Along with that, there should be a specific plan to invest in infrastructure, staff, civil servants, and public service systems to ensure better service for people; pay attention to solving the regime for cadres and civil servants who retire early or quit their jobs due to redundancy after the rearrangement so that they can find another suitable job, ensuring family life...

According to the policy of the Central Government and the plan of the city, after the restructuring of the apparatus, Bach Long Vi district will become a special zone. Voter Nguyen Van Hau (Bach Long Vi district) proposed that the Central Government and the city consider building a Bach Long Vi special zone apparatus to ensure conditions for good implementation of national defense - security tasks and socio-economic development to maintain national border sovereignty at sea, commensurate with the strategic position of the island in the Gulf of Tonkin. Arrange a stable apparatus, sufficient in number, strong enough, suitable to handle and resolve situations and incidents on the island, at sea, especially natural disasters and storms. Minimize the impact of restructuring the apparatus and streamlining the payroll on the staff, civil servants and public employees, which are already very few and limited as at present...

Turn challenges into opportunities

Informing voters about some outstanding results on the city's socio-economic, defense-security and foreign affairs situation in the first quarter of 2025, Secretary of the City Party Committee, Head of the City's National Assembly Delegation Le Tien Chau emphasized: In the first 3 months of the year, the city has completed phase 1 of the revolution on streamlining the organizational apparatus with very encouraging results. (Reducing 15-20% of focal points, some agencies and units reduced more than 50% of focal points, the public opinion among cadres, party members and people agreed and supported highly). The city's GRDP in the first quarter increased by 11.07% over the same period, nearly 1.6 times higher than the country's GDP, ranking 6th in the country and 2nd in the Red River Delta. In particular, for the first time, Hai Phong city topped the rankings of the Administrative Reform Index (PAR Index) and the People's Satisfaction Index with State Administrative Services (SIPAS) in 2024...

Based on these very encouraging results, in order to focus on leading, directing and organizing the successful implementation of the tasks in 2025, the Secretary of the City Party Committee, Head of the City National Assembly Delegation, said that the City Party Committee has set out a number of key tasks. In particular, focusing on leading and directing the implementation of the Central Government's direction on arranging and streamlining the organization of the city's political system in conjunction with restructuring the staff in accordance with regulations, ensuring progress and quality (submitting to the Central Government the Project on arranging commune-level administrative units (reducing 60-70% of commune-level administrative units); Project on merging Hai Duong province and Hai Phong city before April 30, 2025. The City will organize to widely collect opinions from the People on the above contents.

The city is also actively coordinating with Hai Duong province to develop Party Congress documents; develop plans to ensure facilities and working conditions for agencies, units, cadres and civil servants after the arrangement of provincial and communal administrative units; synthesize and compile statistics on specific mechanisms applied to sectors and fields approved by the People's Councils of each province and city to proactively propose post-merger handling plans, in accordance with the Central's instructions, with the spirit that whichever policy is superior and more beneficial to people and businesses will continue to be maintained so that people of the two localities can benefit from the results of the merger.

Along with that, the city is determined to complete the dual task of both reorganizing administrative units at all levels and building a 2-level local government model, while ensuring the economic growth target of 12.5% ​​in 2025, aiming for a growth target of 15-16% in the 2026-2030 period. According to the head of the City Party Committee, this is a challenging goal, requiring the decisive participation of the entire political system from the city to the grassroots; even more challenging in the context that the Central Government is urgently implementing the policy of reorganizing administrative units at all levels and building a 2-level local government model.

Mergers are not just a simple addition of administrative boundaries. They are an opportunity to comprehensively restructure an apparatus, reform management thinking, and open up a breakthrough development model for the dynamic northern region. When people and businesses are placed at the center, reform is no longer an administrative order - but a choice for a common future. And when trust is cultivated from the grassroots, every challenge can be turned into an opportunity.

In the coming time, Hai Phong city will focus on submitting for approval the Dossier for drafting a Resolution to replace Resolution No. 35/2021/QH15, dated November 13, 2021 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Hai Phong city (expected to be submitted to the National Assembly for approval at the end of June 2025) . Complete the Project to establish a new generation Free Trade Zone to submit to competent authorities for approval immediately after the National Assembly issues a new resolution. At the same time, speed up the progress to submit to the Prime Minister for approval of the Tasks and Master Plan of the Southern Coastal Economic Zone of Hai Phong until 2045. Strive to start construction of a number of key projects in the Southern Coastal Economic Zone of Hai Phong in 2025.
