According to Mr. Ly Van Toan - Vice Chairman of Lien Hiep Commune People's Committee, implementing the direction of Duc Trong District People's Committee, the Party Committee and People's Committee of the commune have issued many important documents, demonstrating high political determination in developing health insurance participants. Notably, Resolution No. 28-NQ/DU of the Commune Party Committee on strengthening the Party's leadership over health insurance and social insurance and Plan No. 33/KH-UBND of the Commune People's Committee on implementing the development of health insurance participants in 2024. To ensure effectiveness, Lien Hiep Commune People's Committee has completed the Steering Committee for universal health insurance; developed a plan for "Week of launching participation in health insurance and social insurance" in the commune in 2024; assigned specific tasks to each member, assigned responsibility for each village and assigned health insurance targets, especially focusing on exploiting household health insurance.
With 7 villages, including ethnic minority village Gan Reo, Lien Hiep commune has 13,383 people. To mobilize people to participate in health insurance, the commune has implemented many synchronous solutions, such as: extensive propaganda, including health insurance targets in the Party cell resolution, ensuring 100% of Party members and their families participate; weekly propaganda on the commune loudspeaker about the rights and obligations to participate in health insurance.
On the other hand, in coordination with the district Social Insurance and the district Post Office, 6 propaganda conferences were organized, attracting more than 500 participants. Along with that, mobilize union members, association members and all classes of people to participate in health insurance; integrate this content into the Movement to Build Model Residential Areas; review members' families in difficult circumstances to propose purchasing health insurance according to the average living standard; mobilize credit loan groups of the union and association; build a model to mobilize businesses and philanthropists to purchase health insurance for households in difficulty; direct 4 collection agents and village chiefs to focus on exploiting new subjects, continue; organize monthly campaigns to propagate and collect health insurance; organize health insurance policy dialogue sessions at residential areas, especially ethnic minority households and households with average living standards. Ms. Nguyen Nhu Mai, residing in An Hiep village, Lien Hiep commune, said: “My family has 4 people, 2 children are going to school so we buy health insurance at school; my husband and I have also bought health insurance for 2 years now. Although since buying health insurance, my husband and I have not had to use it because we have not been sick, but the card is like a reserve fund, we feel secure, because if we need to go to the doctor, we do not have to worry much about hospital fees anymore.”
In addition, review and make a list of households that have participated in health insurance to continue to mobilize households that have not participated; collect money and issue cards promptly and in accordance with regulations; report monthly collection progress to the Commune People's Committee...
Thanks to the above efforts, the rate of people participating in health insurance in Lien Hiep commune has continuously increased over the years: In 2021: 90.47% (district assigned 90%); in 2022: 92.62% (district assigned 92%); in 2023: 95.02% (district assigned 95%) and in 2024: 95.04% (district assigned 95%).
To continue to maintain and increase the health insurance coverage rate, Lien Hiep commune has identified a number of key solutions such as: Strengthening information, propaganda and mobilizing people about the meaning and importance of health insurance; enhancing the responsibility of Party committees and authorities at all levels in leading, directing and organizing the implementation of health insurance policies; widely mobilizing target groups, organizations, schools, party cells, party members and people. At the same time, regularly organizing customer conferences to deploy solutions, at the same time, contributing to increasing the rate of participation in health insurance and providing good health care for all classes of people...
