On February 22, 2024, the Provincial Party Standing Committee issued Official Dispatch No. 1470-CV/TU on Leadership and direction of the implementation of "Year of promoting mass mobilization work in State agencies and authorities at all levels" 2024 signed by Standing Deputy Secretary of the Provincial Party Committee Lai The Nguyen, sent to committees, party executive committees, party delegations; departments, branches, Fatherland Front and mass organizations at the provincial level; district, town, city party committees, and affiliated party committees.
Overview of the seminar to celebrate the 93rd anniversary of the Party's traditional mass mobilization work day (October 15, 1930 - October 15, 2023); the 50th anniversary of the establishment of the Provincial Party Committee's Mass Mobilization Committee (June 26, 1973 - June 26, 2023) and commend typical examples of "Skilled Mass Mobilization" in the period 2021-2023.
The full text of the Official Dispatch is as follows: In recent years, Party committees, authorities, the Fatherland Front, and socio-political organizations in the province have focused on leading, directing, and implementing mass mobilization work in State agencies and authorities at all levels, achieving positive results. The awareness of serving the people of cadres, civil servants, and public employees, especially the heads of State agencies and authorities at all levels in the province, has been raised; the content and methods of leadership and direction of Party committees and authorities continue to be innovated; many mechanisms and policies have been issued and promptly implemented, positively affecting people's lives. Democracy has been promoted, and people's trust in the leadership of Party committees and the management and administration of the authorities has been consolidated and strengthened; The strength of the great national unity bloc continues to be promoted, creating consensus in the political system and in society, contributing to promoting socio-economic development, ensuring national defense and security, and improving the material and spiritual life of the people.
To continue to effectively carry out mass mobilization work in State agencies and authorities at all levels; the Provincial Party Standing Committee requests Party committees at all levels, authorities, the Fatherland Front, and socio-political organizations in the province to effectively carry out the following contents:
1. Step up propaganda, thoroughly grasp, seriously and effectively implement the policies, resolutions, regulations and rules of the Central and the province on mass mobilization work, focusing on Decision No. 23-QD/TW dated July 30, 2021 of the Politburo "On promulgating the Regulations on mass mobilization work of the political system"; Conclusion No. 114-KL/TW dated July 14, 2015 of the Secretariat "On improving the effectiveness of mass mobilization work of State agencies at all levels"; Directive No. 33/2021/CT-TTg dated November 26, 2021 of the Prime Minister "On continuing to strengthen mass mobilization work of State agencies and authorities at all levels in the new situation"; Conclusion No. 267-KL/TU dated December 25, 2017 of the Provincial Party Standing Committee "On innovation and improving the quality of operations of the mass mobilization system at all levels in the new situation"; Decision No. 763-QD/TU dated October 15, 2021 of the Provincial Party Standing Committee "On promulgating the Regulations on mass mobilization work of the political system" in the province; focusing on propaganda, dissemination, creating profound changes in the awareness and actions of cadres, civil servants, public employees and people towards mass mobilization work in State agencies and authorities at all levels, contributing to innovation in working style and manners, raising the sense of responsibility to serve the people, building State agencies and authorities at all levels "Discipline - Responsibility - Action - Creativity - Development".
2. Continue to concretize the Party's guidelines and resolutions, the State's policies and laws on mass mobilization work in conjunction with the tasks of socio-economic development, ensuring national defense and security, building a system of clean and strong state administrative agencies and authorities at all levels. Implement well the motto "People know, people discuss, people do, people inspect, people supervise, people benefit", in order to promote all potentials, creativity and the role of mastery of the People to successfully implement the political goals and tasks of the locality, agency, unit and the province.
3. Synchronously implement administrative reform solutions, improve administrative procedures, provide public services; build a system of state administrative agencies and authorities at all levels that are professional, effective, efficient, public, transparent, democratic, friendly, close to and attached to the people. Strengthen the application of information technology, digital transformation in the direction, administration, and service of people and businesses. Focus on reviewing and simplifying processes and procedures, minimizing the time to handle administrative procedures, especially in areas directly related to organizations, businesses and people. Promote the development and replication of the model of "Friendly Government, Serving the People" in communes, wards and towns in the province; deploy the development of the model of "Friendly Government, Serving the People" at the district level and provincial departments and branches.
