Deputy Prime Minister Tran Hong Ha requested to urgently develop criteria, titles, positions, and jobs suitable for the work of each department and division of the Ministry of Agriculture and Environment (the new Ministry after merging the Ministry of Natural Resources and Environment and the Ministry of Agriculture and Rural Development).
On the afternoon of February 4, Deputy Prime Minister Tran Hong Ha chaired a meeting to listen to reports and give opinions on the Draft Decree regulating the functions, tasks, powers and organizational structure of the Ministry of Agriculture and Environment (the new Ministry after merging the Ministry of Natural Resources and Environment and the Ministry of Agriculture and Rural Development).
According to the report at the meeting, the development of the Draft Decree regulating the functions, tasks, powers and organizational structure of the Ministry of Agriculture and Environment (draft Decree) to perform state management functions is being assigned to the Ministry of Natural Resources and Environment and the Ministry of Agriculture and Rural Development.
It performs the function of state management in the fields of: Agriculture, forestry, salt industry, fisheries, irrigation, natural disaster prevention, rural development, land, water resources, geology and minerals, environment, hydrometeorology, climate change, surveying and mapping, remote sensing, integrated management of resources and protection of the marine and island environment, state management of public services in the fields under the management of the Ministry.
The organizational structure of the Ministry of Agriculture and Environment is arranged, consolidated, and reorganized from 26 units under the Ministry of Natural Resources and Environment and 27 units under the Ministry of Agriculture and Rural Development. According to this plan, after the merger, 25/55 focal points (equivalent to 45.45%) have been reduced.
The organizational structure within the units and organizations under the Ministry of Agriculture and Environment will continue to be streamlined, with a sharp reduction in the number of department-level organizations and equivalents. The drafting of the Decree is being carried out urgently and seriously; ensuring the constitutionality, legality and consistency of the system of legal documents. According to Deputy Minister of Justice Dang Hoang Oanh, this is one of the ministries with the most streamlined focal points.
The Ministry of Agriculture and Environment is a multi-sectoral, multi-field ministry, ensuring that after its establishment, the ministry will immediately come into operation, operate smoothly and continuously, without any legal gaps; closely follow the viewpoints, goals, principles and orientations of the Central Steering Committee and the Government Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW; be suitable to the country's context and requirements and tasks in the coming time; ensure a harmonious combination between inheritance and stability with innovation and development, ensuring the comprehensiveness, synchronization, regular and continuous implementation of the state administrative system.
In addition, the Ministry of Agriculture and Environment continues to focus on macro-management, strengthen decentralization and delegation of power, and promote inspection, examination, and control of power in the implementation of policies and laws in the field of state management of the Ministry.
Concluding the meeting, Deputy Prime Minister Tran Hong Ha emphasized that the draft Decree not only mechanically gathers the content of the two decrees regulating the functions, tasks and powers of the two ministries, but also needs to update and supplement new legal regulations related to land, resources, environment, agriculture... with many new management ideas.
Reiterating the principle of “not assigning one job to two people,” the Deputy Prime Minister requested the Ministry of Natural Resources and Environment to coordinate with the Ministry of Agriculture and Rural Development, the Ministry of Justice, the Ministry of Home Affairs, and the Government Office to review the provisions of the Law assigning the Government to prescribe the functions, tasks, and powers related to the management areas of the Ministry of Agriculture and Environment, without overlapping or gaps.
The Deputy Prime Minister noted that the Ministry of Agriculture and Environment must set out very clear tasks and functions to meet practical requirements and demands in promoting the green transformation process, environmental protection must come before all economic and social activities; transforming the agricultural economy sustainably, multi-purpose, ensuring food security and development space.
According to the Deputy Prime Minister, the organization of the Ministry of Agriculture and Environment must be based on a review of assigned functions and tasks; at the same time, it must resolve overlapping issues in state management between ministries, between the central and local levels, between state management agencies and public service units and enterprises.
