Strengthening the handling of IUU violations

On the afternoon of August 28, the Government held an online conference on combating illegal, unreported and unregulated (IUU) fishing. At the Nghe An bridge, comrade Nguyen Van De - Vice Chairman of the Provincial People's Committee chaired.

Since the fourth inspection by the EC, 2,877 cases of administrative violations in the fisheries sector have been fined with a total amount of over VND93 billion. However, the situation of Vietnamese fishing vessels and fishermen violating illegal fishing in foreign waters continues to be complicated and increasing. From the beginning of 2024 to now, 55 cases/378 fishermen have been handled, an increase of 21 vessels/139 fishermen compared to the same period in 2023.

In Nghe An province, there are 3,630 fishing boats, of which 2,733 are required to be registered, and 93.52% of the boats have been registered. The number of boats with installed journey monitoring devices is 97.85%.

In the first 8 months of 2024, Nghe An province has fined 183 cases, with a total fine of over 3 billion VND, 3.7 times higher than in 2023.

Recently, Nghe An province has focused on handling fishing vessels that do not dock to unload aquatic products according to regulations, fishing vessels that exploit in the wrong area, and fishing vessels that lose VMS connection. Accordingly, in the first 8 months of 2024, Nghe An province has sanctioned 183 cases, with an amount of over 3 billion VND, 3.7 times higher than in 2023.

Speaking at the conference, Prime Minister Pham Minh Chinh requested ministries, branches and localities to thoroughly handle the situation of "3 no's" fishing vessels and the situation of disconnecting fishing vessels; Strengthen propaganda and education for people to strictly enforce the law, and prevent fishermen from violating IUU from the beginning. All levels and branches need to play a good role in monitoring vessels entering and leaving ports, during the exploitation and unloading of goods at ports. Enterprises need to purchase and process seafood with clear origins. Fraudulent acts and acts of assisting in the legalization of documents of illegal seafood products will be strictly handled.

Prime Minister Pham Minh Chinh also requested strict punishment for local Party committees, authorities, and state management agencies that allow IUU violations to occur. The Ministry of Agriculture and Rural Development will lead the organization of delegations to strengthen inspections in localities; Ministries and local sectors need to make efforts so that after the fifth inspection by the EC, Vietnam will be able to remove the yellow card. Localities need to create sustainable livelihoods for people by developing aquaculture./.
