At the opening of the third working session of the eighth session, the National Assembly discussed in the hall the assessment of the results of the implementation of the socio-economic development plan for 2024 and the expected socio-economic development plan for 2025.

14/15 targets achieved and exceeded the plan

Today (November 4), in addition to discussing socio-economic development; the National Assembly also discussed the implementation of the Constitution; the implementation of laws, resolutions of the National Assembly, ordinances, resolutions of the National Assembly Standing Committee; the policy of adjusting the National Land Use Planning for the 2021-2030 period, with a vision to 2050; and the policy of investing additional state capital at the Joint Stock Commercial Bank for Foreign Trade of Vietnam (VCB).

Previously, on October 21, presenting a report on the results of the implementation of the 2024 socio-economic development plan and the projected 2025 socio-economic development plan, Prime Minister Pham Minh Chinh said that in 2024, the world situation will continue to develop in a complex and unpredictable manner, with fierce strategic competition and escalating conflicts in many regions.

Along with that, gasoline and oil prices and transportation costs fluctuated strongly, economic and trade recovery was slow and unstable, total global investment decreased, natural disasters, climate change, and energy security were complicated.

The Head of Government said that domestically, we must respond flexibly and effectively to external fluctuations; overcome internal limitations and shortcomings that have lasted for many years; and spend a lot of time and resources to solve sudden and arising problems, especially responding to and overcoming natural disasters that have caused serious and prolonged consequences in many localities.

In 2024, the Government and the Prime Minister have closely followed the practical situation, focusing on directing the drastic, flexible and effective implementation of tasks and solutions. In particular, prioritizing growth, renewing traditional growth drivers (investment, consumption, export), strongly promoting new growth drivers (digital economy, green economy, circular economy, etc.), associated with maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy.

The Government has also focused on implementing three strategic breakthroughs, especially in terms of institutions; promoting decentralization and delegation of power; cutting administrative procedures, eliminating the "request - grant" mechanism; establishing steering committees and working groups to promptly remove "bottlenecks", difficulties and problems that arise.

At the same time, many emulation movements were launched, including the movement "500 days and nights to complete 3,000km of expressway" and "the whole country joins hands to eliminate temporary and dilapidated houses in 2025".

Thanks to that, in the first 9 months of 2024, the country's GDP growth reached 6.82%; the whole year is estimated to reach 6.8 - 7%, higher than the target assigned by the National Assembly (6 - 6.5%), belonging to the group of countries with high growth rates in the region and the world, highly appreciated by many large and prestigious international organizations.

By the end of 2025, ranked 31st - 33rd in the world in terms of GDP size

Regarding the 2025 socio-economic development plan, Prime Minister Pham Minh Chinh emphasized the need to thoroughly grasp and strictly implement the resolutions of the Party and the National Assembly, especially the Resolution of the 13th Party Congress, focusing on 3 strategic breakthroughs, 6 key tasks and 12 main groups of solutions.

In which, the head of the Government emphasized the need to strongly innovate thinking, thinking, and doing with the spirit: "What is old and bad must be discarded. What is old and not bad, but troublesome, must be modified to be reasonable. What is old and good must be further developed. What is new and good must be done."

In addition, it is necessary to carefully analyze and closely evaluate the implementation of the 5-year socio-economic development plan for 2021 - 2025, thereby having breakthrough solutions in the spirit of "whichever targets have not been achieved must be achieved, and which targets have been achieved, must improve quality and efficiency", striving to the highest level to complete the set goals.

At the same time, maintain momentum, keep pace and accelerate, break through; stick closely to reality, promptly respond to arising issues in the spirit of "dare to think, dare to do, dare to break through for the common good", "what is said is done, what is committed is done; what is done, what is implemented must be effective", "The Party has directed, the Government has agreed, the National Assembly has agreed, then only discuss doing, not retreating".

The Government leader said that socio-economic development and environmental protection are central, Party building is key, cultural development is the foundation, ensuring national defense and security and promoting foreign affairs are essential and regular.

The main targets include: GDP growth of about 6.5 - 7% and striving to achieve a higher growth rate (7 - 7.5%) to rank 31 - 33 in the world in terms of GDP scale by the end of 2025; the proportion of processing and manufacturing industry in GDP reaches about 24.1%; the average consumer price index (CPI) growth rate is about 4.5%;

The average growth rate of social labor productivity is 5.3 - 5.4%; the rate of trained labor is about 70%, of which those with degrees and certificates is about 29 - 29.5%; the unemployment rate in urban areas is below 4%; the rate of poor households according to the multidimensional poverty standard decreases by about 0.8 - 1%.
