The project of dredging, emergency flood drainage and saltwater intrusion prevention of Co Co River was approved by Quang Nam province in 2018 and started in July 2020. In parallel with the project construction, the province assigned the Traffic Department to coordinate with the departments to develop a plan to manage and collect materials after dredging (sand) to submit to the province for decision.
In July 2021, the Traffic Department was assigned by the People's Committee of Quang Nam province to organize the auction of 1,015,780 m3 of sand for pouring the foundation after dredging at the project. Specifically, about 767,510 m3 of sand after dredging was gathered at the site; about 523,270 m3 of undredged sand.
The Traffic Department has selected Quang Viet Joint Stock Auction Company to organize the auction. The auctioned assets are all dredged and undredged sand of the project with a starting price of VND 144,000/m3, according to Decision No. 2216/QD-UBND dated August 24, 2022.
But after two auction announcements, no individuals or organizations registered to participate. The dredged sand remained intact and became a burden for both the project and the locality.
Faced with the above situation, the People's Committee of Quang Nam province has requested the Traffic Department to continue to preside over the organization of sand auctions after dredging the project according to the tasks assigned by the province.
But according to the report of the Traffic Department and the consulting unit, re-determining the starting price at the present time is not possible, because there is no information on the market applying the valuation method from the market approach to calculate and determine the price of the asset.
Therefore, the People's Committee of Quang Nam province has allowed the Traffic Department to continue applying the starting price approved by the Provincial People's Committee in Decision No. 2216 of 2022, and re-organize the auction (the starting price is 144,000 VND/m3).
Vice Chairman of Quang Nam Provincial People's Committee Tran Nam Hung also requested the Traffic Department to actively research to determine land prices according to the instructions. In case it cannot be determined, it will synthesize reports related to the lack of basis to determine the starting price at the present time.
Mr. Hung also requested that the auction be conducted first for the volume of sand that has been dredged and gathered at the site. Regarding the auction form, it is agreed to divide it into many lots for auction. The Department of Natural Resources and Environment shall preside over and coordinate with the Traffic Department to advise the Provincial People's Committee to consider and handle the undredged materials (sand) in accordance with regulations.
