In early July 2023, at a working session between Ho Chi Minh City leaders and the Southeast provinces, the Ho Chi Minh City Department of Transport presented a plan to extend Ho Chi Minh City urban railway line No. 1 (metro line No. 1) to Dong Nai and Binh Duong.

The extension of metro line 1 is also the desire of Dong Nai and Binh Duong provinces.
* Need to extend metro line 1
According to the Department of Transport of Ho Chi Minh City, regarding the research policy to extend metro line 1 to Dong Nai and Binh Duong provinces, Ho Chi Minh City and the provinces have agreed on the necessity of investment and route options.
For Dong Nai, in March 2017, the Provincial People's Committee issued Decision No. 615/QD-UBND approving the master plan for the development of Dong Nai province's transport sector until 2020 and orientation to 2030. Accordingly, the province included in the planning the construction of an urban railway, the route connecting Bien Hoa City with Ho Chi Minh City. Currently, Ho Chi Minh City is building metro line No. 1 from Ben Thanh to Suoi Tien, so it is studying to extend metro line No. 1 by about 13.5km from Suoi Tien station to Cho Sat intersection.
On that basis, the Ho Chi Minh City Department of Transport has studied the route plan to extend metro line 1 to Dong Nai and Binh Duong provinces.
The Ho Chi Minh City Department of Transport recommends that Dong Nai and Binh Duong provinces review the route planning, station and depot locations, including the need to adjust related plans; plan areas for TOD development (Transit-Oriented Development - urban development according to the planning orientation of high-frequency, large-capacity public transport). At the same time, the provinces also organize the preparation of pre-feasibility study reports for urban railway branch lines in each locality. |
Specifically, for the route plan, section 1 (general section) will start from Suoi Tien bus station (under construction, belonging to metro line 1 of Ho Chi Minh City), the route continues to go on the right side of National Highway 1 and then crosses to the left to Binh Thang station (code S0) before Tan Van intersection in Binh Thang ward (Di An city, Binh Duong province), this section is about 1.8km.
From here, two independent branch lines will run to Dong Nai and Binh Duong provinces.
Section 2 will consist of 2 branches, of which branch 1 will be towards Dong Nai with a length of about 18.3km, running on high ground. Branch 2, towards Binh Duong with a length of nearly 30km, running on high ground. The remaining section at the end of the route, about 13.3km long, will follow the planning of Binh Duong province.
Regarding the route plan, the section from Suoi Tien bus station to Binh Thang station (S0) is located entirely in Binh Duong province. However, the Ho Chi Minh City Department of Transport will consider and advise the Ho Chi Minh City People's Committee on coordination, support and necessary investment capital contribution plans. This section must be invested in order to continue implementing the following sections and branches.
According to Director of the Department of Transport Le Quang Binh, the province has not yet formed any urban railway lines. Therefore, planning and investing in the construction of urban railway lines connecting with Ho Chi Minh City and Binh Duong will greatly reduce the load on the road traffic system.
* Invest in part of branch 1 first
In the plan proposed by the HCM City Department of Transport, the railway extension to Dong Nai province has changed compared to the previous proposal of the Provincial People's Committee.
Accordingly, the extended route in the province will reach Ho Nai 3 commune (Trang Bom district) instead of reaching Cho Sat intersection (Bien Hoa city) as previously proposed.
Specifically, the route passing through the province will have 3 sections: from S0 station to Vung Tau intersection; from Vung Tau intersection to Cho Sat and from Cho Sat intersection to Ho Nai 3 commune.
In particular, the section from S0 station to Vung Tau intersection is about 3.8km long and has changed compared to the adjusted planning for the development of Ho Chi Minh City's transport sector until 2020 and the vision after 2020 approved by the Prime Minister in 2013 according to Decision No. 568/QD-TTg.

Meanwhile, the route from Vung Tau intersection to Cho Sat, about 8.9km long, will follow planning No. 568.
For the additional section compared to planning No. 615 of the Provincial People's Committee, from Cho Sat intersection to Ho Nai 3 commune area, the length is about 5.6km to connect to the depot (about 10ha) for metro line branch 1.
Regarding the investment scenario, according to the research results and proposals of the Southern Transport Design Consulting Joint Stock Company (TEDI South), regarding the traffic volume and passenger transport demand, in the immediate future, it is possible to study and invest in the section from Suoi Tien bus station - Binh Thang station (S0) and part of branch 1. In which, it is possible to calculate the shared use of Long Binh depot of metro line 1 during the time this depot is not fully exploited. For the section from station S0 to Binh Duong Industrial - Urban - Service Complex, in the immediate future, it is possible to organize passenger transport by BRT (rapid bus) routes according to plan. When the demand for passenger transport reaches a higher level, investment will be made to build branch 2.
According to the assessment of the HCM City Department of Transport, the sections from Suoi Tien Bus Station to Binh Thang Station (S0) and the branches to Dong Nai and Binh Duong are all elevated, so the construction technology is not too complicated compared to underground construction. At the same time, it also helps to enhance the urban landscape if well designed.
