Proposing a community college model for Vietnam
Attending the seminar, Dr. Tran Duc Canh, American education expert - Chairman of the Council of the Saigon University Education Development Institute, shared about the community college model in the US.
Accordingly, the training program of community college consists of 2 years, similar to the college level but is trained according to the credit system and directly transfers to a 4-year university. The two main programs of community college include 2+2 and 2 years. The 2+2 program is equivalent to the first 2 years of the university program, then directly transfers to a 4-year university. The subjects of this program are usually students who are not excellent in high school and/or are not sure about choosing a 4-year university, the learning conditions are less stressful and the space is relatively open and flexible; tuition and costs are low; meeting the needs of job training in the locality.
As for the 2-year university degree program, like the previous college program in Vietnam, graduates can immediately work in fields such as: technician, accountant, sales... If they want to transfer to a 4-year university, the schools will consider equivalent credits. Usually, 4-year schools only recognize 1 or 2 semesters of the 2-year training program because half of the program is not considered equivalent to university.
On that basis, Dr. Canh proposed the application of the community college model in the current context of education and training in Vietnam. One of them is to organize the accreditation of college programs, so that the training quality and recognized criteria are equivalent to the subjects of the first 2 years of a 4-year university. In addition, local universities are allowed to train at the college level (national universities or key universities do not train at this level). Finally, there needs to be the participation of businesses in this type of school in designing and organizing training programs.
"A two-year community college program could be the first step for some graduates to continue their university education, study part-time, study online, and work while studying," Dr. Tran Duc Canh suggested.

Notably, Mr. Canh proposed to reorganize the university education system (under the Ministry of Education and Training) and the college level (under the Ministry of Labor, War Invalids and Social Affairs) into one. College level can be directly linked to university through the credit system without being hindered, interrupted, time-consuming and ineffective. The condition for admitting students to colleges is still high school graduation or equivalent.
The proposal to transfer colleges back to the Ministry of Education and Training has been raised many times before.
Most recently, in May this year, the proposal that colleges be allowed to choose their own governing ministries was one of the contents in a document sent by the Association of Vietnamese Universities and Colleges to the Prime Minister. According to the association, university degrees include four levels: college, university, master's, and doctorate, which are consistently stated in Decree No. 90 of the Education Law and the University Education Law. However, in 2014, the draft Law on Vocational Education was passed and in Articles 76 and 77 of the 2014 Vocational Education Law, all regulations related to college degrees belonging to university levels in previous laws were abolished. According to the association, this is leaving many consequences.
Since 2021, the Association of Vietnamese Universities and Colleges has submitted a proposal to transfer colleges back to the Ministry of Education and Training as before, amending the Law on Vocational Education into the Law on Vocational Education. However, the Ministry of Labor, War Invalids and Social Affairs has rejected this proposal because it believes that the proposal to transfer college training to the Ministry of Education and Training lacks both scientific and practical basis.
