Survey of construction site of Provincial Road 991 extension project

The survey team listened to representatives of the Regional Traffic Project Management Board and the Agricultural Sector report on the route direction, actual location and current status of the site before project implementation.

According to the Regional Traffic Project Management Board and the Agricultural Sector (investor), the project was approved by the Provincial People's Council and People's Committee to complete the East-West axis, connect important traffic infrastructure and support the transportation of goods from Cai Mep - Thi Vai port. The total initial investment is 1,330 billion VND.

The Provincial Road 991 extension project is 3.72km long, has a design speed of 60km/h, and has 4 lanes. The main items include the Bien Hoa - Vung Tau railway tunnel, the Rach Thi Vai overpass, the intersection with National Highway 51, and the inter-port road.

Currently, the Provincial People's Committee is adjusting the investment policy, increasing the total investment to VND2,088 billion and expanding the cross-section from 35-57m according to the new planning. This adjustment aims to ensure synchronous connection with strategic traffic routes such as Bien Hoa - Vung Tau Expressway, Ring Road 4, National Highway 56, while optimizing land funds, avoiding re-encroachment and creating favorable conditions for local socio-economic development. The estimated cost of compensation, support and resettlement is nearly VND960 billion.

The project is being invested in phases. The section from the beginning of the route to the Bien Hoa - Vung Tau railway underpass will have the median strip widened to reserve land for a complete interchange in the future. The section from the underpass to the end of the route will have 4 lanes, grass sidewalks and trees, ensuring land for expansion to 6 lanes after 2030.

Adjusting the investment policy helps optimize traffic infrastructure, strengthen connectivity between Cai Mep - Thi Vai area and key routes, promote the advantages of deep-water ports and promote regional economic development.

The purpose of the survey is to provide social feedback to evaluate and comment on the draft Provincial Road 991 extension project, detect shortcomings in the investment and construction of the project, propose practical solutions, ensure efficiency and suitability with reality. At the same time, protect the legitimate rights of the people and promote social consensus.
