Mobilizing all resources to build new rural areas

Since the beginning of 2024, the province's leadership and direction on the task of building new rural areas (NTM) has continued to be vigorously implemented. Thanks to that, the appearance of rural areas in the province has increasingly improved; the material and spiritual life of the people has been constantly improved.

Many agricultural products of Quang Ninh and many localities in the country participate in the Quang Ninh OCOP Fair - Spring 2024 at the Provincial Planning, Fair and Exhibition Palace.

Resolution No. 20-NQ/TU (dated November 27, 2023) on the direction and tasks for 2024 proposes solutions to consolidate and maintain the achievements of new rural construction, sustainable poverty reduction; build advanced new rural areas, model new rural areas associated with substantive urbanization. Along with that, the Provincial People's Council passed a resolution on allocating resources to implement programs, including allocating VND 981,947 billion to develop the overall program for sustainable socio-economic development, ensuring solid national defense and security in communes, villages, and hamlets in ethnic minority, mountainous, border, and island areas associated with the National Target Programs in the province for the period 2021-2025. Of which, specific expenditure for the program for socio-economic development in ethnic minority and mountainous areas is over VND 429 billion for 62 projects; The provincial People's Council also passed and issued 26 related resolutions on assigning targets and tasks for new rural construction, allocating provincial budget resources for implementation.

At the same time, the Provincial People's Committee and the Steering Committee for National Target Programs of the province closely direct the development and promulgation of decisions, action programs, and plans to implement resolutions of the Provincial Party Committee and Provincial People's Council... This is the basis for units and localities to focus on guiding and implementing support mechanisms and attracting investment in socio-economic development in rural areas.

Since the beginning of the year, along with promoting the completion of socio-economic infrastructure to ensure rural, urban and regional connectivity, implementing the province's decision, in the period of 2024-2025, investing in 73 project categories to renovate, upgrade and handle 31 overflow culverts on key routes; build 2 reinforced concrete bridges; upgrade 2 ports. Localities are actively implementing this content, striving to complete the construction items soon. At the same time, continue to implement inter-provincial and inter-district traffic projects, such as: Construction, completion and putting into use of provincial road 342 in Ba Che district; coastal road from Voi bridge in Van Ninh commune to provincial road 335 in Mong Cai city; Ben Rung bridge approach road in Quang Ninh province and traffic projects invested by localities; together with Hai Phong city, completing and putting into use Ben Rung bridge...

Along with that, basic information and communication infrastructure, centralized water supply works, rural environment and educational, cultural and medical infrastructure... continue to receive attention and implementation. The province's OCOP program has recently received attention in developing and improving product quality, expanding products and organizing classification and assessment. Up to now, the whole province has 405 OCOP products with 3-5 stars. This year, it is expected that there will be 4 potential products competing for the national 5-star competition; 178 production entities have products with 3-5 stars; 100% of OCOP products with 3-5 stars have been posted on e-commerce platforms such as Postmart.vn and Voso.vn...

The province has also granted 63 growing area codes with a total area of ​​over 1,528 hectares and 9 packaging facility codes; over 1,100 hectares of crops are maintained in production according to effective agricultural production processes, of which 322.35 hectares have been granted VietGAP certificates; 90 hectares of rice and 329 hectares of cinnamon have been granted organic production certificates. The application of VietGAP and organic standards has helped increase product value in agricultural production, reduce sources of emissions that pollute the environment...

To help people restore production, especially after storm No. 3, implementing the decision of the Provincial People's Committee on promulgating regulations, conditions, contents, and preferential loan levels to implement the credit support policy entrusted through the Bank for Social Policies in the province for the period 2021-2025, the Provincial People's Committee has allocated a budget of 287.9 ​​billion VND entrusted through the Provincial Bank for Social Policies to be deployed in 9 district-level units (except Dong Trieu, Uong Bi, Ha Long, Cam Pha). Up to now, the bank has lent 260.11 billion VND to 2,960 customers, reaching 90.32% of the plan. The capital has promptly supported people to restore production immediately after the storm, create jobs, stabilize their lives...

In the province, the average income per capita of ethnic minority, border and island areas in 2023 will reach over 73 million VND/person/year (an increase of 1.7 times compared to 2020, about 1.23 times higher than the average income per capita of the whole country; about 2.8 times higher than the general target by 2025).

Notably, during the year, Co To district has completed 9/9 criteria and 38/38 targets of the advanced NTM district. The district is completing the expected dossier to submit to the Central Appraisal Council for consideration and recognition in the second quarter of 2025 (achieving the set target). At the commune level, there are 2 more communes, Vu Oai (Ha Long City) and Hai Tien (Mong Cai City), which have completed 19/19 criteria and 75/75 targets, are completing the dossier, expected to organize the appraisal and submit to the Provincial People's Committee for recognition in the first quarter of 2025. By the end of 2024, the whole province has 54/91 communes meeting the advanced NTM standards (exceeding 9.5% of the Resolution of the 15th Congress of the Provincial Party Committee).

Up to now, in the area, there are 2 more communes, Son Duong (Ha Long City) and Hai Xuan (Mong Cai City), which have achieved 100% of the criteria for a model NTM commune and are also in the process of completing the dossier to submit to competent authorities for approval. It is estimated that by the end of 2024, 25/91 communes will have met the model NTM standards, exceeding 2.47% of the Resolution of the 15th National Congress of the Provincial Party Committee. For 6 communes that localities have strived to achieve the criteria for a model NTM commune beyond the 2024 plan, up to now, they have basically met the criteria and are completing the dossier to request recognition...

Identifying that building a new rural area is a journey without a stopping point, the province continues to set specific goals each year and continues to direct localities to concretize them to reap more important achievements in socio-economic development.