4. Direct the extensive and effective implementation of the Law on Grassroots Democracy in state administrative agencies and authorities at all levels. Improve the quality and effectiveness of citizen reception, inspection, and settlement of complaints and denunciations; strengthen dialogue, listen to and promptly and thoroughly resolve the people's legitimate petitions and aspirations; focus on doing a good job of grassroots mediation, promptly and thoroughly resolving cases arising right at the grassroots level, not allowing petitions and complaints to drag on or go beyond the level. Grasp the situation of the people, especially ethnic and religious people, workers and laborers in enterprises; effectively implement social security, ethnic and religious policies, and improve people's lives. Strongly promote democracy, propagate and mobilize people to actively participate in implementing socio-economic development tasks, building new rural areas, civilized urban areas, reducing poverty quickly and sustainably, ensuring food hygiene and safety, environmental sanitation, building cultural life in residential areas,...
5. Continue to promote the emulation movement of "Skilled Mass Mobilization" in the fields of economy, culture - society, national defense - security associated with the political tasks of State agencies and authorities at all levels; replicate models and typical examples of "Skilled Mass Mobilization" in State agencies and authorities at all levels in the province. Practice the mass mobilization style among cadres, civil servants, public employees, and public servants according to the motto "Respect the people, be close to the people, understand the people, learn from the people and be responsible to the people", "Listen to the people", "Speak so that the people understand", "Guide the people to do" and "Make the people trust", overcome administrative diseases, bureaucracy, and distance from the people. Strengthen administrative discipline and order, enhance the responsibility of leaders in inspecting and supervising civil servants and public employees in the performance of public duties; promptly detect, prevent, and strictly handle violations.
6. Continue to consolidate and improve the quality of cadres, civil servants and public employees in State agencies and authorities at all levels; regularly train and improve skills, expertise, public ethics, awareness and responsibility in serving the people; build a cadre team with solid expertise, practical knowledge, close to the people, close to the grassroots, meeting the requirements and tasks of mass mobilization work in each State agency and authority at all levels.
7. The Provincial Party Committee's Propaganda Department directs and guides press agencies in the province to widely propagate the Party's guidelines, policies and laws of the State and the province on "The year of promoting mass mobilization work in State agencies and authorities at all levels" 2024. Thanh Hoa Newspaper, Provincial Radio and Television Station, and media agencies shall strengthen propaganda, improve the quality of columns, topics, news and propaganda articles, disseminate experiences in mass mobilization work, implement the grassroots democracy regulations, and models and typical examples of "Skillful Mass Mobilization" in State agencies and authorities at all levels.
8. The Provincial People's Council Party Delegation leads the Provincial People's Council Standing Committee to direct functional agencies to concretize the Party's guidelines and resolutions, the State's policies and laws, and the Provincial Party Committee's policies and laws related to mass mobilization work. Promote democracy, strengthen supervision activities for administrative agencies and authorities at all levels in the performance of public duties. Coordinate with the Vietnam Fatherland Front and socio-political organizations to conduct supervision and social criticism in the development and implementation of legal documents, programs, projects, mechanisms, policies for socio-economic development and important issues in the province.
9. The Party Executive Committee of the Provincial People's Committee coordinates with the Provincial Party Committee's Mass Mobilization Committee to continue to specify and effectively implement the content of coordinating mass mobilization work for the period of 2022-2026; guide all levels, branches, district and commune People's Committees to effectively implement the plan for coordinating mass mobilization work. Strengthen coordination and create conditions for the Vietnam Fatherland Front, socio-political organizations and people to participate in giving opinions and building the Party's guidelines, policies and laws of the State and the Province; strengthen the promotion of direct democracy; perform well the functions of supervision, social criticism, and participate in Party building and government building.
10. Party committees, party executive committees, party delegations, district, town, city party committees, and subordinate party committees shall lead and direct the effective implementation of the "Year of promoting mass mobilization work of state agencies and authorities at all levels" 2024, ensuring practicality and suitability with local, agency, and unit realities; periodically report implementation results to the Provincial Party Committee Standing Committee (through the Provincial Party Committee's Mass Mobilization Committee).
The Provincial Party Committee's Mass Mobilization Commission shall preside over and coordinate with relevant units to monitor, inspect, supervise and urge the implementation of this Official Dispatch and periodically report to the Provincial Party Committee's Standing Committee.
