After storm No. 3, the province's telecommunications infrastructure was severely affected. In particular, fiber optic cables were broken, electric poles were broken, and power outages occurred over a large area, leading to loss of telephone and internet signals and communication throughout the province. Therefore, network operators are mobilizing maximum local human resources and provinces and cities to restore and ensure communication.

It is known that Viettel Quang Ninh has mobilized nearly 500 officers, employees, and workers on the local line along with about 500 personnel from other provinces and working groups nationwide to support. VNPT Quang Ninh has mobilized nearly 1,000 officers, employees, and workers to repair telecommunication lines, cables, and BTS stations. Officers, employees, and workers in localities such as Hai Duong, Bac Ninh, Thai Binh, Bac Giang, Hung Yen, Lang Son, etc. belonging to Mobifone region 5 are focusing on supporting the recovery of the consequences of storm No. 3 in Quang Ninh province. Network operators also equipped generators at BTS stations that have not been supplied with grid power. On that basis, network operators are making efforts to restore mobile waves and internet networks throughout the province as soon as possible.

In parallel, network operators arrange charging points, wifi hotspots, and give away free SIM cards at stores in the province; at the same time, arrange mobile broadcasting vehicles to operate at full capacity to serve disadvantaged areas.
Carriers have implemented mobile service roaming, so areas that lose mobile signal will switch to another carrier's service.
