The Party Committee, government and Fatherland Front of Tan Minh commune (Da Bac) handed over Great Solidarity houses to poor households in Co Phay hamlet.
According to the review in early 2024, the total number of temporary houses in the district that the Provincial People's Committee has decided to support and proposed to the Provincial Fatherland Front Committee for support is 2,387 houses, of which 1,782 are newly built houses and 605 are repaired houses. From 2024 to present, the Fatherland Front Committees at all levels in the district and local authorities have surveyed, supported and awarded 486 Great Unity houses to poor households, and are building 131 houses. Along with capital from national target programs and socialized sources, the district has implemented many programs, campaigns, emulation movements, and mobilized resources to support housing construction for people. Many units, businesses and individuals have actively supported the Fund for the Poor, contributing resources to eliminate temporary housing through many forms such as cash, materials... From the Fund for the Poor allocated by the province, the District Fatherland Front Committee and localities have been surveying, supporting and constructing houses for poor households in difficult areas such as: Tan Minh, Muong Chieng, Dong Chum, Nanh Nghe...
Tan Minh is a difficult area of Da Bac district. In 2024, the commune called for and received resources from the Vietnam Fatherland Front Committee and philanthropists to build houses for 114 households in especially difficult circumstances. During the implementation process, some difficulties were encountered such as: Some households did not have enough documents and land papers according to regulations; lack of counterpart funds; not suitable age to start building houses due to the beliefs of the Dao and Tay ethnic groups... To complete the program according to the plan, the commune hopes to receive support from the community, contribute money, materials, working days, support households with additional sources of livelihood, gradually stabilize their lives, rise out of poverty, and eliminate the mentality of waiting and relying. According to the plan, from now until May 30, 2025, Tan Minh commune must complete houses for 189 households.
Comrade Dinh Thi Kieu, Chairwoman of the Fatherland Front Committee of Da Bac district, said: "In response to the movement of housing construction for the poor launched by the province, the People's Committee and the Fatherland Front Committee of the district have actively directed the implementation of plans with the highest determination and effort. In particular, the Fatherland Front together with departments, branches, organizations, and local authorities organized a review of suitable subjects for timely support, ensuring objectivity and transparency. In addition, the Fatherland Front at all levels and the Front Working Committee in residential areas have stepped up inspection, supervision, and urging the progress of housing construction for poor households in accordance with regulations. The district is determined to complete the housing construction program for the poor before May 30, 2025".
With the principle of supporting housing construction ensuring publicity, transparency, prioritizing the use of available materials and labor to reduce costs, many localities have learned and applied good and creative ways to effectively implement the program. People with merit contribute labor, people with property contribute property, material suppliers reduce prices to reduce construction costs, with the same amount of support money, the house will be of better quality. The support objects are surveyed and carefully evaluated, with priority given to poor ethnic minority households, policy families, and people with meritorious services to the revolution. The support level is 50 million VND/house, increasing to 60 million VND/house in 2025 for households needing to build new houses, and 30 million VND/house for households needing to repair. After completion, the house must have a usable area of over 30m2, a lifespan of 20 years or more, and meet the "3 hard" standards of the Ministry of Construction. Localities also do a good job of inspection and supervision to avoid waste and misuse.
Comrade Dinh Thi Kieu, Chairwoman of the Fatherland Front Committee of Da Bac district, added: "To complete the goal of eliminating all temporary and dilapidated houses by May 30, 2025, in the coming time, the district will increase disbursement, develop specific plans for each household, and continue to mobilize resources to support the poor and the poor. At the same time, step up propaganda and mobilize poor households to strive to rise up and support their livelihoods. Thereby creating sustainable efficiency, contributing to the effective implementation of the National Target Program on sustainable poverty reduction, new rural construction and socio-economic development in the locality".
