The province has issued many specific mechanisms and policies to promote gender equality and women's advancement; strengthen child protection and care; increase the number of women benefiting, especially poor women and ethnic minority women. Communication and awareness raising work has been strengthened, expanding the area and number of participants. Communication forms have been innovated. Sectors and localities have actively promoted the implementation of laws on gender equality in combination with the implementation of the Law on Prevention of Domestic Violence, the Law on Children, the Law on Prevention of Human Trafficking, mobilizing the active participation of men and young people.
The province is currently building and maintaining 33 gender equality models; 110 marriage, family and gender equality clubs; over 100 trusted addresses and many shelters, hotline numbers at the commune level; the model "Support for preventing and combating violence against women and girls" (Sunshine House), sponsored by the United Nations Population Fund and the Korea International Cooperation Agency.
The province will pilot the replication of 11 models on preventing and combating gender-based violence (2021-2023) in 10 districts, towns and cities; deploy the pilot model "Safe, friendly city, anti-harassment and abuse of women and children in public places" in Ha Long city; and a model to enhance capacity for women to start and develop businesses in localities.
Over the years, the provincial women's union at all levels has always been the core in gender equality programs and activities, protecting the legitimate rights and interests of women and girls. Conferences on propaganda, training, dissemination of laws, legal aid, etc. have been increased in number, reaching a large number of cadres and women's union members at the grassroots level. Specific support policies have been fully and promptly implemented, promoting effectiveness; contributing significantly to protecting the legitimate rights and interests of women and girls in the province.
Notably, since the beginning of 2024, the Provincial Women's Union has focused on implementing Project 8 "Implementing gender equality and solving urgent issues for women and children" (under the National Target Program on socio-economic development in ethnic minority and mountainous areas for the period 2021-2030). To implement Project 8, the Provincial Women's Union has surveyed the needs and assessed people's awareness of gender stereotypes, domestic violence, and urgent issues for women and children that need attention and resolution in 39 communes in 8 localities implementing the project, namely Ha Long, Mong Cai, Ba Che, Hai Ha, Dam Ha, Tien Yen, Binh Lieu and Van Don.
In 2024, the Provincial Women's Union organized 4 training courses on eliminating gender prejudice and gender stereotypes, preventing and responding to gender-based violence; 4 educational conferences to raise awareness on preventing child marriage for 800 women members in Binh Lieu, Hai Ha, Ba Che, Dam Ha districts; printed 1,000 fabric bags to communicate about gender equality; established and launched 10 "Leaders of Change" clubs and 23 community communication teams in 8 districts implementing Project 8.
In order for women and girls to develop comprehensively, it is necessary to create a strong change in awareness of domestic violence prevention and control; preserve and promote moral values, lifestyles, and good behaviors in the family; gradually narrow the gender gap, ensure real gender equality between men and women; create conditions and opportunities for women and men to participate and enjoy equality.
