The issuance of the above Plan aims to effectively implement Decision No. 316/QD-TTg dated March 29, 2023 of the Prime Minister approving the Lao Cai Provincial Planning for the period 2021 - 2030, with a vision to 2050; develop a roadmap to effectively organize and implement programs and projects to complete the set planning goals and tasks.
At the same time, specifically determine the progress and resources for implementing programs and projects to develop policies and solutions to attract social resources in implementing the planning; promote the development of sectors, fields, programs and projects according to the approved planning; establish a framework for implementation results for each stage as a basis for reviewing and evaluating the implementation of the planning; consider adjusting and supplementing tasks and solutions to achieve the set development goals.
The plan provides main contents on implementing public investment projects and investment projects using capital sources other than public investment capital.
In which, public investment projects : Focus on implementing infrastructure projects that create great spillover effects, especially the province's strategic transport infrastructure, ensuring synchronization, connectivity, modernity, promoting regional connectivity associated with economic development corridors (Kunming - Lao Cai - Hanoi - Hai Phong - Quang Ninh economic corridor; Lang Son - Hanoi - Hai Phong - Quang Ninh economic corridor); especially routes connecting provinces in the Northern midland and mountainous region, routes creating new development space, traffic connection routes with regions and localities that have positive impacts on the socio-economic development of the province (especially Hanoi city)... Opening new and upgrading provincial roads, intersections connecting with the Hanoi - Lao Cai expressway.
Investing in completing the tourism technical infrastructure system, meeting the criteria of areas recognized as national tourist areas, provincial tourist areas; renovating, embellishing, and promoting the value of special national relics, national relics, provincial relics; investing in important cultural and sports institutions; supporting investment in facilities of public health facilities, public vocational training facilities that are not yet self-sufficient in investment; strengthening facilities for the education and training sector to meet standards; investing in public social protection facilities; drug rehabilitation facilities; supporting investment in facilities for the science and technology sector; water supply and drainage works and projects; works for collecting and treating wastewater and solid waste; infrastructure of industrial zones and clusters; electricity projects;...
