(BGDT) - Lang Son is the first locality in Yen Dung district (Bac Giang) to achieve the standard of an advanced new rural commune (in 2020). This is also a typical commune in ensuring security and order (ANTT), maintaining the title of a drug-free area for 15 consecutive years.
With the motto of "preventing inside, blocking outside", not allowing drugs to have a chance to infiltrate into the commune and households, the Commune Police have conducted a survey and comprehensive assessment of the current situation of the area, pointing out the risks, causes, and conditions that can cause drug crimes and social evils to advise on measures to direct implementation.

Comrade Nguyen Duc Thu, Chairman of the Commune People's Committee, who was the Head of the Commune Police for many years, informed: "Although we have been assessed as a clean and drug-free area for 15 consecutive years, we have not been negligent or subjective. Identifying drug crimes as the source of other types of crimes, the Steering Committee for Crime Prevention and Control, Social Evils and Building a Movement for the Whole People to Protect National Security of the Commune has always proactively taken preventive measures, promoted propaganda, and mobilized people to actively participate in the movement."
The Steering Committee regularly advises on organizing propaganda to the people about the harmful effects of drugs on loudspeakers, social networks, visually through propaganda posters, photo exhibitions, cultural and artistic activities, physical education and sports, especially in zalo groups. The locality has a traditional carpentry village (Dong Thuong village) where people often come and go to buy and sell, many people work in transportation services, workers go to work in industrial parks, and freelance workers.
Determined not to give bad guys a chance to spread "white death" into the commune, to prevent strangers from infiltrating drug activities, the commune police have a firm grasp of the population situation, closely monitor the number of people returning to the locality from working far away, require residence declarations, regularly check business establishments with security and order conditions and high-risk subjects such as: teenagers, workers in industrial parks, taxi drivers, trucks, long-distance buses.
In addition, every year, the government is advised to organize 100% of households to sign a commitment not to trade, use, or illegally store drugs; include drug prevention and control in village and hamlet regulations so that everyone can comply, considering this one of the important criteria in evaluating cultural families.
To prevent drugs from entering the area, the Commune Police have a firm grasp of the population situation, closely monitor the number of people returning to the locality from working far away; require timely residence declarations, regularly inspect business establishments with security and order conditions and high-risk subjects. |
The Commune Police force is the main force that is interested in grasping the situation and conducting basic investigations in the area. Proactively detecting new developments in the situation and methods of drug crimes to have plans for prevention and combat. Focusing on social prevention measures, professional prevention, regularly calling, questioning, deterring, and educating suspects. Strengthening state management of social order.
Improve the effectiveness of population management, household registration, registration, temporary residence and absence declaration; strengthen inspection of business establishments with security and order conditions to prevent subjects from taking advantage of organizing the use and gathering to illegally use drugs. Regularly inspect and guide enterprises, business establishments and stores to control legal activities related to drugs. For example, when the Ministry of Public Security had information about drugs "hiding" in milk, food and soft drinks, the Commune Police inspected, reviewed and warned the store owners.
Maintain the operation of 23 security and order assurance models of veterans, police, political organizations, and social organizations. Through these models, it has contributed to raising the vigilance and sense of responsibility of the people in coordinating to grasp the situation, prevent and combat crimes and drug abuse, especially in the area bordering the Thuong River.
Son Thinh is the "gateway" village of Lang Son commune, which will meet the new rural model standard in 2022. Stopping at a motorbike repair shop, in the story, the shop owner Nguyen Duc Hung affirmed that for a long time the village had no drug addicts, so there was no theft. "I have been doing this job here for ten years, and I have never seen a dog lost, chicken stolen, motorbike or bicycle stolen."
Mr. Bui Van Chin, a villager sitting next to him, added: “A healthy young man like me, working as a carpenter every day, working hard and sweating, can only earn more than 300,000 VND in wages. Meanwhile, if you are addicted to drugs, that amount of money will be gone several times over. So how can you be addicted? How can you feed yourself and your children? Here, the whole village knows who your children are. If there is an addict, you can’t hide it from the villagers. We can tell right away if they yawn or wander around stealing and report it to the police.”
Major Chu Ba Hung, Deputy Chief of the Commune Police, said: To step up prevention work, the Commune Police have reviewed and evaluated the number of subjects who have completed their prison sentences and returned to their localities, and advised the Party Committee to issue a leadership resolution. In August 2022, the Commune People's Committee issued a decision to establish the "Together Progress Club" consisting of 27 members, chaired by the Vice Chairman of the Commune People's Committee, with monthly meetings.
Since its establishment, the Club has visited, encouraged, and introduced jobs to 6 people who have completed their prison sentences and returned to their locality to work as mechanics, masons, carpenters, and workers. In addition to helping each other in the reintegration process, when launching high-profile campaigns to attack and suppress crime, ensure traffic order and safety, or when any incident occurs in the commune, Club members are mobilized and participate responsibly. Thanks to the promotion of the mass movement to protect national security, people have clearly understood the harmful effects of drugs, thereby coordinating and accompanying the government and police to take timely preventive and containment measures. For 15 consecutive years, Lang Son commune has maintained the title of a drug-free area with a peaceful life.
