Project Management Board 7 held a meeting with contractors working on the Van Phong - Nha Trang expressway to expedite the progress of the remaining items, as there is still a large volume of work to be done.
Speaking with a reporter from Giao Thong Newspaper, Mr. Tran Dinh Tuyen, Deputy Director of Project Management Board 7, said that he had worked with representatives of the contractors to reassess the progress of the remaining items of the Van Phong - Nha Trang expressway.
There is still a huge amount of work to be done, requiring contractors working on the Van Phong - Nha Trang expressway to make every effort to complete it.
According to Mr. Tuyen, the contractor's proposal to put nearly 70km of the Van Phong - Nha Trang expressway into operation before Tet (Lunar New Year) is a wish of both the contractor and the people.
Project Management Board 7 highly appreciates the contractor's efforts, determination, and strong commitment in the past and in the coming days. Putting this section of the expressway into operation as soon as possible is crucial, as it will enhance the project's investment efficiency and create favorable conditions for the people, especially during the Tet holiday.
However, based on the results of the work, the investor and contractors also agreed that there is still a large volume of work to be done on-site. Currently, there is 1km of T19 asphalt concrete paving remaining, and 18km of C16 asphalt concrete paving remaining.
Two intersections at National Highway 1 and National Highway 26 are currently under construction, with foundations and road surfaces being built. Of the 26 bridges, only about 12 have been completed, while 14 bridges still lack expansion joints. The Tan Lam bridge is only 2/3 complete in terms of the bridge deck, with expansion joints and railings yet to be constructed.
Currently, seven overpasses are under construction, with foundations and road surfaces being laid. Of these, four bridges have not yet completed expansion joints. The traffic safety system includes 16km of median dividers, 21km of guardrails, 23km of fences, and only 70% of road signs have been painted. Approximately 3.7km of access roads remain unfinished.

In addition, only one of the six embankment reinforcement locations has been completed, leaving approximately 2km unfinished. The lighting system for the three intersections has not yet been constructed; the bidding process for the operational facilities (rest stops) has only just begun, and the site has not yet been handed over.
In addition, there are two 200kV power lines along the route that are affecting operations and have not yet been relocated; four low-voltage power lines and fourteen meter-based power lines have also not been relocated...
"Generally, there is still a large volume of work to be done on-site. Another difficulty is that Khanh Hoa is in the rainy season, which greatly affects the asphalt paving and road surface painting. The construction process is not continuous, and if not careful, it will affect the quality. The evaluation committee highly appreciates the efforts of the contractors, however, completing the above items requires great effort on the construction site," Mr. Tuyen said.
Furthermore, according to Mr. Tuyen, in order to put the project into operation, regulations on acceptance procedures must be followed, and upon completion and commissioning, traffic safety must be verified. To carry out these procedures, the verification can only be done after construction is complete and requires at least 7-10 days.
The contractors are required to prepare all the necessary completion documents as stipulated in Decree 06/2021, which is very challenging. The investor will closely monitor the project acceptance documents daily; however, due to the large volume of work, it will take time.

In addition, the management and traffic organization process must be perfected step by step. First, a consultant will develop the management and operation procedures. The Road Management Department will review them, the Infrastructure Department will assess them, and only after they meet the requirements will they be submitted to the Ministry of Transport for approval. After this is completed, the investor will organize the acceptance of the facility and put it into operation. Then, they will report to the State Acceptance Council and organize a team to inspect the acceptance conditions for commissioning.
If all conditions are met and the State Acceptance Council approves its commissioning, the investor submits a document to the Ministry of Transport announcing the project's opening for operation. Completing these procedures and tasks takes 15-30 days.
Mr. Tuyen stated that both the investor and the contractor are making every effort to complete the project as soon as possible. However, this depends on the weather and the ability of the relevant authorities to complete the necessary paperwork.
Tomorrow (December 20th), the investor will invite relevant units such as the Construction Investment Management Department (the state management agency monitoring the construction process), the Infrastructure Department, Road Management Area 3, and the Khanh Hoa Provincial Department of Transport to conduct a site visit with the contractor and design consultant to inspect and assess the level of completion and readiness for use, in order to prepare a report for the Ministry of Transport's consideration.
Mr. Tuyen reiterated that there is still a large amount of work to be done, requiring the efforts of the investor, contractors, and all participating units in the project. The investor's goal is to ensure quality, which is the most important requirement; quality should not be compromised for the sake of deadlines. Secondly, traffic safety and human lives must be prioritized. And finally, all procedures must be strictly followed when putting the project into operation.
The North-South Expressway section from Van Phong to Nha Trang has a total length of over 83km, passing through Khanh Hoa province. In its phased implementation, the project will have 4 lanes, 17m wide, and a maximum speed of 90km/h. The total investment is over 11,800 billion VND. The project is expected to be completed by April 30, 2025, as directed by the Prime Minister , shortening the construction time by approximately 8 months compared to the original plan.
