With the theme: “Promoting sustainable, comprehensive, science-based and evidence-based solutions to the 2030 Agenda and the Sustainable Development Goals (SDGs) so that no one is left behind”, the 12th APFSD convened with the participation of representatives of the United Nations system agencies in Thailand, member states, international and social organizations and relevant parties. In her opening remarks at the Forum, UN Under-Secretary-General and Secretary-General of the Economic and Social Commission for Asia and the Pacific (ESCAP) Armida Salsiah Alisjahbana stated: “With the technology and finance driving the world today largely coming from the region, the means to achieve sustainable development lies within us. Our commitments must be translated into concrete actions.”

Speaking at the Forum, Ambassador Pham Viet Hung affirmed that in implementing international commitments, Vietnam has made continuous efforts to promote the implementation of the SDGs. The implementation of the SDGs has been specified in national, sectoral, and local policies, mobilizing participation and active contributions and becoming a common task of all relevant parties. The monitoring and evaluation of the implementation of the SDGs has become a regular and continuous task.
In recent times, Vietnam has achieved certain achievements in implementing the SDGs, which have been highly appreciated by the international community, demonstrated through a number of indicators on: Mother and child care (SDG 3); Improving women's time for unpaid housework and family care (SDG 5); Creating jobs and sustainable GDP growth (SDG 8); Promoting partnerships and mobilizing resources for implementing the SDGs (SDG 17).
However, Ambassador Pham Viet Hung also said that, like other countries in the world, the implementation of the SDGs in Vietnam still faces many difficulties and challenges in the context of the world and the region continuing to have complex developments and the world continues to face multi-dimensional crises and challenges such as: poverty, conflict, epidemics, environmental pollution, degradation of natural resources and climate change.

Ambassador Pham Viet Hung expressed at this Forum that Vietnam hopes that countries in the region will discuss and realize the "Future Pact" in the region to make practical contributions to global efforts in implementing the 2030 Agenda and the SDGs.
During the four-day Forum from 25-28 February, delegates will undertake an in-depth assessment of the region’s progress towards SDGs 3 (good health and well-being); 5 (gender equality); 8 (decent work and economic growth); 14 (life below water) and 17 (partnerships for the Goals). The outcomes of the Regional Forum will feed into the Global High-Level Political Forum in July.

Also within the framework of this Forum, ESCAP, the Asian Development Bank (ADB) and the United Nations Development Programme (UNDP) jointly launched the latest version of the Asia-Pacific SDG Partnership Report 2025, which highlights the urgent need for a just transition to a green and blue economy. This is a necessary step to address climate change while ensuring sustainable, equitable and inclusive development, creating decent jobs and leaving no one behind.
The report shows that a just transition has the potential to create millions of new jobs while addressing the risks of disruption to jobs and livelihoods, particularly for workers in carbon-intensive industries, the informal sector and those without social protection. It also highlights more than 50 examples of potential solutions and good practices being implemented across the region, showing that a just transition can be achieved on multiple fronts and can be scaled up and adapted across diverse national contexts.
