On the afternoon of June 29, at the Lam Hung Duc River overpass (connecting Nghe An and Ha Tinh provinces), the Ministry of Transport coordinated with the People's Committees of Ha Tinh and Nghe An provinces to organize a ceremony to open the Dien Chau - Bai Vot expressway investment and construction component project from Km458+700 (QL46B) to the end of QL8A.

Speaking at the ceremony, Mr. Le Anh Tuan, Deputy Minister of Transport, said that the Dien Chau - Bai Vot expressway was implemented under the form of public-private partnership (PPP). However, due to the incomplete legal corridor at the time of commencement, the construction process encountered many difficulties. Investors, competent state agencies as well as related parties spent a lot of time negotiating.

When the capital problem was solved, the source of raw materials was scarce due to the impact of the war situation in the world, and the price of domestic materials increased. However, with the participation of the Government, ministries and the two provinces of Nghe An and Ha Tinh, many problems were resolved. The contractor worked through the holidays to put the project into operation.

The completion of the last 19km helps the entire Dien Chau - Bai Vot expressway section to be exploited synchronously over a total length of 49km, shortening the travel time from Hanoi to Nghe An to only about 3.5 hours instead of more than 5 hours as before.

This is also the final piece, marking the completion of all 11 component projects of the project to build a number of expressway sections on the North-South Eastern route in the 2017-2020 period with a total length of 652.86km.

Located on the North-South Expressway, the 49.3 km Dien Chau - Bai Vot route passing through Nghe An (44.4 km) and Ha Tinh (4.9 km) provinces was started in May 2021. To meet transportation needs, phase one of the project has a scale of 4 lanes, 2 lanes on each side, a 17m wide roadbed, allowing cars to run at a maximum speed of 90 km/h, minimum 60 km/h.

The total investment capital of the project is 11,157 billion VND. The project is managed by the Ministry of Transport as the competent state agency. Project Management Board 6 is the project management agency. The investor is a consortium: Hoa Hiep Company Limited - CIENCO4 Group - Nui Hong Company Limited - Truong Son Construction Corporation - VINA 2 Investment and Construction Joint Stock Company.

The project enterprise is Phuc Thanh Hung Investment Joint Stock Company. Although not the longest, the Dien Chau - Bai Vot route is a project with difficult construction terrain and complex geology, requiring the use of many high-tech solutions, including: overpasses, large river bridges and mountain tunnels.... In which, Than Vu tunnel is about 1,100m long, the second longest mountain tunnel project on the North - South expressway in the East in the period of 2017 - 2020 (after Nui Vung tunnel on the Cam Lam - Vinh Hao route).

This is also a tunnel project deployed in a very special terrain. The tunnel excavation work is carried out halfway up the mountain instead of at the foot of the mountain like most other tunnel projects on the route. In phase 1, the project will exploit a tunnel tube on the right side of the route first. The left tunnel tube has been dug through, the tunnel lining has been poured with concrete, serving rescue work during phase 1 exploitation. On the route, there is also Hung Duc bridge with a length of about 4,015m across Lam river, connecting Nghe An province with Ha Tinh, which is the longest river crossing bridge on the North-South expressway in the East.

Implementing the Prime Minister's direction "crossing rivers by building bridges, crossing fields by pouring soil, crossing mountains by carving mountains", the Dien Chau - Bai Vot expressway section also invested in 4 large terrain overpasses, including: Xuan Duong 2 bridge, Than Vu 1 bridge, Than Vu 2 bridge, and O O bridge.

Among them, Xuan Duong 2 Bridge is the bridge with the tallest pillar on the route, with the tallest pillar reaching 52m. Than Vu 2 Bridge is the longest overpass bridge, with a length of nearly 1,300m.
