On May 30, the Ministry of Transport issued Official Dispatch 5572/BGTVT-TTr in 2023 on continuing to strengthen State management; preventing and combating negativity to improve the quality of training, testing, and granting of driving licenses.
Specifically, driving test training facilities have not inspected and supervised the courses and certification exams or have conducted them in a perfunctory manner, not in accordance with reality; sent and received driving training registration reports many days late; approved test candidates who did not meet DAT data requirements; did not provide training in accordance with the content and program; and did not organize the test seriously...
Accordingly, in order to improve the quality of training, testing, and granting of driving licenses, the Ministry of Transport directs and requires the Vietnam Road Administration and the Departments of Transport to implement a number of contents:
Firstly, request the People's Committees of the provinces to direct the Department to issue driving licenses according to regulations.
Focus on overcoming shortcomings and errors and resolutely and seriously implementing the requests and recommendations of the Ministry of Transport's Inspection Teams; continue to strengthen the prevention and fight against corruption and negativity to improve the efficiency and quality of training, testing and granting of driving licenses according to the requirements of the Ministry of Transport.
Actively coordinate with local vocational education management agencies to strengthen inspection and supervision of training and certification work; promptly report any difficulties and problems that arise for unified implementation guidance.
Seriously review and clarify the responsibilities of collectives and individuals related to the existence and errors in the management of training, testing, and granting of driving licenses as pointed out by the Inspection Teams of the Ministry of Transport to have appropriate handling measures; report to competent authorities to handle the responsibilities of related collectives and individuals (if any).
Second, urge the inspection team to issue driving licenses to prevent negative practices.
Monitor, urge and guide the Departments of Transport in managing, inspecting and handling violations (if any) regarding driver training activities based on the results of reviewing and synthesizing DAT management data on the Department's DAT information system software sent to the Departments of Transport.
Study and handle proposals and recommendations from the Inspection Teams of the Ministry of Transport and the Departments of Transport in the work of training, testing and granting driving licenses (details in the attached Appendix). On that basis, propose to the Ministry of Transport solutions to improve the effectiveness and efficiency of State management, prevent negativity and improve the quality of training, testing and granting driving licenses.
Rectify, strengthen and improve the quality and effectiveness of management, direction and guidance of training, testing and licensing activities.
Third, the Department of Transport reviews and clarifies the responsibilities of each individual and organization that violates the law.
Based on the results of reviewing and synthesizing DAT management data provided by the Vietnam Road Administration and the data (DAT data) pointed out by the Ministry of Transport's inspection teams, organize inspections to promptly correct existing problems, limitations and handle, and recommend strict handling of violations (if any) in car driver training.
Strengthen direction, guidance, inspection, examination and supervision of driver training facilities and driver testing centers in the area to properly implement regulations in driver training and testing.
Organize reviews, clarify responsibilities and take appropriate disciplinary action against groups and individuals related to shortcomings and errors in the management of training, testing and granting of driving licenses; promptly correct shortcomings and errors in the management and implementation of the Department.
Resolutely and seriously implement the requests and recommendations of the Ministry of Transport's inspection teams as stated in the inspection records. In case of negative signs, proactively transfer them to the competent authorities for consideration and handling according to regulations.
