Speaking at the opening of the session, National Assembly Chairman Tran Thanh Man emphasized: The 8th session of the 15th National Assembly takes place after the very successful 10th Conference of the 13th Party Central Committee. This session is of great significance, the National Assembly will discuss and decide on many issues to promptly remove difficulties and obstacles in terms of institutions and policies, unblock resources, overcome bottlenecks, all for the socio-economic development of the country and to ensure the people's lives.
The National Assembly Chairman said: The session will take place for 29.5 days (from October 21 to November 30, 2024). Legislative work is the main content, taking up most of the session's time, with 31 draft laws and draft resolutions being discussed.
Emphasizing that the draft laws and resolutions considered by the National Assembly at this Session are related to many sectors and fields that are urgently required by reality and are of great interest to many businesses, voters and people, the National Assembly Chairman requested that National Assembly deputies promote democracy, intelligence, professionalism and science, focusing on comprehensive comments on both the content and legislative techniques of the draft laws. The thinking of law-making has shifted from management to resource mobilization, strengthening decentralization and delegation of power, ensuring sufficient capacity for decentralized and delegated agencies to organize and carry out their work; not allowing local interest groups and interests in laws and resolutions, ensuring that when the laws and resolutions are passed by the National Assembly, they are of high quality and have a long lifespan.
Regarding socio-economic and state budget issues, the National Assembly Chairman requested that National Assembly deputies closely follow the Resolutions of the Party, National Assembly, and Government on socio-economic development; analyze and evaluate objectively and comprehensively, focusing on major issues, important achievements, shortcomings, limitations, and weaknesses, and propose practical and effective solutions; pay attention to new impacts and difficulties arising from complicated developments in the world and regional situation, especially overcoming the severe consequences of natural disasters and floods in 26 northern provinces and cities and some central provinces...
The National Assembly Chairman also said: The National Assembly will consider electing the President of the Socialist Republic of Vietnam and a number of other personnel matters within its authority in accordance with Party regulations and State laws.
For the success of the session, National Assembly Chairman Tran Thanh Man asked National Assembly deputies to continue promoting democracy, further upholding the sense of responsibility, thoroughly researching, discussing enthusiastically in a constructive spirit, contributing many quality opinions, meeting the expectations of voters and people nationwide.
Speaking at the opening session, General Secretary and President To Lam said: The 10th Conference of the 13th Party Central Committee has been a great success. The Politburo and the Secretariat have also organized a national conference at the grassroots level to disseminate and implement the Resolution of the 10th Central Conference. With a spirit of innovation, solidarity and unity, the 10th Central Conference discussed and decided on many important contents, unified awareness and action to focus on leadership, direction, acceleration, breakthroughs, and completion of the goals and tasks of the 13th Congress term, and preparation for the 14th Party Congress.
General Secretary and President To Lam highly appreciated that the activities of the National Assembly have undergone many substantial and more effective innovations in recent times. The National Assembly has increasingly promoted its role as the highest representative body of the people and the highest organ of State power. However, the General Secretary also pointed out that there are still shortcomings and limitations in the organization and activities of the National Assembly that need to be promptly overcome.
To meet the country's development requirements in the new era, General Secretary and President To Lam proposed that the National Assembly continue to strongly innovate its organization and operations. In particular, focusing on strongly innovating legislative work, transforming the thinking of law-making in the direction of both ensuring state management requirements and encouraging creativity, liberating all productive forces, and unleashing all resources for development. Absolutely do not administrativeize the activities of the National Assembly, legalize the provisions of decrees and circulars. Innovate the process of building and organizing the implementation of laws, closely follow reality to build legal regulations, learn from experience while doing, do not be hasty but also do not be perfectionist to lose opportunities, take people and businesses as the center.
Better perform the supreme supervisory function and decide on important issues of the country. Strongly innovate the organization and activities of the National Assembly to ensure effective and efficient operations, improve the quality and effectiveness of the performance of duties and powers of National Assembly deputies; consider this one of the key factors to innovate the activities of the National Assembly.
Emphasizing that the world is in a period of epochal change, the country is also standing at the historical door to enter a new era - the era of national development; the country's burning reality is posing urgent issues that need to be resolved, the people are waiting and expecting the decisions of the Party, the State, the National Assembly, the General Secretary and President requested the National Assembly, the National Assembly agencies, and the National Assembly deputies to promote the spirit of solidarity, responsibility, innovation, breakthrough, and excellently fulfill their responsibilities, contributing with the entire Union, the entire people, and the entire army to unite and strive to soon successfully build a socialist Vietnam, standing shoulder to shoulder with the world powers as the wish of the great President Ho Chi Minh and the aspiration of the entire nation.
In the opening session, the National Assembly listened to the Report on the results of the implementation of the socio-economic development plan for 2024, the projected socio-economic development plan for 2025; the Report synthesizing opinions and recommendations of voters and people sent to the 8th Session of the 15th National Assembly; and the Report on the results of monitoring the settlement of voters' recommendations sent to the 7th Session of the 15th National Assembly.
Before the opening session, Party and State leaders and National Assembly deputies laid wreaths and visited President Ho Chi Minh's Mausoleum; the National Assembly observed a moment of silence to commemorate soldiers who sacrificed their lives and people who died due to natural disasters in recent times.
In the afternoon, the National Assembly listened to the Presentation and Report on the review of the Electricity Law project (amended) and conducted personnel work within its authority.
