The 4th Conference between the Secretaries of 4 Vietnamese provinces and Yunnan Province, China

VOV.VN - On the morning of June 12, in Kunming city, Yunnan province, China, the fourth annual conference took place between the Secretaries of the four provincial Party Committees of Vietnam, including Ha Giang, Lao Cai, Lai Chau, Dien Bien and the Secretary of the Yunnan Provincial Party Committee.

Mr. Vuong Ninh, Secretary of the Yunnan Provincial Party Committee and Mr. Nguyen Manh Dung, Acting Secretary of the Ha Giang Provincial Party Committee co-chaired the conference. Attending the conference were representatives of the Ministry of Foreign Affairs, the Central Foreign Affairs Commission of China, the Chinese Embassy in Vietnam and the Vietnamese Embassy in China.

Also attending the conference on behalf of Vietnamese provinces were Lao Cai Provincial Party Secretary Dang Xuan Phong, Lai Chau Provincial Party Secretary Giang Pao My and Dien Bien Provincial Party Secretary Tran Quoc Cuong.

The opening speech of Yunnan Provincial Party Secretary Wang Ning and the speeches of the provincial secretaries at the conference both emphasized that in 2023, the relationship between the two Parties and the two countries of China and Vietnam will continue to develop positively with an important and historic event, the visit to Vietnam by General Secretary and President of China Xi Jinping in December 2023, which has received attention and positive evaluation from public opinion of the two countries and the international community.

“The Vietnam-China Joint Statement on continuing to deepen and elevate the comprehensive strategic cooperative partnership and building a Vietnam-China Community of Shared Future has strategic significance” within the framework of the visit with many positive and profound contents, which is a strategic orientation to promote relations between the two countries and between localities of the two sides in all fields.

And the mechanism of the Annual Conference between the Secretaries of the Provincial Party Committees of Ha Giang, Lao Cai, Lai Chau, Dien Bien provinces of Vietnam and the Secretary of the Yunnan Provincial Party Committee of China has actively contributed to promoting the relationship between the two Parties, two countries and people of Vietnam and China in recent times, especially in economic and trade cooperation with the total import-export turnover between the four border provinces of Vietnam and Yunnan province in 2023 reaching about 2.34 billion USD, Ha Giang province alone reaching over 227 million USD...

Acting Secretary of Ha Giang Provincial Party Committee Nguyen Manh Dung said that the four provinces of Vietnam and Yunnan Province of China have more than 750km of land border. The people of the two sides, especially the people in the border areas, have a long-standing tradition of friendship and many similarities in language, culture, ethnic composition, and customs.

In recent years, continuing to thoroughly implement the 16-word motto of "friendly neighbors, comprehensive cooperation, long-term stability, looking towards the future" and the spirit of 4 goods "good neighbors, good comrades, good friends, good partners" along with the promotion of the mechanism of the Annual Conference between the Secretaries of the Provincial Party Committees of 5 provinces, friendly exchanges and cooperation between the two sides have been constantly consolidated and developed extensively.

The common perceptions reached at the 3rd Annual Conference in 2023 have been promoted by 4 provinces in Vietnam and Yunnan Province, China, and achieved important results.

Exchanges, cooperation and direct delegation exchanges between sectors, levels and associations of the two sides have been comprehensively promoted.

In order to promote the results of exchange and cooperation between the four provinces of Vietnam and Yunnan Province, China achieved in the past time, further promote the potential and advantages of the localities, supplement the advantages, promote exchange and cooperation between the two sides to develop more and more substantially, contributing to the socio-economic development of the localities, Mr. Nguyen Manh Dung suggested that the provinces continue to thoroughly implement the common perceptions reached between the senior leaders of the two Parties and the two States of Vietnam and China, especially the "Joint Statement of Vietnam - China on continuing to deepen and elevate the comprehensive strategic cooperative partnership, building a community of shared future of Vietnam - China of strategic significance"

Along with that, maintain and promote more effectively the Annual Conference Mechanism between Provincial Party Secretaries and the Joint Working Group Meeting between the 5 provinces; strengthen the implementation of friendly exchange activities; enhance economic, trade and investment cooperation; accelerate cross-border e-commerce cooperation; strengthen cooperation in border gate development, traffic connection; cooperate in border management, cross-border labor management; promote cultural, sports and tourism exchanges and cooperation; continue to implement exchanges and cooperation in training of officials, agriculture, forestry, science and technology, health, environmental protection, justice and finance.

Also at the conference, the Secretaries of the Provincial Party Committees of four Vietnamese provinces and the Secretary of the Yunnan Provincial Party Committee, China agreed to sign the minutes of the "Fourth Annual Conference between the Secretaries of the Provincial Party Committees of Ha Giang, Lao Cai, Lai Chau, Dien Bien provinces of Vietnam and the Secretary of the Yunnan Provincial Party Committee, China in 2024"; and witnessed the agencies, units and localities of the two sides signing cooperation documents in many fields.

The Parties agreed that the 5th Annual Conference will be held in 2025 in Lai Chau Province, Vietnam.
