Both dredging packages are unfinished.

For many reasons, for more than a year, most activities related to dredging the Co Co River have been left unfinished. This project is divided into two main sections: from Km0 - Km14 (from Hoi An to Nghia Tu bridge, Dien Duong ward, Dien Ban) and from Km14 - Km19+456 (from Nghia Tu bridge to the border of Da Nang city).

The dredging of the river section from Km0 - Km14 is blocked due to site clearance; the dredging material storage sites are full but cannot be sold...

The dredging volume of this section has so far only reached about 778 thousand cubic meters (about 55% of the total volume). The Nghia Tu bridge approach road still does not have resettlement land to develop a compensation plan for site clearance.

Mr. Nguyen Thanh Tam - Director of the Provincial Traffic Construction Investment Project Management Board proposed that in order to promote dredging of this section, it is necessary for relevant agencies to make efforts to speed up the compensation and site clearance progress, and soon hand over the construction site in the second to third quarter of 2024.

Not to mention stopping, the delay in the progress of this project is already a waste. Every day we delay is a day we have wasted in terms of paying interest and filling back the river in the dredged sections. The Provincial People's Committee's Executive Committee needs to proactively resolve the recommendations and obstacles of localities, departments, units and arrange resources to ensure progress. If necessary, the Provincial People's Committee should inspect the site clearance work of this project in the past to the commune level to find the bottlenecks and promptly resolve them.

In addition, it is necessary to speed up the resettlement arrangement for households related to the Nghia Tu bridge project before October 30, 2024 so that the construction unit can build the access roads at both ends of the bridge.

Package HA/W3-2 dredging Co Co River (from Km14 - Km19+456) has technically stopped despite being adjusted to extend the progress twice. If this section cannot be dredged, even if the section from Km0 - Km14 is completed, the entire route will not be open.

The Provincial Traffic Construction Investment Project Management Board proposed the Provincial People's Committee to supplement the list of projects implemented with local budget capital for the period 2026 - 2030 and assign the Dien Ban Town People's Committee to implement and promote effective exploitation. According to the calculation of the Provincial Traffic Construction Investment Project Management Board, the total estimated investment to complete this section of the route is about 168 billion VND.

Must continue to do

Up to now, the total investment for projects and items related to Co Co River has reached about 1,100 billion VND.

According to Standing Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation Le Van Dung, by all means we must continue to promote the dredging of the Co Co River, because the resources spent are very large, if left unfinished it will be a waste, causing great damage.

In particular, it is necessary to focus on key points and persistently resolve difficulties in site clearance work. We cannot stop because of difficulties; because there are some even more difficult cases that have persisted for many years in other key projects in the province that have been resolved recently.

It can be said that the Co Co River dredging project has missed its schedule as it is part of a group of projects that were set to be completed before March 2025, to celebrate the 50th anniversary of the liberation of Quang Nam - Da Nang.

Alternate member of the Party Central Committee, Secretary of the Provincial Party Committee Luong Nguyen Minh Triet requested that all relevant agencies and units must have high political determination to complete the project, in which the dredging project of Co Co River from Km14 - Km19+456 needs to be included in the group of key projects and driving forces for the 2020 - 2025 period of the province to monitor and promote implementation.

“If the balance can be achieved, it is necessary to immediately add the dredging project of the Km14 - Km19+456 section to the medium-term public investment plan for the period 2021 - 2025. After that, if necessary, the project implementation period can be extended and this is within the province's authority.

"In the immediate future, we must complete dredging the Km0 - Km14 section before the next Provincial Party Congress and strive to complete the entire route by the beginning of the 2026 - 2030 term," said Provincial Party Secretary Luong Nguyen Minh Triet.
