’s wishes is a big difficulty and challenge in resolving slow-progressing projects. There are projects that can be resolved, but there are also projects that cannot,” said Mr. Minh.
Mr. Dang Van Minh affirmed that in the period of 2021-2026, Quang Ngai will not have any public investment projects behind schedule. Regarding the responsibility for the delay of projects, Mr. Dang Van Minh accepts responsibility and will focus on directing the resolution in the coming time.
