First time announcing product and packaging recycling unit

The list of 24 product and packaging recycling units that fully meet the requirements on capacity, power, and environmental protection has just been announced.

According to the leader of the Legal Department (Ministry of Natural Resources and Environment), manufacturers and importers can choose and sign recycling contracts with recycling units on or outside the published list, but must ensure that they meet the environmental protection requirements specified in Clause 4, Article 79 of Decree 08/2022/ND-CP at the time of signing the recycling contract.

The Ministry of Natural Resources and Environment said that based on the application, documents provided by the recycling unit and opinions from the local departments of natural resources and environment, this unit has announced a list of 24 units recycling products and packaging .

Accordingly, the Ministry of Natural Resources and Environment issued Notice No. 86 (dated February 20) announcing the list of product and packaging recycling units with environmental licenses or component environmental licenses in accordance with the provisions of law.

On February 22, speaking with Tuoi Tre Online , Mr. Phan Tuan Hung, Director of the Legal Department (Ministry of Natural Resources and Environment), said that the announcement of the list of product and packaging recycling units aims to provide and support information for manufacturers and importers to know and refer to in implementing the responsibility of recycling products and packaging.

"Manufacturers and importers can choose and sign recycling contracts with recycling units on or outside the published list, but must ensure that they meet the requirements specified in Clause 4, Article 79 of Decree 08/2022/ND-CP at the time of signing the recycling contract," said Mr. Hung.

Mr. Hung added: "When selecting and signing a contract to recycle products and packaging, manufacturers and importers must consider and evaluate the recycling unit's capacity, technology, power and compliance with environmental protection requirements at the time of signing the contract.

Do not sign recycling contracts with recycling units that do not ensure environmental protection requirements according to the provisions of law".

In addition, according to Mr. Hung, other recycling units that ensure environmental protection requirements and need to publish information about their units should send information to the Legal Department, Ministry of Natural Resources and Environment.

Recycling businesses are mainly concentrated in Bac Ninh and Long An.

According to the list of the Ministry of Natural Resources and Environment, the first 24 enterprises and units announced are mainly concentrated in Bac Ninh, Long An, Binh Duong, and Hai Duong. Some of them have the capacity to recycle many types of products. Previously, the Ministry of Natural Resources and Environment issued Notice No. 782 (dated December 18, 2023) announcing the list of 2 organizations (10 companies) authorized to organize the recycling of products and packaging. Of which, 1 organization (5 companies) is authorized to organize the recycling of batteries, batteries, tires, lubricants, and vehicles (Northern region) and 1 organization (5 companies) is authorized to recycle packaging (Southern region). Since April 2023, the Ministry of Natural Resources and Environment has widely announced that operating recycling organizations and units and authorized organizations and units that organize the recycling of products and packaging for manufacturers and importers that need to be announced according to regulations must send a request to the Legal Department for consideration and announcement.
