Trust in the capacity and youth of the Executive Committee of the Vietnam Publishing Association, Term V
On July 12, the 5th Congress of Delegates of the Vietnam Publishing Association officially took place in Hanoi with the theme of Vietnam Publishing Association, innovation, integration and development.
The Congress unanimously elected the Executive Committee of the Publishing Association for the 5th term, 2023-2028. Accordingly, Mr. Pham Minh Tuan - Deputy Editor-in-Chief of Communist Magazine was elected to hold the position of Chairman of the Vietnam Publishing Association.
The Vice Presidents of the association include: Mr. Nguyen Nguyen - Director of the Department of Publishing, Printing and Distribution (Ministry of Information and Communications), Mr. Tong Van Thanh - Director of the Department of Press and Publishing (Central Propaganda Department), Mr. Do Quang Dung - Former Deputy Director, Deputy Editor-in-Chief of the National Political Publishing House Truth and Ms. Dinh Thi Thanh Thuy - Director, Editor-in-Chief of Ho Chi Minh City General Publishing House.
Mr. Tran Chi Dat - Director, Editor-in-Chief of Information and Communication Publishing House holds the position of Head of the Inspection Board of the Vietnam Publishing Association for the new term.
The new President of the Vietnam Publishing Association, Pham Minh Tuan, affirmed that the publishing industry must make more efforts to solve problems related to the resources of some publishers; have mechanisms to encourage and motivate authors, translators, and researchers to create valuable works worthy of the country's renovation; explore and create suitable directions for the publishing industry to fulfill its mission of contributing to "lighting the way" for the people, creating healthy and progressive values and lifestyles.
Mr. Hoang Vinh Bao - Chairman of the Vietnam Publishing Association, Term IV - hopes that the new Executive Committee, with its youthful energy, will have bolder and more drastic innovations, continue to operate and enhance the position of the Vietnam Publishing Association.
In addition to the main content of electing the Executive Committee, the 5th Congress of the Vietnam Publishing Association is also an opportunity for many delegates representing publishing, distribution, research, education units... to present papers on topics related to the development of the publishing industry, development of reading culture...

In his opening speech at the Congress, Mr. Hoang Vinh Bao - Chairman of the Vietnam Publishing Association, Term IV - admitted that the prolonged Covid-19 pandemic has significantly affected book publishing. The implementation and completion of a number of assigned tasks have also been delayed and prolonged.
"Due to limited funding and human resources, not commensurate with and appropriate to the assigned tasks, despite our best efforts, the quality of the Association's activities in some aspects is not high; we have not been able to implement some important goals related to developing a reading culture," Mr. Hoang Vinh Bao shared.
However, overcoming difficulties and challenges, the whole industry has basically completed its tasks and work plans and achieved achievements recognized by society. From 2017-2022, publishers have increasingly published and deposited copies; the number of publications and copies distributed as well as the revenue and profit of the entire Publishing industry each year are higher than the previous year.
The Chairman of the Vietnam Publishing Association, term IV, also said that the 5th Congress of the Vietnam Publishing Association took place in the context of domestic and international publishing undergoing profound changes in many aspects.
The contents discussed at the Congress and the tasks and solutions proposed by the Congress will have practical significance in contributing to building the Vietnam Publishing Association to become increasingly stronger, promoting the development of Vietnam's revolutionary publishing industry in a modern, professional, and humane direction, proactively integrating with regional and world publishing, and selectively absorbing the quintessence of world culture in accordance with Vietnamese national culture.
At the same time, the Association also has the important task of spreading good values in the community and society; participating in developing a reading culture, arousing the spirit of reading, valuing knowledge and books; stimulating the spirit of self-study, striving to rise up and the desire to contribute, building the homeland and country to become increasingly rich and prosperous.
The publishing industry builds and develops an advanced Vietnamese culture imbued with national identity.
Speaking at the Congress, Mr. Nguyen Trong Nghia - Secretary of the Party Central Committee, Head of the Central Propaganda Department - emphasized that during 70 years of construction and development, the Vietnamese Publishing Industry has made extremely important contributions, bringing our country from a country lacking books in previous years to now developing in terms of scale, technology, level, and capacity on par with the region with a system of 57 publishing houses, over 450 million books/year, bringing the average book/person level to 6 books/person/year.
The content of books is increasingly rich, comprehensive, and diverse in topics; the political and cultural quality of publications is constantly improving; the team of publishers has been promoting their pioneering role, not afraid of hardships, innovating and being creative in fulfilling their responsibilities and missions; being active and proactive in protecting the Party's ideological foundation, fighting against erroneous and hostile viewpoints; participating in Party building, preventing corruption, bureaucracy, negativity, protecting sovereignty over seas and islands, etc.
The book section has many publications in the fields of politics, economics, culture, society, literature, science and technology, religion, books for children and students with many different trends and perspectives that have been published and provided to readers nationwide. That has contributed to creating soft power, contributing to building and developing an advanced Vietnamese culture with strong national identity.
In addition to the proud results and achievements, the Head of the Central Propaganda Department also frankly pointed out some limitations, such as: The Association's organization has not really grown, the structure and number of members including individuals and organizations participating are not large, and the combined strength of the members has not been promoted; some activities have not been implemented at a national level; the proposal to issue documents on specific mechanisms and policies for publishing is not strong...
At the Congress, the Head of the Central Propaganda Department suggested a number of issues for the new Executive Committee to implement.
Firstly, the Publishing Industry and the Vietnam Publishing Association need to grasp, thoroughly grasp, and concretize the Party's viewpoints, policies, and guidelines; have specific, strong, and feasible solutions to bring the Party and State's policies and guidelines into life...
Second, the Vietnam Publishing Association needs to fully recognize its role and position as a social-professional organization of publishers, and one of the mass associations assigned by the Party and State.
Third, the association needs to effectively implement digital transformation, continue to develop and adapt to the digital world; deploy solutions to spread Vietnam Book and Reading Culture Day (April 21) and the National Book Awards, becoming outstanding cultural events; coordinate with relevant agencies to research and develop a project on National Book Communication, contributing to orienting the reading culture of society, honoring works and authors with outstanding contributions to the country's publishing career.
Fourth, the association continues to improve its organization and pay more attention to member development.
Fifth, the association needs to promote the work of building and rectifying the Party and the political system in the Vietnam Publishing Association and in publishing houses and book distribution companies.
