Associate Professor, Dr. Huynh Van Chuong, Director of the Department of Quality Management (Ministry of Education and Training) said that the Ministry will synthesize and analyze to propose a reasonable plan to report to the Government Standing Committee before officially announcing it, expected in the fourth quarter of this year.

Mr. Le My Phong, Deputy Director of the Department of Quality Management, added that the 2025 high school graduation exam will be completed for announcement and step by step preparation for implementing the exam organization plan to ensure that the exam results reflect honestly, objectively, and correctly the level and capacity of students, have reliability and differentiation to consider recognizing high school graduation for candidates and provide information to assess the quality of education, adjust the teaching and learning process to improve the quality of teaching and learning in general schools.

At the same time, the Ministry of Education and Training will also strengthen the direction of innovation in teaching methods, innovation in regular and periodic testing and assessment in general schools in the direction of capacity assessment, ensuring consistency and contributing to improving the quality and effectiveness of exam organization.

Increase pressure slowly

According to Prof. Dr. Nguyen Tien Thao, Director of the Examination Center of Hanoi National University, it is necessary to recognize that the 2018 General Education Program will begin to be implemented at the high school level from the 2022-2023 school year and in 2025 the first batch of high school students will graduate.

Regarding the draft plan for the high school graduation exam from 2025 of the Ministry of Education and Training, Mr. Thao expressed his support for the plan to take 4 compulsory subjects and 2 optional subjects out of 4 subjects that candidates choose to study in high school. Accordingly, it is consistent with the output standards statement of the 2018 General Education Program, and is basically stable compared to the current exam plan. Students and parents both want to stabilize the way of testing and evaluating learners.

According to Nguyen Quoc Binh, Principal of Luong The Vinh High School (Hanoi), 2025 is the first exam under the new general education program, so the exam structure and assessment scale (recognition, understanding, application and high application) must be at a moderate level.

By 2028, when the first batch of students study the new program from junior high school, the level should gradually increase with the comprehension, application and high-level application sections.

By 2030, when students access the new curriculum from primary school, we will continue to raise this assessment scale.

Universities need to soon orient their enrollment from 2025

One of the key tasks of universities and academies in the 2023-2024 school year is to soon orient university admissions from 2025, when there are candidates graduating from the 2018 General Education Program.

The Ministry noted that training institutions should perfect their admission methods and strictly follow current admission regulations to avoid making admission methods complicated and troublesome for candidates.

Training institutions also need to increase the application of information technology and digital transformation in management systems, in teaching and learning, and in testing and evaluation.

At this time, most universities across the country have basically completed the first round of enrollment in 2023 and are organizing admission for candidates, preparing to open the new school year 2023-2024.
