Groundbreaking ceremony of VSIP Thai Binh Industrial Park project

On the morning of March 26, in Thai Thuy district, the groundbreaking ceremony for the VSIP Thai Binh Industrial Park infrastructure investment and business project took place. The groundbreaking ceremony was held in a combination of in-person and online sessions with the Government headquarters.

Central leaders, provincial leaders and delegates performed the project groundbreaking ceremony.

Attending the groundbreaking ceremony at the Government headquarters were Comrade Pham Minh Chinh, Politburo member, Prime Minister and Singaporean Prime Minister Lawrence Wong; Deputy Prime Ministers; leaders of ministries, branches, localities and enterprises of the two countries. On the side of the leaders of Thai Binh province, there were comrades: Nguyen Khac Than, Secretary of the Provincial Party Committee; Nguyen Quang Hung, Member of the Provincial Party Committee Standing Committee, Permanent Vice Chairman of the Provincial People's Committee.

VSIP Thai Binh Industrial Park Project is invested by Vietnam - Singapore Urban and Industrial Park Development Joint Stock Company. The project was approved by the Prime Minister in Decision No. 1004/QD-TTg dated August 29, 2023, located in An Tan and Thuy Truong communes (Thai Thuy). The project has a scale of 333.4 hectares in An Tan and Thuy Truong communes, Thai Thuy district, located in Thai Binh Economic Zone with a total investment of VND 4,932 billion (equivalent to nearly 212 million USD). VSIP Thai Binh Industrial Park Project is strategically located in the center of the Red River Delta with outstanding connectivity advantages when adjacent to the economic triangle of Hanoi - Hai Phong - Quang Ninh; The transport infrastructure system is conveniently connected to major provinces and cities in the region such as: Ninh Binh - Hai Phong Expressway (CT.08), the coastal road from Quang Ninh to Thanh Hoa, and the newly completed National Highway 37 put into operation. This location not only helps businesses easily access the largest seaport in the North and international airports, but also creates favorable conditions for trading goods and developing logistics services. The project will actively contribute to the strong transformation of the province's economic structure, promoting the rapid and sustainable socio-economic development of Thai Binh province.

Speaking at the ceremony, Prime Minister Pham Minh Chinh and Singaporean Prime Minister Lawrence Wong affirmed that the good political and diplomatic relations between the two countries, between the two ruling parties, and close exchanges between the two peoples over the past three decades have become concrete projects, bringing concrete benefits and material wealth to the two countries.

The groundbreaking ceremony took place right after the two countries upgraded their relationship to a Comprehensive Strategic Partnership during General Secretary To Lam's visit to Singapore; bringing new vitality, new momentum, and a new generation of cooperation to the bilateral relationship.

Assessing the overall relationship between the two countries, VSIP industrial parks are a symbol and the first generation VSIP model has been very successful. At the talks, the two sides agreed to upgrade this model, deploy second generation VSIP parks in the direction of sustainability, intelligence, digital transformation, green transformation and artificial intelligence application, enhancing environmental and social responsibility. Thereby, the two economies can complement each other; contribute to strengthening the effective and comprehensive cooperative relationship, creating momentum to attract new generation investment projects, contributing to the socio-economic development of both countries; bringing practical benefits to the two countries, two nations and peoples of the two countries. Prime Minister Pham Minh Chinh and Prime Minister of the Republic of Singapore Lawrence Wong believe that VSIP parks will continue to develop strongly, be centers of innovation, take the lead in sustainable development and be a pillar in the Vietnam - Singapore Comprehensive Strategic Partnership.

Speaking at the ceremony, Comrade Nguyen Manh Hung, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee emphasized: This is an important event, marking a step forward in attracting investment in Thai Binh province in particular, and the diplomatic relations between Vietnam and Singapore in general; creating a spillover effect in attracting investment, creating new momentum, new motivation, gradually raising the economic and investment position, creating a premise for the strong development of Thai Binh province in the era of national development.

The Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee highly appreciated the choice of the Investor when deciding to invest in the VSIP Industrial Park Project in Thai Binh Economic Zone and acknowledged the efforts of the Investor in implementing the procedures related to the project in the past time and hoped that the Investor would apply exemplary standards, creating a driving force for widespread development. At the same time, he affirmed that the project will create a breakthrough in attracting investment for in-depth industrial development associated with the goal of green growth and sustainable development, contributing significantly to budget collection, strengthening Thai Binh's internal strength for investment and development, creating jobs, better solving social security issues; along with other key projects, contributing to making Thai Binh one of the development poles of the Red River Delta region and the whole country. This meaningful event continues to affirm the consistent policy of Thai Binh province in its efforts to reform administrative procedures, improve the investment and business environment, attract investment, develop economic sectors, especially the economic sector with foreign investment capital, contributing to realizing one of the breakthrough tasks set forth in the Resolution of the 20th Provincial Party Congress: "Building and developing Thai Binh Economic Zone into a key and driving force for economic development of the province".

In order for the project to be completed and put into operation according to the registered schedule, promoting investment efficiency, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee requested investors to focus resources on implementing the project to complete it on time or earlier than the registered schedule, put the project into operation soon, meet the needs of attracting secondary investors; strictly comply with the provisions of the law on planning, land, investment, construction, environmental protection and relevant legal provisions. At the same time, proactively coordinate closely with departments, branches, and the People's Committee of Thai Thuy district during the project implementation process. Construction contractors strictly comply with technical standards and regulations on construction; ensure quality, construction safety, labor safety and environmental sanitation; do not let the construction process affect the lives, production and activities of people in the area surrounding the project; regularly monitor, inspect, and promptly remove difficulties of investors.

At the ceremony, VSIP leaders presented memorandums of understanding to 11 secondary investors and awarded 25 scholarships to students from An Tan and Thuy Truong communes. Then, Prime Minister Pham Minh Chinh and Singaporean Prime Minister Lawrence Wong, along with representatives from ministries, sectors, Thai Binh province and investors, pressed the button to start the project.
