On the morning of July 2, the People's Council of Ninh Binh city, term XXI, 2021-2026, held the 19th session to assess the socio-economic situation in the first 6 months of the year and discuss directions and tasks for the last 6 months of 2024.
Attending the meeting were comrade Hoang Van Kien, Provincial Party Committee member, Vice Chairman of the Provincial People's Council; Dinh Van Tien, Provincial Party Committee member, Secretary of Ninh Binh City Party Committee.
At the meeting, delegates listened to the Standing Committee of the People's Council and leaders of the City People's Committee report on the results of work in the first 6 months of the year, tasks for the last 6 months of the year; report on budget revenue and expenditure; handling voters' opinions and recommendations, handling citizens' complaints and denunciations; work on crime prevention and control and law violations, work on participation in government building, etc.
Delegates discussed and approved the reports on the approval of the 2023 budget revenue and expenditure estimates; the report on adjusting the medium-term public investment plan for the 2021-2025 period; the report on deciding on the investment policy for the Phuc Loc residential area infrastructure construction project in Ninh Phong and Nam Binh wards; the City People's Council's supervision program in 2025 and implementing personnel work under its authority.
According to the report at the meeting, in the first 6 months of the year, the Standing Committee of the City People's Council coordinated with the City People's Committee and relevant agencies to direct, prepare and successfully organize 4 thematic meetings to promptly review and unify unexpected issues, meeting the requirements and tasks of socio-economic development of the city. The organization of the meetings was carried out flexibly, democratically, publicly, ensuring the order according to the provisions of law.
The city's economy continues to develop, industrial production, trade and services have achieved high growth rates, budget collection has achieved positive results, urban infrastructure has received investment attention, urban order, construction order, and environmental sanitation have been focused on and have had many changes; culture and society have made much progress, social security work continues to be effectively implemented; political security has been maintained, social order and safety have been ensured, local defense has been strengthened; administrative reform associated with digital transformation has received attention. The city has deployed and well implemented the tasks of arranging administrative units at district and commune levels for the period 2023-2025 in the area under the direction of the province.
Industrial production achieved high growth, revenue reached 12,325 billion VND, up 21.9% over the same period last year; agricultural production continued to develop. Trade and service activities were vibrant; total retail sales of goods and service revenue reached 17,328 billion VND, up more than 20% over the same period last year. Budget revenue in the area reached 946 billion VND, equal to 72% of the estimate assigned by the City People's Council and equal to 124% over the same period last year...
In the spirit of democracy, the City People's Council delegates discussed and unanimously passed resolutions at the meeting, which are the basis for the City People's Committee to lead and direct departments, offices, units, and People's Committees of wards and communes to effectively implement local socio-economic development tasks.
