Mr. Tran Duc Loi: It can be said that Quy Hop is one of the localities with the most mineral exploitation and processing activities in Nghe An province. Recently, mineral exploitation and processing in the area has been seriously implemented by organizations and individuals in accordance with the provisions of the law.

However, in recent years, the production and business of enterprises in the mineral sector have also encountered many difficulties due to: The epidemic situation, the world's instability with many complicated developments... which greatly affected production and business, especially the export of mineral products; High electricity and gasoline prices also increased production costs; State management in the mineral sector and tax sector is strictly managed; The inspection of mineral transport vehicles, control of the transportation of oversized and overloaded vehicles is strengthened...

Reporter: So, sir, in recent years, how have mineral exploitation and processing activities in the area contributed to solving employment and social security for the locality?

Mr. Tran Duc Loi: In recent times, enterprises in the district in general and enterprises operating in the field of mineral exploitation and processing in particular have made many contributions in creating jobs for thousands of local workers; at the same time, they have made great contributions to the social security work of Quy Hop district, specifically:

- From 2015 to 2023, the annual contribution of Enterprises to social security work through the District Fatherland Front is 28,296,178,708 VND, of which: Tet for the poor is 19,782,107,000 VND; Support for compatriots and floods in the Central region: 374,583,708 VND; Covid 19 prevention is 699,488,000 VND; Repair and build 120 new houses with an amount of 7,110,000,000 VND; Livelihood support for 23 poor households with an amount of 330,000,000 VND...

Mineral exploitation and processing activities contribute to creating thousands of jobs for local workers.

- From 2012 to present, enterprises in the district have also contributed to the construction of public works such as: Construction of Choong Temple in Chau Ly commune with the amount of 11 billion VND; Construction of La pagoda with the amount of 5 billion VND; Construction of Chau Hong commune martyrs' monument, clean water, kindergarten with the amount of 2 billion VND; Construction of the district martyrs' cemetery with the amount of 5 billion VND; Construction of the district political center hall with the amount of 7 billion VND; Construction of flood protection embankment in Con village, Le Luom village, Chau Quang commune with the amount of 1.7 billion VND...

PV: Could you please tell us about some of the difficulties and shortcomings in the licensing of mineral exploitation in the area? What are the difficulties and limitations in the current exploitation situation as well as the policy mechanisms and social responsibilities of mineral exploitation enterprises towards the locality?

Mr. Tran Duc Loi: The difficulties and shortcomings in the licensing of mineral exploitation are due to the large amount of mineral activities in the locality. The district currently has 82 mines with valid licenses. Of these, 14 mines are licensed to exploit combined ore and stone, 34 mines are licensed to exploit white marble, 30 mines are licensed to exploit construction stone, 01 license to exploit mineral water, 02 sand and gravel mines; There are 158 mineral processing factories, of which 47 are individual business households.

Previously, when granting mineral exploitation licenses, the competent authority only granted the mining area but did not grant the auxiliary area in mining activities such as (land for construction of auxiliary works, operating houses, factories, warehouses, land for dumping waste, etc.); environmental protection work has not been invested synchronously, especially in industrial clusters, concentrated stone processing areas, etc.; The task of state management of natural resources and environment of the District People's Committee is very large, with many complicated fields: Land, minerals, environment; Funding for state management of mineral activities and environmental protection is still limited, the most difficult is for the commune level...

Mineral exploitation and processing must always go hand in hand with environmental protection and social security, minimizing impacts on the lives and production of local people.

Regarding social security work of mineral exploitation and processing enterprises in the area, it has been well implemented. However, in the coming time, enterprises need to have a higher responsibility for environmental protection and social security, especially paying attention to investing in infrastructure and social security welfare projects for people in remote areas directly affected by mineral activities, contributing to improving living standards and sustainable poverty reduction.

PV: With the above shortcomings and problems, please give recommendations and solutions to overcome the above shortcomings and problems?

Mr. Tran Duc Loi: Given the above-mentioned shortcomings and difficulties, we have the following recommendations:

Firstly, it is recommended that the Standing Committee of the Provincial Party Committee and the People's Committee of Nghe An consider Quy Hop a special district in terms of minerals to have policies to support the district People's Committee in terms of funding, means, human resources, etc. Specifically, support funding to carry out the tasks of inspection, management and investment in infrastructure related to mineral activities without including it in the annual budget balance to ensure good implementation of state management of mineral resources, environmental protection in the area, especially unlicensed minerals as well as doing a good job of social security and sustainable poverty reduction.

Quy Hop needs to be considered a special district in terms of minerals to have support policies in terms of funding, means, human resources... to serve the management of mineral exploitation and processing activities.

Second, provincial departments and agencies need to promptly remove and have solutions to handle difficulties and obstacles in mineral activities to both facilitate localities in State management of land and minerals and avoid tax losses for the State.
