Part 3: Bringing Thai Binh to further development

Not only building Thai Binh Economic Zone to become the focal point and driving force for the province's economic development, with the aspiration to reach out to the sea, in recent years the province has had many practical solutions and actions to exploit and effectively and reasonably use the available potentials and advantages as well as ensure feasibility in mobilizing and using resources, thereby making Thai Binh increasingly developed.

Accelerate the development of marine economy

To promote the development of the marine economy, Thai Binh has effectively implemented Resolution No. 36-NQ/TW of the 8th Conference of the Party Central Committee (12th tenure) on the strategy for sustainable development of Vietnam's marine economy to 2030, with a vision to 2045. Based on Resolution No. 36-NQ/TW, the Standing Committee of the Provincial Party Committee issued an action program to implement the Resolution, which specifies the viewpoints, goals, orientations, tasks and solutions stated in the Resolution in accordance with the reality of the province; at the same time, led and directed the Party committees, authorities at all levels, departments, branches and organizations of the province to effectively implement the Resolution; issued many policies and solutions to mobilize resources to exploit and promote the rapid development of the marine economy, considering this a key task that needs to be focused on in order to create a breakthrough in the province's economic growth.

In order to focus on leading and directing the acceleration of investment procedures, site clearance, creating conditions for projects to be completed soon, put into operation, exploited, and promote investment efficiency, thereby creating a premise to attract investment to the province in the coming time, the province also established a Steering Committee for implementing key projects in the province, headed by the Provincial Party Secretary, in which 6 key projects were selected for priority direction. In particular, the Thai Binh LNG Thermal Power Plant project with a total investment capital of nearly 2 billion USD was recently granted an investment registration certificate at the Vietnam - Japan economic forum held in Tokyo (Japan), contributing significantly to bringing the province into the top 5 nationwide in attracting foreign direct investment (FDI).

Provincial planning towards the sea

With the aspiration and determination to reach out to the sea to compete with other provinces and cities in the region, Thai Binh proactively built the Provincial Planning for the period 2021 - 2030, with a vision to 2050, with one of the three development breakthroughs being the development of a marine-oriented economy to create breakthrough development in a number of areas: seaports, energy, entertainment services, resorts, marine ecology...; expanding the sea encroachment space according to regulations to create land funds for functional activities serving socio-economic development; forming a synchronous industrial - urban - service space, a green, clean and beautiful coastal ecological landscape.

These very clear and strong orientations have created an important foundation for building and perfecting the Provincial Planning, thereby bringing Thai Binh to move quickly and strongly towards the sea, developing breakthroughs thanks to the marine economy.

Comrade Vu Kim Cu, Member of the Provincial Party Standing Committee, Director of the Department of Planning and Investment said: Based on the development breakthroughs according to the Resolution of the 20th Provincial Party Congress, as the standing agency of the Provincial Planning Steering Committee, the Department of Planning and Investment has actively coordinated with consulting units and departments, branches and localities to develop plans and key contents that need to be integrated into the provincial planning, with special attention paid to the plan for allocating and using marine space.

Accordingly, the province's sea area of ​​about 487km2 is divided into very specific functional areas, including: security and defense area; seaport, sea transport and logistics area; aquaculture and fishing area; nature conservation, forestry and marine scientific research area; marine resource exploitation area; renewable energy exploitation area; tourism development and marine services area; sea encroachment area serving industrial development and urban space development. At the same time, develop a plan for using sea space including: construction and upgrading of coastal defense areas according to regulations of the Ministry of National Defense; port area including Diem Dien port area (Diem Dien estuary), Tra Ly port area (Tra Ly estuary), Ba Lat port area (Ba Lat estuary) and research on port areas outside the river mouth, seaward; aquatic seed production area, intensive and high-tech aquaculture area (two districts of Tien Hai and Thai Thuy); Time-limited fishing ban area (Tien Hai district), aquatic resources protection area (Thai Thuy district), artificial habitat area for aquatic species, offshore aquaculture area (Tien Hai district); Thai Thuy and Tien Hai wetland nature reserve areas for forest development, environmental protection, biodiversity and mitigation of impacts of wind, storms, and rising sea levels; coastal wind power development areas in Thai Thuy and Tien Hai districts; Thai Binh marine tourist areas: Thuy Truong mangrove forest eco-tourism area, "Temple of the Salt Lady" festival tourist area associated with salt production area...; Southern marine ecological urban area of ​​Thai Binh province is implemented in accordance with relevant legal provisions.

On December 29, 2023, the Prime Minister issued Decision No. 1735/QD-TTg approving the Planning of Thai Binh province for the period 2021 - 2030, with a vision to 2050. With breakthrough thinking, strategic vision, being one step ahead, focusing, finding distinct potentials, outstanding opportunities, competitive advantages and creating new driving forces for development, Thai Binh will certainly grow further and further, becoming one of the industrial development centers of the Red River Delta.

Some outstanding results in economic development in 2023:

- Gross regional domestic product (GRDP) increased by 7.37% compared to 2022, higher than the national average, ranking 20th out of 63 provinces and cities;
- The economic structure shifted in a positive direction, this was the first year that the industrial and construction structure increased, accounting for 45% of the province's economic structure;
- In 2023, Thai Binh witnessed an unprecedented wave of investment attraction in history with the total registered capital of projects reaching more than 98,200 billion VND, 4.6 times higher than in 2022, of which FDI attraction reached the highest level ever, ranked in the top 5 nationwide with a total capital source of nearly 3 billion USD;
- This is the second consecutive year that the number of newly registered businesses has exceeded 1,000;
- The rate of public investment disbursement continues to be among the top in the country, reaching 128% of the plan assigned by the Prime Minister.
