Decree 147/2024/ND-CP contributes to supplementing and perfecting legal regulations on Internet management and online information.
The Ministry has submitted to the Government Decree No. 147/2024/ND-CP on the management, provision and use of Internet services and online information to strengthen the management of cross-border social networks and prevent violations of the law in cyberspace.
Decree 147/2024/ND-CP contributes to supplementing and perfecting legal regulations on Internet and online information management to overcome difficulties and shortcomings arising from management practices in recent years, notably: clarifying the management responsibilities of ministries, branches and localities in cyberspace; strengthening the management of domestic electronic information sites, social networks, cross-border platforms, application stores; identifying social network users; preventing "newspaperization" of electronic news sites and social networks; protecting children in cyberspace; strengthening the management of online games...; Simplifying administrative procedures; promoting decentralization; creating conditions for domestic enterprises to develop healthily and compete equally with foreign enterprises.
Along with that, the Ministry also strengthened the fight against cross-border platforms. Forcing large platforms such as Facebook, Google, TikTok to comply with Vietnamese laws and regulations, removing harmful and illegal content. Thanks to that, the rate of blocking and removing illegal content has increased significantly.
Deploying a technical monitoring system. The Cyberspace Monitoring Center and the Fake News and Malicious Information Handling Center have been put into operation to promptly detect and handle violations. The Ministry also guides provinces/cities to establish local Fake News Handling Centers, creating a nationwide fake news handling network.
Strengthening coordination with relevant agencies. The Ministry has coordinated with relevant ministries and branches to provide timely information to the press and develop coordination regulations to prevent and handle illegal content. The viewpoint "as the real world is, so is cyberspace" is thoroughly applied.
Issue a handbook and code of conduct on social media. The Code of Conduct aims to establish ethical standards on social media, while the anti-fake news handbook provides skills to identify and handle misinformation. Various communication activities such as articles, clips, and infographics have been widely deployed.
Strictly handle violations. The Ministry has applied a technical system to track and handle individuals and organizations spreading fake news and toxic information, ensuring the strictness of the law.
In the coming time, the Ministry of Information and Communications will continue to implement solutions to improve the effectiveness of cyberspace management, including: Strengthening inter-sectoral coordination. Continuing to coordinate with competent agencies to inspect, verify, investigate and handle violations.
Enforce user identification regulations. Ensure effective management of social media users after the replacement decree is issued.
Promote communication to raise awareness. Develop propaganda campaigns to help people recognize and avoid fake news, contributing to a healthy cyberspace.
With continuous efforts, the Ministry of Information and Communications is gradually controlling content in cyberspace better, creating conditions for a healthy and safe digital environment. Current and future solutions not only help minimize risks from bad and toxic information but also raise public awareness of responsibility when participating in cyberspace, contributing to the sustainable development of the digital environment in Vietnam./.
