On the morning of December 24, Deputy Minister of Transport Nguyen Duy Lam led a working delegation of the Ministry of Transport to inspect two North-South expressway projects, the section passing through Ha Tinh province.
After inspecting the route and listening to reports and explanations from the units, Deputy Minister Nguyen Duy Lam was very pleased with the positive progress of the two projects. This result was thanks to the thorough involvement of the Party Committees and authorities of Ha Tinh province, creating all conditions for the early completion of site clearance and material sourcing.
Deputy Minister Nguyen Duy Lam hopes that Ha Tinh province will continue to support investors and contractors to soon hand over the remaining land for the construction of the rest stop, so that when the project is put into operation, people will have a place to rest after a long journey.
“Investors and contractors must not be subjective when constructing the main route, especially paying attention to quality. Do not compromise the quality of the project in order to achieve results. In addition, before putting the project into operation, contractors must complete the system of service roads, connecting roads, auxiliary works, overpasses, and traffic safety systems. Learning from experience in phase 1, when the main route is opened, other items still have to be constructed. This leads to unsafety and potential risks,” Deputy Minister Nguyen Duy Lam noted.
Agreeing with the viewpoint of the leaders of the Thang Long Project Management Board on the timeline for putting the main route into operation, the Deputy Minister requested that the contractors, based on the remaining workload, reach an agreement to finalize the plan to report to the Ministry of Transport.
Contractor committed to open main route on April 30, 2025
Previously, at the intersection of National Highway 8A, through Duc Tho district (Ha Tinh), Mr. Hoang Chien Thang, Executive Director of the Bai Vot - Ham Nghi Expressway Project (under the Thang Long Project Management Board), reported that the Bai Vot - Ham Nghi project has a total length of 35.28km, with a total investment of 7,643 billion VND.
The project will be implemented from January 1, 2023, by a joint venture between Vietnam Construction and Import-Export Corporation (Vinaconex) and General Corporation 319 of the Ministry of National Defense.
Up to now, the units have dug 1.5/1.6 million m3 of the main roadbed, equivalent to 90%; K95 embankment reached 95%; K98 embankment reached 76%; crushed stone mixed with cement reached 62%; C19 asphalt concrete reached 38%...
Contractors committed to open the main highway through Ha Tinh on April 30, 2025.
The units also deployed construction of 25/25 bridge locations and 28/48 culverts and underpasses for people. The contractors have basically completed the bridge section and are constructing the railings.
“The total cumulative output up to December 23, 2024 is 3,136/4,645.8 billion VND, reaching 67.5% of the contract,” said Mr. Thang.
Regarding the Ham Nghi – Vung Ang Expressway Project, Mr. Nguyen Khac Trung – Project Executive Director (Thang Long Project Management Board), said that the project has a total length of more than 54.2 km passing through Thach Ha, Cam Xuyen and Ky Anh districts, Ha Tinh province. The total investment is more than 9,700 billion VND.
To date, the total project output is 4,610/6,358.51 billion VND, reaching about 73%. This result is about 1.14% behind the plan.
Currently, localities have basically handed over clean land, ensuring the contractor can construct. However, the route is still stuck at 2 positions of 220Kv and 500Kv electric poles, it is expected that in the next few days, the power will be turned on to move the poles...
In a quick report to the working group, the project contractors all committed to opening the main route on April 30, 2025 as promised to the Prime Minister and the Minister of Transport.
Must complete new exploitation items synchronously
After inspecting along the route, at the working session with the investor, contractor, and consultant, the working group listened to the units report on the progress, as well as the time to put the two projects Bai Vot - Ham Nghi and Ham Nghi - Vung Ang into operation.

According to Mr. Ho Ngoc Loan, Deputy Director of the Thang Long Project Management Board (Ministry of Transport - project investor), the route is currently stuck with two 220kv and 500kv power lines. The locality is planning to cut off power to move the power poles. Mr. Loan also requested the locality to quickly clear the land to implement the construction of rest stops along the route.
Colonel Khuong Van Thuy, Deputy General Director of Corporation 319 (Ministry of National Defense), informed that site clearance, power lines, and material mines are all in place for the unit to carry out construction.
“The unit commits to completing the 11.8km main route by April 30, 2025. The service road and connecting road system is committed to being completed by June 30, 2025,” said Mr. Khuong.
The contractor mobilized all machinery and human resources to implement the project to finish on schedule.
The representative of Xuan Truong contractor also confirmed that the main 42km route will be opened on January 30, 2025 as committed to the Minister of Transport and other items such as service roads, connecting roads, and traffic safety systems will be completed on April 30, 2025.
Other contractors such as Tu Lap, Company 368, and Vinaconex also committed to completing the main line according to the set plan.
After listening to the contractors' reports, Mr. Ho Ngoc Loan said that it was very welcome but we have to look at the reality when there is still a lot of work. He suggested that the contractors re-plan the route opening and send it to the committee this week to report to the Ministry of Transport.
Many locations on the main route of the expressway project through Ha Tinh have been paved with the final layer of asphalt concrete.
Regarding the site clearance issue, Mr. Le Anh Son, Deputy Director of the Department of Transport of Ha Tinh province, said that there are still 6 power lines that have not been relocated. The reason is the scarcity of construction materials. The locality has agreed with the Northern Electricity Company to set a date for the power outage.
Regarding rest stops, according to Mr. Son, there are advantages when the land area that needs to be cleared is mainly production land. It is expected that in the near future, Ha Tinh province will approve the land conversion plan to construct rest stops.
“We suggest that investors and contractors pay attention to repairing the roads that contractors borrow to transport materials. At this time, people need to go to the fields to produce, and the Lunar New Year is coming soon,” Mr. Son suggested.
