More than 4,000 teachers in Hanoi sent a letter asking for adjustments to the additional income policy.

Hope city leaders review and adjust Resolution 46

Sharing with Dan Viet Newspaper, a representative of a group of more than 4,000 teachers in Hanoi said that they had just sent a letter asking the city's leaders to adjust the beneficiaries of the increased income according to Resolution 46/2024/NQ-HDND dated December 10, 2024.

The letter said: "Resolution 46 stipulates the additional income for cadres, civil servants and public employees working in state agencies, political organizations, the Vietnam Fatherland Front, socio-political organizations and public service units, showing the concern of the City leaders and People's Council delegates for cadres, civil servants and public employees in the area in increasing income and improving life.

However, the Resolution limits the number of civil servants and public employees who are eligible. Specifically, those who are working in revenue-generating public service units (not fully covered by the state budget for regular expenditure) will be excluded, not all civil servants and public employees of the City, managed by the City, will be eligible.

Teachers believe that this will create inequality among the city's cadres, civil servants, and public employees. Therefore, 4,055 teachers hope that the city's leaders will review and adjust the beneficiaries of the increased income so that all city officials can benefit.

Ms. Nguyen Thi Thanh Huong, a teacher at Vietnam - Poland High School, Hoang Mai District, Hanoi, said: "I am also a civil servant of the Capital City but do not enjoy the benefits of Resolution 46 of the City People's Council like other civil servants. I find it so unfair. I, along with the teachers on the payroll of the school and the teachers in Hanoi, hope to be treated fairly."

Ms. Mai Thi Thu Dong, a tenured teacher at Tran Dang Ninh High School, Ung Hoa District, Hanoi, commented: "We are also civil servants like other civil servants of the City. When I learned that civil servants at schools like mine did not enjoy the regime, I was shocked because I felt it was so unfair. I, along with tenured teachers and civil servants of the Capital, hope to be treated fairly. We believe in the wisdom and impartiality of the city's leaders so that we can have a slightly more prosperous life."

Ms. Ngo Thi Thuy, a teacher at Phu Xuyen A High School, Phu Xuyen District, Hanoi, also said: "When I saw that I and many of my colleagues did not receive an income increase according to Resolution 46, I felt disappointed that my rights were not fully taken care of. I hope the city leaders will consider and adjust so that we teachers do not feel abandoned, so that we can be excited and feel secure in our dedication."

"If there are any problems or unreasonable issues, they will be summarized and reported."

Regarding the above letter, Lawyer Dang Van Cuong, Head of Chinh Phap Law Office, said: "The letter is from many teachers of financially autonomous schools. The authorities are responsible for grasping the information and, if necessary, can conduct verification to understand the wishes and aspirations of the teachers. Based on the general policy on education, the viewpoint on revenues and expenditures in local educational activities, the material and spiritual living conditions of teachers as well as ensuring equality of rights among subjects to make appropriate decisions.

This resolution of the People's Council has just been issued and initially put into effect, so if there are any problems or unreasonable issues during the application process, or social issues arise, the City Committee will also have a summary to report to the City People's Council for decision when amending and supplementing this resolution.

This is a policy on education at the local level. This policy will be institutionalized into legal documents, organized for implementation and summarized in practice to evaluate the effectiveness and reasonableness of the policy. If problems arise during the implementation process, such as inconsistencies, lack of uniformity, unfairness, or conflicts with general policies, they will have to be adjusted accordingly."
