Exposing the tricks of a group specializing in 'hot racing' motorbikes

Having had 4 previous convictions for theft and not long after being released from prison, Tran Van Phuoc (33 years old, from Nghe An province) re-offended. Not only that, Phuoc also invited his accomplices to carry out a series of "hot races" of expensive motorbikes.

In just a short period of time, Tran Van Phuoc’s group committed more than a dozen motorbike thefts in many localities in Bien Hoa City and neighboring areas, then brought them to Binh Duong province to sell. The total value of the stolen assets was up to hundreds of millions of dong.

* Motorcycle "hot racing" incidents occur continuously

Recently, Bien Hoa City Police and police of some wards and communes in Bien Hoa City have received reports from some residents about the theft of motorbikes while they were parked at places such as shops, restaurants, grocery stores, hair salons, etc. Most of the stolen property is expensive motorbikes such as Honda SH, Honda Vario, Honda Sonic, etc. worth tens of millions of VND each.

Given the nature of the incident, the Bien Hoa City Police Department has established a special project and directed the Criminal Police Team to coordinate with local police to investigate and arrest the related subjects.

In this case, the police seized 4 motorbikes belonging to the suspects and the stolen property. In addition, the police also seized 1 pepper spray, 1 knife and 1 phone from Phuoc.

During the investigation, the reconnaissance force determined that there were usually 2-3 subjects involved in property theft cases, who often used large-displacement motorbikes to commit the crime. In addition to the subjects directly involved in stealing the motorbikes, this group also arranged for subjects to go around the perimeter to monitor, keep watch and act as a barrier when being chased.

* Arrest the leader of the theft group

After a period of stalking and monitoring, using professional measures, on the afternoon of July 12, after receiving a report from Mr. NXQ (residing in Bien Hoa City) about the theft of a Honda Vario motorbike while parked in front of a hair salon in KP.1, An Hoa Ward (Bien Hoa City), the reconnaissance force quickly began the investigation. At around 4:00 p.m. the same day, the reconnaissance force discovered and arrested Tran Van Phuoc while he was bringing the above motorbike to Road No. 6, Bien Hoa 2 Industrial Park, handing it over to Nguyen Thi Bich Phuong (28 years old, from Can Tho City) to sell.

At the police station, Phuoc confessed that the motorbike was stolen from Mr. Q by Phuoc and two other people, H. and T. (unknown background). Also on July 8, Phuoc, H. and T. successfully carried out two other motorbike "hot races" of people in Bien Hoa City.

Specifically, at 7:00 a.m. on July 8, the subjects took the motorbike with license plate 60F3-794.04 of Ms. HTN (living in Bien Hoa City) when it was parked in front of a spa in An Hoa Ward, then brought it to Bien Hoa 2 Industrial Park and sold it to a man of unknown origin for 6 million VND and then divided it among themselves to spend.

At around 7:40 p.m. on July 8, the suspects continued to steal a Honda Vario motorbike with license plate 60F3-797.17 from Ms. D.NV (residing in Bien Hoa City) while she was parking in front of a pharmacy in KP.4, Long Binh Ward.

In addition, on June 20 alone, Tran Van Phuoc’s group successfully carried out 3 motorbike thefts from people in Thong Nhat and Hoa Binh wards (Bien Hoa City). All 3 motorbikes were brought to An Binh ward to be handed over to another person to continue selling.

The Investigation Police Agency of Bien Hoa City Police has issued a decision to prosecute and temporarily detain Tran Van Phuoc to investigate the act of property theft. The police agency has also prosecuted but released Nguyen Thi Hong Phuong on bail to investigate the act of consuming property obtained by others through crime; at the same time, continue to arrest the remaining subjects related to this case.

During the investigation, the police determined that after taking the property, the subjects quickly contacted the consumers and made an appointment at the stone quarry area in Buu Hoa Ward or on deserted roads in industrial parks to deliver the vehicle and receive the money, then split the money and spend it.

In this case, the police identified Nguyen Thi Hong Phuong as the person asked by Phuoc and his accomplices to deliver the stolen cars to the meeting points to the buyers. Each time she delivered the cars to the customers, Phuong was paid 300,000 VND. Knowing that the cars were stolen, Phuong still delivered the cars.
