Reporting on the results of new rural construction in Kim Son district, comrade Tran Xuan Truong, Chairman of Kim Son District People's Committee said: When implementing the National Target Program on new rural construction in the 2010-2020 period, Kim Son district encountered many difficulties, many criteria had a low starting point.
In 2010, the average income per capita/year was only 11.1 million VND, the poverty rate was up to 16.46%, the average number of new rural criteria in the whole district only reached 4 criteria/commune, the economic and social infrastructure was not synchronous; agricultural production development, restructuring of crops and livestock were still limited; industry, services and occupations developed slowly, culture and society did not receive proper investment...
After more than 10 years of implementing the National Target Program on New Rural Construction, with the support of the Central Government and the province, promoting the tradition of the heroic district, the Party Committee, government and people in the district have "joined hands and hearts", determined to overcome difficulties, and gradually completed the criteria for new rural construction.
By 2022, the district will have 23/23 communes recognized as meeting new rural standards for the 2021-2025 period, 5 communes recognized as meeting advanced new rural standards, 1 commune recognized as meeting model new rural standards... The district has completed the criteria for new rural districts according to the regulations of the National Criteria for the 2021-2025 period.
Recognizing and appreciating the efforts and determination to overcome difficulties of the entire political system and people of Kim Son district in the new rural construction movement, on August 18, 2023, the Prime Minister decided to recognize Kim Son district as meeting new rural standards in 2022.

Speaking at the ceremony, comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee emphasized: Looking back at the journey of building a new rural area of Kim Son district and the whole Ninh Binh province, Kim Son is the most difficult district. However, with the spirit of solidarity, proactiveness, creativity, determination, efforts, aspirations of the people of the open land, promoting the strength of the great national unity bloc, religious unity, exploiting potentials, strengths, mobilizing comprehensive resources, Kim Son district has completed the task of building a new rural district 2 years ahead of schedule; is one of the first districts in the country to be recognized as a new rural district according to the criteria of the 2021-2025 period with higher requirements and quality.
The results of building new rural areas in Kim Son district have demonstrated that when we are determined, make efforts and have a high sense of responsibility, no matter how difficult the task is, we will complete it; this is a substantial, solid result with high spreading power, making an important contribution to the movement of building new rural areas and the overall development of Ninh Binh province.
On behalf of the Provincial Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of the province, the Chairman of the Provincial People's Committee acknowledged, warmly congratulated, and commended the very proud achievements of the Party Committee, government, and people of Kim Son district over the past period.
To maintain and develop the achieved criteria, strive for greater achievements, develop Kim Son region into an economic corridor, a new growth engine, and contribute significantly to the implementation of the province's general development goals, the Chairman of the Provincial People's Committee requested that Party committees and authorities from district to grassroots levels continue to closely follow the policies, viewpoints, and development orientations of the country and the province; develop specific and appropriate action programs and plans and implement them with a spirit of high determination and steadfastness.
By 2025, Kim Son strives to have at least 50% of communes recognized as advanced rural communes, model new rural communes and towards the criteria of advanced new rural districts.
He emphasized: It is necessary to pay attention to developing coastal areas with great potential but not yet awakened into new important driving forces, spaces and growth poles, contributing to promoting the socio-economic development of the province.
Continue to attach importance to the comprehensive development of cultural and social fields, especially education and training. Pay attention to preserving and enhancing the special values of hydrology, planning and environment of the river system that was formed when Doanh Dien Su Nguyen Cong Tru reclaimed this land.
Along with that, we focus on strengthening planning, state management, and promoting land resources. Further improving the work of ensuring political security, social order and safety, and protecting sovereignty over seas and islands.
Continue to do well the work of building and rectifying the Party and the political system to be clean and strong. Continue to build the apparatus, organization, and staff; improve the leadership capacity of Party committees, the effectiveness and efficiency of management and administration of governments at all levels.
On this occasion, 10 collectives and 10 individuals of Kim Son district with outstanding achievements in implementing the National Target Program on New Rural Construction received Certificates of Merit from the Chairman of the Provincial People's Committee.
