Plan to implement the Plan for protection and exploitation of aquatic resources

Deputy Prime Minister Tran Hong Ha has just signed Decision No. 1598/QD-TTg approving the Plan, policies and solutions to implement the Planning for protection and exploitation of aquatic resources for the 2021-2030 period, with a vision to 2050.

Deputy Prime Minister Tran Hong Ha has just signed Decision No. 1598/QD-TTg approving the Plan, policies and solutions to implement the Planning for protection and exploitation of aquatic resources for the 2021-2030 period, with a vision to 2050.

Increase the area of marine reserves, aquatic resource protection areas, and artificial habitats for marine aquatic species.

The Plan is issued to guide ministries, branches and People's Committees of provinces and centrally run cities in coordinating with the Ministry of Agriculture and Rural Development to implement the Plan.

Along with that, build a roadmap and organize implementation to ensure the goals, tasks and solutions of the Plan in each stage from now to 2030; determine methods, resources and coordination mechanisms between ministries, branches and People's Committees of provinces and centrally run cities in implementation.

The requirement is to ensure the increase in the area of marine reserves, aquatic resource protection areas, and artificial habitats for marine aquatic species; combine the adjustment of the number of fishing vessels to suit aquatic resources; reduce exploitation intensity; combine the conversion of occupations and fishing gears that greatly affect the environment and ecosystem to occupations that are friendly to the environment and aquatic resources...

Implementation plan

For public investment projects, the Plan clearly states that, based on the capital level assigned in the medium-term public investment plan for the 2021-2025 and 2026-2030 periods of the Ministry of Agriculture and Rural Development and localities, priority investment projects for the 2021-2025 and 2026-2030 periods of the Plan will be implemented.

The Ministry of Agriculture and Rural Development and localities shall preside over and coordinate with relevant ministries and branches to continue investing in projects with identified capital sources in the medium-term public investment plan for the period 2021 - 2025; projects expected to be invested in the period 2026 - 2030 from public investment capital, in which, priority is given to allocating capital to projects implemented in accordance with the provisions of the law on public investment; priority is given to implementing unfinished and unsynchronized projects in the previous phase to promote efficiency, specifically:

For infrastructure investment projects for marine protected areas, the order of investment priority is determined as follows: (1) investment in marine protected areas "forwarded" in the Planning; (2) investment in newly established national marine protected areas according to the Planning; (3) investment in newly established provincial marine protected areas according to the Planning.

Some priority projects include: Project to adjust the boundary and area of Bach Long Vy Marine Reserve; Project to adjust the boundary and area of Con Co Marine Reserve; Project to adjust the boundary and area of Cu Lao Cham Marine Reserve; Project to adjust the boundary and area of Ly Son Marine Reserve; Project to adjust the boundary and area of Phu Quoc Marine Reserve; Project to establish a new Co To - Tran Island Marine Reserve; Project to establish a new Bai Tu Long Marine Reserve...

For investment projects to form artificial habitats for aquatic species in the sea, the order of investment priority is determined as follows: (1) investment in coastal areas to prevent the activities of trawlers; (2) investment in the remaining areas according to the Planning.

For investment projects implementing the planning content on fisheries exploitation for the period 2021 - 2030: Implement according to regulations approved by competent authorities.

The Ministry of Agriculture and Rural Development and localities are responsible for reviewing the implementation of projects, especially priority projects, to ensure efficiency and feasibility in accordance with regulations and to prevent loss and waste.

Investment projects using capital sources other than public investment capital

According to the Plan, for investment projects to form artificial habitats for aquatic species in the sea in the period of 2021 - 2025, investment in the central coastal area was affected by the marine environmental incident in 2016.

Projects implementing the planning content on fisheries exploitation for the period 2021 - 2030: Implement according to regulations approved by competent authorities.

Regarding the land and water use plan, the Plan clearly states that the demand for water use by 2030 has been determined in Clause 3, Section III, Article 1 and Appendices I, II, III, IV, V, VI issued with Decision No. 389/QD-TTg dated May 9, 2024 of the Prime Minister.

The People's Committees of provinces and centrally run cities shall coordinate with ministries and branches to review land use needs for the protection and development of aquatic resources, and allocate investment in accordance with the national land use criteria for the period 2021 - 2030, with a vision to 2050; the 5-year national land use plan 2021 - 2025 approved by competent authorities, ensuring economical, effective and proper land use.

Prioritize state budget allocation to establish, invest in and effectively manage marine protected areas.

