Implementing the 2024 work program and Plan No. 146-KH/UBKTTW, dated March 14, 2024 of the Central Inspection Commission , on the morning of April 5, in Ha Giang, the Central Inspection Commission held a conference to review the work of the first quarter of 2024 of the cluster of party organizations under the Department of Localities I. At the Conference, Comrade Dinh Huu Thanh, member of the Central Inspection Commission, reported on the situation and results of inspection, supervision and party discipline work in the first quarter of 2024, and the directions and key tasks of the second quarter of 2024 of the cluster of party organizations under the Department of Localities I. The year 2024 is of special significance in successfully implementing the tasks of the Resolution of the 13th National Party Congress and resolutions of party congresses at all levels; the Party's policy is to continue to further promote the work of preventing and combating corruption, negativity and group interests with the viewpoint of "no forbidden areas, no exceptions"; at the same time, tightening discipline and administrative discipline, strengthening inspection, supervision and control of power. In the first quarter of 2024, party organizations actively and proactively led, directed and organized the comprehensive implementation of inspection, supervision and party discipline tasks according to the provisions of the Party Charter and tasks assigned by the Party Committee. Party executive committees and Party delegations have proactively coordinated with Party committees to focus on leading, directing, thoroughly grasping, and promptly implementing resolutions, directives, regulations, statutes, conclusions, and instructions of the Central Committee and the Central Inspection Commission on inspection, supervision, and party discipline enforcement. Party committees and inspection commissions at all levels have proactively developed and organized the implementation of the inspection and supervision program for 2024. Many units have focused on inspection when there are signs of violations right from the beginning of the year. Inspection commissions at all levels have performed well the advisory function, helping Party committees promptly develop plans and organize implementation according to regulations; advising Party committees at all levels to promptly resolve problems at the grassroots level; advising on the development and promulgation of leadership and direction documents, interim and final reports on directives and regulations on inspection, supervision, and party discipline enforcement to ensure requirements on quality and time. Advised the Party Committee and the Standing Committee of the Party Committee to carry out regular and ad hoc tasks assigned by superiors; promptly reviewed, handled responsibilities, and disciplined party organizations and party members who violated the law. Party committees and Inspection Commissions of localities and units have focused on thoroughly grasping and implementing Decision No. 56-QD/TW dated February 8, 2022 of the Politburo; Decree No. 130/2020 dated October 30, 2020 of the Government and Instruction No. 03-HD/UBKTTW dated November 3, 2022 of the Central Inspection Commission on implementing a number of articles of the Coordination Regulations between asset and income control agencies; proactively promulgating Plans and organizing the reception and verification of assets and income for cadres and civil servants under their authority.
Department of Localities I has proactively advised the Committee, the Standing Committee of the Central Inspection Commission and effectively implemented assigned tasks; closely followed and grasped the locality to promptly report to the Standing Committee of the Committee and the Central Inspection Commission for direction. The coordination between party organizations and Department of Localities I has been increasingly strengthened and become more effective, gradually becoming routine, ensuring closeness, synchronization, timeliness, and compliance with principles, in accordance with actual conditions and functions and tasks of each unit, contributing to the good implementation of inspection, supervision, and enforcement of party discipline.
The report at the Conference also pointed out a number of limitations and shortcomings and proposed 6 key tasks to be implemented in the second quarter: Party committees, Party organizations, and Inspection Commissions at all levels, especially leaders, need to further improve their awareness of their roles and responsibilities for inspection and supervision work; strengthen leadership, direction, implementation and guidance of Party committees, Party organizations and Inspection Commissions at lower levels to perform inspection, supervision and discipline enforcement tasks within the Party according to regulations; Party committees regularly pay attention to and periodically work with Inspection Commissions to promptly direct and orient inspection and supervision work. Inspection Commissions at all levels actively and proactively advise Party committees to effectively implement the inspection and supervision program for 2024 as set out and tasks according to the Party Charter and the directions of the Politburo, the Secretariat, the Central Steering Committee on anti-corruption and negativity, Party committees at all levels, and the Provincial Steering Committee on anti-corruption and negativity. Strengthen inspection and supervision of cadres and party members who show signs of degradation in political ideology, ethics, lifestyle, "self-evolution", "self-transformation", violations of things party members are not allowed to do, violations of exemplary responsibility...; focus on inspecting party organizations and party members when there are signs of violations, focusing on inspections in sensitive areas, areas prone to corruption, negativity, public outrage, violations, shortcomings, and mistakes discovered through inspection and auditing work; promptly resolve petitions and denunciations in accordance with authority, procedures, and regulations, especially in preparing personnel for party congresses at all levels; promote verification and control of assets and incomes of people with positions and powers. Continue to improve the effectiveness of industry building work. Prepare well for the first 6-month review of 2024. Speaking at the Conference, Comrade Nguyen Manh Dung, Acting Secretary of the Ha Giang Provincial Party Committee, assessed that the Conference on inspection and supervision work in the first quarter of 2024 of the units of the Department of Area I is extremely important. With the position of the outpost of the Fatherland, a strategic area , the Party Committee, government and people of all ethnic groups in Ha Giang province have made great efforts, been proactive, daring to think, daring to do, and have many new, creative and breakthrough ways in Party building, socio-economic development, national defense and security. Concluding the Conference, Comrade Tran Tien Hung, member of the Party Central Committee, Deputy Head of the Central Inspection Commission emphasized: The opinions expressed at the Conference were very responsible, focused on the key points, pointed out the difficulties and obstacles in the leadership, direction, and organization of the implementation of inspection and supervision tasks; at the same time, proposed policies and measures for leadership, direction, and organization to properly implement the assigned functions and tasks. Comrade Tran Tien Hung requested the department to synthesize and fully absorb the opinions of the delegates at the Conference and directly answer some recommendations and share the experience of the Central Inspection Commission in performing its tasks. At the same time, he emphasized and noted some additional contents that Party organizations need to pay attention to in the coming time, including: Directing the quality and timely implementation of the inspection and supervision program of Party committees, Party organizations, and Inspection Commissions at all levels and regions. At the Conference, delegates listened to Comrade Le Nguyen Nam Ninh, member of the Central Inspection Commission, inform about a number of new documents on the inspection, supervision and discipline enforcement work of the Party, including: Regulation 131-QD/TW, dated October 27, 2023 of the Politburo on controlling power, preventing and combating corruption and negativity in inspection, supervision, and discipline enforcement work and in inspection and auditing activities; Regulation 137-QD/TW, dated December 1, 2023 of the Secretariat stipulating the functions, tasks, powers, and organizational structure of specialized agencies advising and assisting provincial and municipal Party Committees directly under the Central Government; and discussing a number of contents on controlling the declaration of assets and income.
