Deputy Prime Minister Nguyen Hoa Binh signed Decision No. 1010/QD-TTg dated September 19, 2024 to establish the State-level Council for conferring the titles of "People's Artisan" and "Meritorious Artisan" in the field of handicrafts for the 5th time (Council).
The Council was established to assist the Prime Minister in organizing the awarding of the titles "People's Artisan" and "Meritorious Artisan" in the field of handicrafts for the 5th time.
Establish a State-level council to consider awarding the titles of People's Artisan and Meritorious Artisan in the field of handicrafts.
According to the decision, Mr. Nguyen Hong Dien, Minister of Industry and Trade, is Chairman of the Council.
Vice Chairmen of the Council include: Ms. Phan Thi Thang, Deputy Minister of Industry and Trade; Mr. Trieu Van Cuong, Deputy Minister of Home Affairs.
Council members include: Ms. Trinh Thi Thuy, Deputy Minister of Culture, Sports and Tourism; Mr. Tran Thanh Nam, Deputy Minister of Agriculture and Rural Development; Mr. Ngo Duy Hieu, Vice President of the Vietnam General Confederation of Labor; Mr. Tran Lam Bien, Associate Professor, PhD, Cultural Researcher; Mr. Duong Trung Quoc, General Secretary of the Vietnam Historical Science Association; Mr. Nguyen Van Huy, Associate Professor, PhD, Deputy Director of the Center for Research and Promotion of Cultural Heritage, Vietnam Cultural Heritage Association; Mr. Nguyen Van Dinh, Associate Professor, PhD, Former Principal of the University of Industrial Fine Arts; Mr. Luong Xuan Doan, Chairman of the Vietnam Fine Arts Association.
The Council is responsible for assisting the Prime Minister in organizing the review and selection of individuals who meet the conditions and standards to submit to the Prime Minister for proposal to the President to decide on awarding the title of "People's Artisan" and "Meritorious Artisan" in the field of handicrafts for the 5th time.
The Council operates in accordance with the provisions of Decree No. 43/2024/ND-CP.
The Ministry of Industry and Trade is the Standing Body of the Council. The Council has a Secretariat established by the Minister of Industry and Trade and is allowed to use the seal of the Ministry of Industry and Trade to handle its work. The members of the Council and the Secretariat work part-time. The Council's operating regulations are decided by the Chairman of the Council. The Council's operating budget and awarding organization are implemented according to the Government's regulations on awarding the titles of "People's Artisan" and "Excellent Artisan" provided by the state budget in the operating budget of the Ministry of Industry and Trade. The Council dissolves itself after completing its tasks.
