Vice Chairman of the National Assembly Tran Quang Phuong proposed checking the technical conditions of the traffic light system to prevent people from being unjustly fined after Decree 168/2024 takes effect.


On the morning of January 6, the National Assembly Standing Committee gave its opinion on the National Assembly's report on people's petition work in December 2024.

Opinions in the National Assembly Standing Committee highly appreciated the effects of regulations on administrative sanctions for violations of road traffic order and safety according to Decree 168/2024, and at the same time suggested paying attention to maintaining the traffic light signal system.

According to Vice Chairman of the National Assembly Tran Quang Phuong, since Decree 168/2024 took effect, people's awareness has improved.

"It is necessary to coordinate with all levels and sectors to check the technical conditions of the traffic light system, so that people are not wronged. This is a matter of great concern to National Assembly delegations and voters," said Mr. Tran Quang Phuong.

Chairman of the Economic Committee Vu Hong Thanh said that through monitoring, the spillover effect of Decree 168 on traffic safety and order is very positive. After only one day of implementation, people's traffic awareness has improved.

However, the traffic signal system has some areas that do not operate in accordance with regulations and still have technical problems. Therefore, he requested the competent authorities in charge of managing and maintaining the traffic light system to promptly handle the violations so that they can be strictly punished.

Also related to this issue, National Assembly Chairman Tran Thanh Man said that the authorities must strictly implement the regulations of the decree on penalties for traffic violations, but propaganda and dissemination work needs to be strengthened, especially through the media, to each household and citizen.

Speaking at the meeting, Senior Lieutenant General Tran Quoc To, Deputy Minister of Public Security, said that in the field of ensuring traffic order and safety, the functional sector has basically been proactive and well resolved, as stated in the report on people's petitions in December 2024.

Regarding the opinions raised by members of the National Assembly Standing Committee at the meeting, the Ministry of Public Security will accept them.

Speaking more about this content when concluding the working session, Vice Chairman of the National Assembly Tran Quang Phuong assessed that the regulation has had a very good effect, and people's awareness has changed significantly. "Young people who drink alcohol no longer dare to drive. There are not many people who run red lights anymore. But now we also need to pay more attention to wearing helmets," said Mr. Phuong.

Decree 168/2024 takes effect from January 1, 2025. Many violations will have their penalties increased sharply, such as car drivers running red lights will be fined 18-20 million VND, more than 3 times higher than the previous regulation. Drivers violating alcohol concentration levels of 0.25-0.4 mg/liter of breath or 50-80 mg/100ml of blood will be fined 18-20 million VND, an increase of 2 million VND.

For motorbikes, instead of being fined 800,000 - 1 million VND for running a red light, from January 1, 2025, this violation will be fined from 4-6 million VND (5-6 times more).

Drivers on the road with blood or breath alcohol concentration exceeding 50mg - 80mg/100ml of blood or exceeding 0.25 - 0.4mg/liter of breath will be fined 6 - 8 million (an increase of 2-3 million compared to current).

In addition, some acts such as transporting goods on a vehicle that is not securely tied; obstructing or failing to comply with inspection and control requests from law enforcement officers; failing to comply with traffic controllers' instructions... will have fines 3-30 times higher than current ones.