Identifying resources and resource use to implement the planning, the Plan clearly states that priority is given to allocating state budget to establish, invest in and effectively manage marine conservation areas and artificial habitats for aquatic species in the sea; research, application and technology transfer; training human resources; and solving urgent issues in protecting and exploiting aquatic resources.

Arrange human resources to ensure implementation of the Plan and organize management and effective use of public investment products according to the Plan.

7 policies and solutions for planning implementation

The Decision also clearly states 7 policies and solutions to implement the planning, including: 1. Attracting investment for development according to the approved planning; 2. Developing human resources; 3. Developing science and technology; 4. Ensuring social security; 5. Protecting the environment; 6. Ensuring financial resources; 7. Ensuring national defense and security.

In particular, regarding the development of science and technology, according to the Plan, technical and economic norms will be developed for investment in the establishment of new or adjusted areas of marine reserves; artificial habitats for aquatic species in the sea; technical and economic norms for fishing occupations as a basis for converting fishing occupations that affect the resources and habitats of aquatic species; research, conservation and development of endangered, precious and rare aquatic species; endemic aquatic species; aquatic species with economic value and specific marine ecosystems; strengthen research and application of information technology, digital technology, artificial intelligence in the management of aquatic resource protection and exploitation activities. At the same time, organize the construction of digital data infrastructure, digital maps of aquatic resource protection and exploitation activities.

To protect the environment, the Plan clearly states that it will strengthen inspection, examination and supervision of activities of exploiting and protecting aquatic resources; investment projects in infrastructure of marine protected areas, investment in forming artificial habitats for aquatic species in the sea; projects to adjust boundaries, areas and establish new marine protected areas, ensuring compliance with legal regulations on environmental protection; monitoring and forecasting the living environment of aquatic species; promptly detecting and handling pollution and environmental degradation in inland and marine water bodies.

Training and developing human resources in aquaculture in accordance with the development reality of the industry.

The Prime Minister assigned the Ministry of Agriculture and Rural Development to organize the announcement and dissemination of information on the Planning and Plan to ministries, branches, local authorities at all levels and people for information and implementation; develop a set of indicators to monitor and evaluate the implementation of the Planning and Plan to serve the work of monitoring and evaluating the effectiveness of the Planning; organize conferences and workshops to guide, review and evaluate the implementation of the Planning and Plan.

At the same time, train and develop aquatic human resources in accordance with the development reality of the industry; monitor the living environment of aquatic species for the purpose of exploiting and protecting aquatic resources.

The Ministry of Planning and Investment shall preside over and coordinate with the Ministry of Finance to report to competent authorities for consideration and arrangement of capital sources for the Ministry of Agriculture and Rural Development and localities to implement public investment projects in accordance with the provisions of the law on public investment and the law on the state budget.

Based on the balancing capacity of the central budget, on the proposal of the Ministry of Agriculture and Rural Development, relevant ministries, branches and localities, the Ministry of Finance shall preside over, synthesize and report to competent authorities for consideration and allocation of capital sources according to the provisions of the State Budget Law, the Public Investment Law and guiding documents to effectively implement the objectives and contents of the Plan.

The Ministry of Natural Resources and Environment shall preside over and coordinate with the Ministry of Agriculture and Rural Development to guide localities in developing plans for land and water use, biodiversity conservation, and effectively implementing planning contents; and develop national technical regulations on waste for aquaculture facilities in accordance with the specific characteristics of the industry, ensuring sustainable development.

The Ministry of Industry and Trade shall preside over and coordinate with the Ministry of Agriculture and Rural Development to implement policies and solutions to promote, develop, expand markets, promote trade, and resolve trade barriers (if any) for exploited aquatic products.

The People's Committees of provinces and centrally run cities shall organize the implementation of the Plan in the province; widely disseminate and popularize the contents of the Planning and Plan; organize conferences and workshops to review and evaluate the implementation of the contents of the Planning and Plan in the province; monitor and evaluate the implementation of the Planning according to the guidance of the Ministry of Agriculture and Rural Development.

Associations and trade associations in the fisheries sector coordinate with the Ministry of Agriculture and Rural Development and provinces to disseminate and popularize the content and implementation plan of the Plan to the business community and fishermen. Participate in building brands of aquatic products, trade promotion activities, vocational training, and coaching for fishermen to develop their livelihoods and change their jobs appropriately; organize aquatic production according to the value chain, with responsibility, quality, efficiency and sustainability.
