On May 12, in Quang Ninh, the 2024 Culture Conference took place with the topic of discussion on "Policies and resources for the development of cultural and sports institutions".
The workshop was jointly organized by the National Assembly's Committee on Culture and Education, the Central Propaganda Department, the Ho Chi Minh National Academy of Politics, the Ministry of Culture, Sports and Tourism and Quang Ninh province.
Cultural and sports institutions reveal many shortcomings
Giving the introduction, Mr. Nguyen Xuan Thang - Politburo member, director of the Ho Chi Minh National Academy of Politics - said that the workshop is one of a series of practical activities to implement the Resolution of the 13th National Party Congress on arousing and promoting the cultural values and people of Vietnam.
According to Mr. Thang, besides the remarkable results, the operation of the current cultural and sports institutional system is revealing many limitations, inadequacies and paradoxes, and there are long-standing problems that have not been resolved.

Specifically, investment funds to develop cultural and sports institutions are still very limited, carried out in a "drip-drip, metered" manner.
Some cultural and sports institutions, despite being invested in very expensively, operate ineffectively and are even abandoned, causing great waste.
"Many theaters, training grounds and sports stadiums have been invested in quite modernly, but due to ineffective operation, they have quickly deteriorated and almost had to close, rarely having time to turn on the lights" - Mr. Thang said.
According to Mr. Thang, operating budget for cultural and sports institutions is generally very limited, leading to many facilities only having enough to operate at a moderate level.
Salaries and benefits for staff working at cultural and sports institutions are not satisfactory.
"In reality, the Party's policy is clear, but when it comes to implementation, many localities and units still do not know where to start and how to do it.
Many policies and legal regulations are still heavy on general guidance, not fully specified, leading to a situation where everyone does whatever they want," said Mr. Thang.
Due to the lack of a clear mechanism for public-private cooperation in the construction and exploitation of cultural and sports institutions, social resources have not been attracted to invest in developing this system of institutions.
Sports Training Center only meets 30-50% of training needs
The report of the Ministry of Culture, Sports and Tourism shared the same opinion that besides the advantages, the system of cultural and sports institutions still has many shortcomings at both the central and grassroots levels.

For example, regarding the museum system, on June 23, 2005, the Prime Minister issued a Decision approving the Master Plan for the Vietnam museum system until 2020.
However, after nearly 20 years of implementation, only the Museum of Ethnology was invested in and built in 2006, while the remaining investment projects to build other national museums such as (National Museum of History, Vietnam Military History Museum, Vietnam Museum of Nature) have not been implemented according to the set schedule due to lack of funding.
Currently, there are four units with headquarters but no performance facilities, including the Vietnam National Music and Ballet Theater; Vietnam Opera and Ballet Theater; Vietnam Drama Theater; and Vietnam Symphony Orchestra.
These units often have to rent performance venues with large budgets.
On the contrary, there are units that have performance facilities but do not have their own headquarters, such as the Vietnam Cheo Theater.
In particular, the Hanoi Opera House is only a performance venue but has no art units, and is now a rental venue for performances...
The physical training and sports infrastructure system is also in a similar situation. For example, the National Sports Training Center in Hanoi only meets about 50% of athletes' training needs; the response rate of the National Sports Training Center in Ho Chi Minh City is even lower, only 30%.
Removing obstacles in building cultural and sports facilities
At the workshop, Mr. Nguyen Xuan Thang suggested that delegates focus on analyzing and discussing some key contents such as perfecting the legal system, mechanisms and policies.

It is necessary to correctly and fully calculate the development cost factors of institutions, including: facilities, equipment, organizational structure, personnel, operating costs and operating mechanisms.
Evaluate and review the current system of regulations on cultural and sports institutions, including enacted laws such as: Law on Planning, Law on Libraries, Law on Cultural Heritage, Law on Cinema, Law on Physical Education and Sports, etc.
Effectively organize the implementation of the content on developing cultural and sports institutions in the master plan in the context that the organization and implementation of plans is still a weak link, not meeting requirements.
Mr. Thang also proposed to discuss thoroughly in strengthening the management, use and effective exploitation of cultural and sports institutions. It is necessary to truly innovate the organization and management methods and improve the quality of activities of cultural and sports institutions at all levels based on the principle of "suitability, identity and modernity".
Overcoming the "movement" syndrome and the "uniformization" of grassroots cultural and sports institutions. Strengthening inspection, supervision, evaluation and experience sharing in the construction and effective use of cultural and sports institutions at all levels.
Strengthening resource mobilization, investment in facilities and equipment for cultural and sports institutions, and organization, personnel and human resource training.
